.010 Mission Statement

Our mission is to provide the infrastructure to support the needs of Kansas State University, allowing its students, faculty, and staff to communicate ideas and information with each other, with industry, with the community, with peer institutions, and with the world as a whole.

We accomplish our mission by providing a wide range of communication and data network services to our users where they may be, and by assisting them in meeting their communications and information exchange needs. These areas include the maintenance and support of all telephones and telephone switch equipment and physical wire and fiber optic distribution networks carrying voice, video, and digital data. Also paging, radio, and cellular services, dial-in networking, and any other service needed by the university or by departments of the university to communicate.

Our vision is to allow anyone associated with Kansas State University to have access to the people and information they may need to access, when they need to access, without failure. Every person associated with the university desiring to communicate is a customer. Without our customers we cannot generate the income to fullfill our mission. Accordingly, each customer is to be treated with the dignity and respect due to one so important to our mission.

.020 General Information

We provide voice, data, radio, and paging communications for the entire K-State community, including the main campus in Manhattan, the Salina campus, and the Manufacturing Learning Center in Manhattan. Telecommunications is constantly looking to the future and upgrading K-State's communications infrastructure.

Voice services include analog and digital phone lines and phones for campus offices, residence hall rooms, and public areas. Personal and departmental long distance services are provided via authorization codes for students in the residence halls, and faculty and staff. To obtain an authcode account, please visit our offices at 109 East Stadium.

Data services include Dial-In Internet connections supporting TCP/IP connections with PPP or SLIP to the campus TCP/IP network and data bearer lines for the campus TCP/IP network to off-campus sites such as the Salina campus and the Manufacturing Learning Center.

Radio services include handheld portable radios for many departments on campus, including Facilities, Bramlage, K-State Union, McCain, Housing, Parking Services, Disabled Student Services, Athletics and the KSU Police.

Paging services include numeric and alpha-numeric pager rental, and phone, e-mail and web interfaces for paging.

.030 Personal Use of Telephone

Personal phone calls made on University equipment are to be kept to a minimun. Personal calls requiring a toll charge are the responsibility of the employee. The employee's department is responsible for taking corrective action in the event an employee abuses the personal phone call policy. If an employee needs to make a personal toll call, the call must be made collect, charged to a residential telephone or personal credit card or through the use of a personal authorization account obtained through KSU Telecommunications. If a personal toll call is inadvertently charged to the University, the caller is required to reimburse the University for the call.

If necessary, when traveling on official business, employees may make one call (not to exceed 3 minutes) to their home to report their overnight location. Such calls will be considered University business.

Department personnel are responsible for reviewing the monthly telephone toll call records to determine if any personal calls have been made and to collect any amounts due. Documentation is to be made of this review and records maintained showing all personal calls and reimbursements.

.040 Equipment and Service Requests

Departments are responsible for determining the type of telephone service an employee needs to have to fulfill job requirements. Type of service includes: single-line phone, multiple-line phone, cellular phone, KANS-A-N authorization card, long distance service, etc. All costs related to such services are the responsibility of the department including installation modifications and ongoing fees related to the use of the equipment or services.

Requests for equipment and telephone services are provided upon receipt of a completed Telecommunications Work Order. A blank copy of the KSU Telecommunication Work Order form is available in section .300 of this chapter. Please complete and submit this form to the KSU Telecommunications Office 109 East Stadium. Questions on completion of this form should be directed to 2-7001.

.050 Cellular Telephones

The contract for State of Kansas cellular telephones is with Western Wireless Corporation, Inc.. dba Cellular One. Departments are to use this contract as required by State policies. However, departments with current cellular phone service contracts which have time remaining on the agreement and involves a penalty for early cancellation may continue to use the existing service until the agreement expires. Departments are responsible for determining when an employee needs to have access to cellular telephone service and features required to fulfill their job requirements. Departments requiring cellular phone service are to contact K-State Telecommunications at 532-7001 in order to utilize this contract.

Service, equipment and billing will be handled by K-State Telecommunications. Charges [including a detailed call history] will appear on the monthly "Telecommunications Chargeback Funding" invoice. All costs related to such services are the responsibility of the department. Extra charges such as phone replacement insurance, rescue assistance, etc. are not allowed.

Departments must monitor cellular phone bills for personal usage in accordance with section .030 of this chapter. Procedures for paying cellular telephone expenses are identified in PPM 6320, Document Completion Procedures section .050.

The use of cellular telephones while operating a state vehicle is strongly discouraged as it is inconsistent with the responsibility of state employees to operate state vehicles in a safe and prudent manner.

.060 Services For The Physically Limited

.070 Telephone System Calling Features

Contact the KSU Telecommunications Department, 532-7075 and they will give you the instructions that are unique to your telephone or telephone system on how to use special features. Some of those special features could be Call Transfer, Add a Third Party, Call Forwarding, Call Pick-up, Send All Calls, Automatic Callback or other features.

.080 Voice Mail

This service allows callers to leave recorded messages and employees to check messages remotely. This can be done by dialing on campus 2-2300 or off campus dial 532-2300 and follow the voice instructions.

