Oz to Oz: Judge Howard to present lecture April 9

Judge Paul Howard

As part of the Oz to Oz program, Kansas State University will welcome Paul Howard, 2017 Fulbright professional scholar, to campus April 9-10. The Office of Pre-Law Advising is acting as his campus host.

Howard is a judge with the Federal Circuit Court of Australia and currently chairs the Lawasia Judicial Section Coordinating Committee. From 2009 to 2012 he chaired the Strategic Directions Committee Federal Circuit Court of Australia. He was educated at St. Joseph's College in Brisbane, where he currently resides.

While visiting K-State, Howard will deliver a lecture at 5:30 p.m. Monday, April 9, in 1078 College of Business Building. He will discuss the federal court systems of both Australia and the United States as well as the view from the bench. 

The lecture is free and open to the public. 

The Federal Judicial Center in Washington, D.C., will act as Howard's main host as he participates in the center's Visiting Foreign Judicial Fellows Program. He conducts research aimed at improving access to justice in the Australian federal trial courts by reducing court delays through reformation of the funding process for the Judicial branch of the Australian government. His research plans to include a study of the United States' budgetary process through visits with participants and stakeholders in the U.S. system and observation of hearings conducted by the Congressional Appropriations Committees.

Howard has prepared several papers, including "Practice and Procedure in the Federal Circuit Court of Australia," which was delivered to the Queensland Law Society Symposium in June 2013. "Roam around the World: The International Relocation of Children" was delivered at the 2009 Lawasia Conference in Singapore. The following year, "Hurry Up and Mediate" was delivered at the same conference in New Delhi, India.

Howard's visit to Kansas will include opportunities for him to meet with K-State faculty, administrators and students. He also will meet with the chief judges of the Riley County District Court and the Kansas Court of Appeals.

The Oz to Oz program has the goal of forging new connections between Australia and the U.S. by creating a network of scholars between K-State and Australia. Visiting scholars have the opportunity to deliver a seminar and meet with faculty and students. Faculty from K-State have the opportunity to do the same in Australia.
