Kansas Board of Regents December meeting agenda items

The Kansas Board of Regents will meet Dec. 15 and 16 at the Curtis State Office Building in Topeka. A livestream will be available for individuals to listen remotely.
The Regents will consider the following agenda items related to Kansas State University at the meeting.
Consent agenda
The Regents will receive a report on the projects state universities completed using fiscal year 2021 Educational Building Funds. K-State was allocated approximately $12.3 million for fiscal year 2021.
The Regents will act on K-State's request to raze the east ticket office at Bill Snyder Family Stadium as part of the construction for the new indoor football practice facility. The new facility will include improved ticketing and fan accommodations.
K-State requests approval to enter into lease agreements with two affiliated corporations. K-State Veterinary Diagnostic Laboratory and Veterinary Health Center are controlled-affiliated corporations of K-State. Space leased in Mosier Hall will be used by the affiliated corporations for treating veterinary patients, educating Doctor of Veterinary Medicine students and performing diagnostic services and testing.
The Regents will act on K-State's request to expand contractual market-based education offerings to meet current academic knowledge and skill needs. Offerings will be expanded to degree-seeking students and will allow the university to enter into agreements with employers to provide their employees with the opportunity to improve skills related to specific academic areas that would directly benefit that employer. Courses may be designed to meet the educational needs of specific categories of individuals, including the delivery of stackable credentials or badges demonstrating increasing competencies of a particular skill.
Discussion agenda
The Regents will act on a recommendation from the Transfer and Articulation Council to recognize six additional courses for transfer across the Kansas Board of Regents system. The new courses recommended for systemwide transfer are microbiology and lab, business law, educating exceptional students, prevention and care of athletic injuries, state and local government, and cultural diversity and ethnicity.
K-State requests approval to offer a Master of Science in aeronautics with options in leadership/policy and aerospace certification at K-State Salina. The program will begin in spring 2022 if approved.
The Regents will vote on housing and food service rates for the 2022-2023 academic year, which are effective July 1, 2022. No housing or dining rate increases are requested for the Manhattan or Salina campuses.
The Regents will allocate fiscal year 2023 Educational Building Funds to state universities. Funds are allocated based on an adjusted square footage formula that factors in gross square footage, building age and complexity of the physical plant. K-State's recommended allocation for fiscal year 2023 is $12,259,000.
The Regents will act on student health insurance benefits and premium rates for plan year 2022-2023. The Student Insurance Advisory Committee recommends eliminating dependent coverage for students who are not required or incentivized by the institutions to have health insurance coverage and to underwrite that group separately, so premiums for students in that group are not subsidized by students in the other groups (GTAs/GRAs/GAs, international students and students whose academic programs require coverage). This results in a 29.45% premium increase for students not required to have health insurance coverage and a 7.96% premium increase for all other students.
The Regents will take final action on non-budgetary legislative proposals. K-State seeks approval to sell property in Riley County and Cherokee County; and Douglas County, Nebraska.
President Richard Myers will request approval to name the new band hall to be constructed in West Memorial Stadium.
On Dec. 16, the Regents will discuss communication and planning strategies.