Contact your Telecommunications Office for additional information. They may be contacted for cost information at 532-7075.

.090 Dial-In Service

This service allows your home computer to "dial-in" through a modem and phone line to connect to the K-State campus network. It provides a high speed connection for accessing the Internet and TCP/IP capable computers on campus.

People sometimes refer to this service as "SLIP/PPP connectivity", which is a technical term based on the communications standards used behind the scenes.

The software for this service is called the Cat Pack. It is available for both Windows and Macintosh. The tools include a web browser, terminal emulator to log onto K-State's Unix system, and much more. To obtain a Cat Pack, you may purchase a copy from Telecommunications or download it from our web site: http://www.telecom.ksu.edu. Please refer questions to our Technical Support at 532-7100.

Dial-In service is available on a monthly subscription basis to all KSU students, faculty and staff. You may sign up over the Web site or by coming to the KSU Telecommunications Office, 109 East Stadium.

.100 KANS-A-N

The Kansas Agency Network (KANS-A-N) is a State leased, long distance telephone service for official state business. It is a complex elector-mechanical system incorporating many kinds of facilities. Occasional troubles and failures will occur and should be reported promptly to the Kansas State University Telecommunications Office extension 2-7001.

KANS-A-N is provided for official long distance calls only. Local calls should not be placed through KANS-A-N as this will cause unnecessary costs to be charged to the caller. KANS-A-N is available 24 hours a day, every day of the year and must be used for all official long distance calls within the 50 states, or the Caribbean Islands. State officials review commercial long distance charges and censure agencies that use commercial long distance service. Unless KANS-A-N is inoperative, all official long distance calls are to be placed over KANS-A-N.

KANS-A-N is available for telephone conferences on an "operator dialed", or a "call in" basis by contacting the KANS-A-N conference operator at 1-785-296-3299. For additional information concerning the KANS-A-N System, please refer to the KANS-A-N Telephone Directory.

.110 KANS-A-N Telephone Numbers

On-Net Stations. Those campus telephones which are identified by a 532-XXXX or Salina campus number on the face of the phone. This includes all telephones at Kansas State University except residence hall student telephones and telephones that are restricted to campus calls only.

Off-Net Stations. All telephones not having a campus 532-xxxx or Salina campus number and requiring KANS-A-N operator assistance to access and use the system. Both On-Net and Off-Net Stations have access to KANS-A-N, but there are differences in dialing procedures as explained.

.120 Use of KANS-A-N

Use KANS-A-N for ALL official long distance call from any telephone in the 50 states, and Caribbean Islands. KANS-A-N is available at all times, 24 hours a day, every day of the year.

The KANS-A-N system should not be used to make calls between offices in the same city or local telephone exchange area as this will result in a toll charge. Follow current local standard procedures in placing all local calls including local operator assistance and directory calls. Operator and directory handled calls are a billable item that will appear on the departmental telephone bill. Misdialed telephone numbers that are answered can not be adjusted off of the billing.

Dialing a KANS-A-N number or any regular telephone number in the 50 states or Caribbean Islands can be accomplished anytime by:

* Dialing "9", "1", area code and the seven digit regular telephone number.

.130 KANS-A-N Calling Card

A KANS-A-N Calling Card is required to make long distance calls from an Off-Net Station and to charge the call through the KANS-A-N system. It identifies the agency and authenticates a caller to the KANS-A-N operator. These cards will be needed by employees while traveling and by employees whose offices do not have access to the KANS-A-N network. Department heads should address their requests for cards to the Telecommunications Office by letter.

Please insure that appropriate precautions are taken to prevent misuse of these authorization cards as your department will be charged for all telephone calls placed by using the authorization cards assigned to your department. All lost cards should be reported immediately to the Telecommunications Office by letter.

.140 KANS-A-N Calling Card Dialing Instructions

You may place a call at any time to any KANS-A-N number or any regular number in the 50 states or Caribbean Islands, but different procedures apply to different circumstances, as follows.

When placing a call anytime, any day, dial 1-800-503-2801 from a touch tone telephone or 1-800 255-3555 from a rotary telephone.

When calling from any touch tone telephone (24 hours a day)

* Dial 1-800-503-2801; listen for the prompt.

* Dial the 14 digit authorization code; listen for the prompt.

* Dial the 10 digit number you wish to call.

* Do not dial "0" or "1" before dialing the area code.

When calling from any rotary dial or pulse dial telephones.

* Dial 1-800-255-3555. (The KANS-A-N Operator will answer.)

* Give the Operator your 14 digit Authorization Number.

* Give the Operator the number that you wish to call.

* The Operator will complete the call. (There is a $.35 charge for this assistance.)

When calling from the U.S. to another country

* Dial 1-800-503-2801; listen for the prompt.

* Enter your authorization number; listen for the prompt.

* Enter "011", the country code, city code and the telephone number, ("011" alerts the system that you are making an international call. The country code is part of the telephone number.)

