Kansas Board of Regents March meeting agenda items

Dear K-State community,

The Kansas Board of Regents will meet March 20-21 at the Curtis State Office Building in Topeka. The board will consider the following agenda items during the meeting.

The Regents will act on amendments to several board policies. Policies to be amended include the credit by exam, naming of academic units, naming of buildings and the annual and multiple year appointments policy. The baccalaureate degree definition will be amended to allow for more flexible transfer agreements between Johnson County Community College and the University of Kansas Edwards campus. Amendments to policies establishing the board president and chief executive officer's responsibilities and Board delegated authority also will be amended.

Kansas State University requests approval to charge a reduced out-of-state tuition rate that is 150 percent of the resident tuition rate to first-time, full-time domestic undergraduate students from Arkansas, California, Colorado, Oklahoma and Texas. The rate will be effective fall 2020 and available to students pursuing any undergraduate major. The initial eligibility criteria will be a 3.25 overall high school GPA and a composite score of 22 on the ACT (1100 SAT). The proposal is an initiative from the Strategic Enrollment Management team to grow out of state enrollment, increase the geographic diversity of the student body and ultimately increase tuition revenue.

The Regents will act to implement the recommended paid parental leave policy. The policy allows employees designated as primary caregivers to receive up to six weeks of paid parental leave and employees designed as secondary caregivers to receive up to three weeks of paid parental leave following the birth of a child or placement of a child for adoption. Employees must be employed by the university for at least six months to be eligible. Paid parental leave will be available for qualifying events occurring after the effective date of the policy, which is expected to be March 20. View the proposed policy.

If approved by the Governance Committee and Council of Presidents, the Regents will act on the student health insurance benefits and premium rates for plan year 2019-2020. The Student Insurance Advisory Committee recommends creating one risk pool for students and their dependents who elect to participate in the plan absent any incentive and another risk pool for students and their dependents who receive a subsidy to be in the plan or are required by board policy to maintain health insurance. Historical data shows claims paid as compared to premiums collected have increased dramatically over the last two years largely due to students and dependents enrolled on a truly voluntary basis. The annual premium rate for students receiving a subsidy or required by board policy or academic programs to maintain health insurance will be $1,772, which is an increase of $70 from the prior plan year. The annual premium rate for all other students will be $3,643, which is an increase of $1,941 from the prior plan year.
