Headings must not be empty

Headings in a page define the page structure and are an outline of the page's contents.  Headings that have no text inside are a mistake.

Likely an empty heading has been used to add extra vertical space or to add a decorative element such as the gray bar under some K-State headings.

Why is this important

Search engines rely on headings to understand the meaning and structure of a page.

Assistive technologies such as screen readers use headings to aid user navigation of a page.  For example, screen readers typically have a keystroke that will skip to the next heading.

To fix this error

Remove the empty heading.