When calling the U.S. from another country

* Dial the AT"&"T Access Number from the country that you are in [1-800-CALL-ATT]. To obtain Access Number from the USA for foreign countries, call 1-800-331-1140, ext. 740. Outside the U.S., call collect (412) 553-7458. Special permission is needed to call international with KANS-A-N cards. A letter must be received in Telecommunication to forward to KANS-A-N with the department head's signature accepting all responsibilities for all charges to call international. To call from China it takes at least 48 hours to get permission and receive special instructions. Once the person returns to the United States all permission to call China is removed.

.150 KANS-A-N Operator Assistance

To reach the KANS-A-N State Operator for assistance:

* From Topeka Centrex stations using 266, 271, 296, 291, 331, or 368 prefixes, dial or touch "0".

* From other Topeka locations, dial or touch 1-800-255-3555 from any location in the 50 states including Kansas and the Caribbean Islands. A $.35 charge is added to off-net long distance calls completed with operator assistance.

.160 Directory Assistance

Before calling the KANS-A-N Information number (1-800-255-3555), the caller should ensure that the number cannot be found in the KANS-A-N directory.

Directory service is not available for non-KANS-A-N numbers. To obtain directory assistance for Non-KANS-A-N numbers call(1-area code-555-1212). The directory services cost is billed back to the department on the Telecommunications statement.

If the employee is not listed in the KANS-A-N Directory, the employee's number should be obtained by calling the employee's agency human resource office.

.170 Conference Calls

In the interest of saving time, fuel, and money, a telephone conferencing capability is available to KANS-A-N users. A maximum of 28 participants may be included on any one conference. This service is available from both ON-NET or OFF-NET stations.

Teleconferencing can be considered as a meeting conducted over phone lines between two or more individuals or groups of people at different locations. The wide range of teleconferencing equipment available today makes conferences possible between both large and small groups with little regard to the problems of widely separated geographic locations. A well planned teleconference is a powerful tool in bringing people together without incurring travel, lodging, and meal expenses.

Operator Dialed Conference Call:

The KANS-A-N Operator originates the call to each participant and then adds them to the conference. This type of call is required for all conference calls with more than 6 participants. A maximum of 28 participants may be included. To schedule, call the KANS-A-N Conference Operator (785-296-3299.) Calls are scheduled on a first come, first serve basis. The cost is normal KANS-A-N charges for each conference location outside of the Topeka exchange. The total charge is billed to the originator on the monthly Telecommunications statement.

An On-Net Station Conference Call:

On-Net users may set up a conference call by dialing the KANS-A-N Operator and requesting that a conference time be reserved. This service is available 24 hours each workday by calling 785-296-3299 between 6:00 am and 11:59 PM and 785-296-0111 between 12:00 am and 5:59 am. The caller will then provide the number of stations to be in the conference (including the originator), each conferee's name, location, telephone number, the time the conference is desired, and approximate duration of the conference.

An Off-Net Station Conference Call:

Off-Net users may set up a conference call by dialing the KANS-A-N off-net access number when calling an access city or by dialing 1-800-255-3555 from all other locations, including the Caribbean Islands, asking for the conference operator, then providing the operator with a KANS-A-N card number, the number of conferees, their names, locations, telephone numbers, the time and type of conference desired.

Additional parties may be added if this last party dialed will follow the three instructions above. If a campus number is dialed, the chain effect of adding parties is stopped. Parties may hang up when they wish, except that one of the remaining parties must be within KSU telephone system to continue the call.

When transferring, consulting, or adding a party which is busy or does not answer, depress the switch hook twice to reconnect with the original party.

.180 Rates for KANS-A-N Service

Each call is identified to the department by the department telephone number, or calling card number. The department will be billed for KANS-A-N service on the basis of time used per call. Keep your calls short and for official business only. All calls after 30 seconds will be charged whether they are answered or not.

Only changes which are absolutely necessary should be made to the summary of charges, in order to avoid unnecessary administrative expense. One time funding changes will not carry forward for subsequent months unless requested by a letter addressed to the Telecommunications Office.

.190 Payment For KANS-A-N Services

The Telecommunications Office will mail a statement to each Kansas State University department each month for the long distance calls, equipment, line charges and, if appropriate, current work order charges.

When sent to the department, each call listed on these statements will be charged to the fund and account the department has predetermined and pre authorized. All calls will be listed under the station number from which the call was placed.

The total of all calls charged to each account is shown on the last (summary) page of the statement. If the department needs to move a call or calls from one account to another, they may do so by noting the change to increase the number of calls and the amount charged to an account(s) or decrease the number of calls and amount charged to an account(s) ON the SUMMARY PAGE. Such changes need not be made to the preceding detail sheets.

Departments will be responsible for paying for all calls placed from their telephones, care should be taken to prevent unauthorized and unofficial use of telephones.

One time funding changes will not carry forward for subsequent months unless requested by a letter addressed to the Telecommunications Office. Changes involving more than one department will require letters from both departments.

Based on the statements approved and returned by the due date, the Telecommunications Office will charge the payments to the various funds, accounts and projects listed on the return statements. Statements not returned by the due date will be entered as they originally appeared on the statement.
