Campus Hazing Transparency Report
Effective Jan 1, 2025, the Stop Campus Hazing Act requires all institutions of higher education to make available a Campus Hazing Transparency Report. Hazing is prohibited under state law, federal law, and University policy. If a recognized student organization is found in violation of the hazing policy within the Student Organization Conduct Code and Process for Discipline, the incident shall be made available in the Campus Hazing Transparency Report. When there are new violations, this report is updated at least twice a year.
Reports of hazing, regardless if a violation of policy is determined, will be referred for consideration in the Annual Security and Fire Safety Report, provided the incident is within jurisdiction.
The Campus Hazing Transparency Report only includes violations of University hazing policy by recognized student organizations. Violations outside of hazing policy may also be reported in the Conduct Status Report for Student Organizations.
Hazing Related Policies and Laws
The Student Code of Conduct defines hazing as:
- "Engaging in hazing of a member or third party for the purpose of initiation into, or admission into, affiliation with, or continued membership within an RSO, is strictly prohibited. Hazing includes, but is not limited to any action, activity or situation by which an RSO member intentionally, negligently or recklessly endangers the physical or mental health, welfare or safety of an individual, creates excessive fatigue, consumption of any substance or liquid (including but not limited to alcohol), sleep deprivation, mental or physical discomfort, exposes a person to extreme embarrassment or ridicule, involves personal servitude, destroys or removes public or private property, or implicitly or explicitly interferes with the academic requirements or responsibilities of a student. Apathy, acquiescence or consent to hazing shall not be a defense to this violation."
The Student Code of Conduct applies when an individual student’s conduct is under review for a hazing allegation.
The Student Organization Conduct Code and Process for Discipline defines hazing as:
- "Engaging in hazing of a member or third party for the purpose of initiation into, or admission into, affiliation with, or continued membership within an RSO, is strictly prohibited. Hazing includes, but is not limited to any action, activity or situation by which an RSO member intentionally, negligently or recklessly endangers the physical or mental health, welfare or safety of an individual, creates excessive fatigue, consumption of any substance or liquid (including but not limited to alcohol), sleep deprivation, mental or physical discomfort, exposes a person to extreme embarrassment or ridicule, involves personal servitude, destroys or removes public or private property, or implicitly or explicitly interferes with the academic requirements or responsibilities of a student. Apathy, acquiescence or consent to hazing shall not be a defense to this violation."
This definition mirrors the individual student code of conduct. This applies should an organization be under review for a hazing allegation.
As of 2024, Kansas Law states the following in regards to hazing law:
- 21-5418. Hazing.
(a) Hazing is recklessly coercing, demanding or encouraging another person to perform, as a condition of membership in a social or fraternal organization, any act which could reasonably be expected to result in great bodily harm, disfigurement or death or which is done in a manner whereby great bodily harm, disfigurement or death could be inflicted. - (b) Hazing is a class B nonperson misdemeanor.
At the end of 2024, the Stop Campus Hazing Act was signed into law.
- This law requires institutions of higher education to report hazing incidents in its annual security report.
- The law defines hazing as:
- any intentional, knowing, or reckless act committed by a person (whether individually or in concert with other persons) against another person or persons regardless of the willingness of such other person or persons to participate, that (1) is committed in the course of an initiation into, an affiliation with, or the maintenance of membership in, a student organization (e.g., a club, athletic team, fraternity, or sorority); and (2) causes or creates a risk, above the reasonable risk encountered in the course of participation in the IHE or the organization, of physical or psychological injury.
- Institutions are required to make available information related to relevant policies and laws, how to report incidents, and how an investigation is conducted.
- Institutions are required to provide information regarding relevant awareness and prevention programs related to hazing.
- Lastly, institutions are required to develop a Campus Hazing Transparency Report that summarizes the findings of any recognized student organization that has been found in violation of university hazing policy.

The following report includes information related to hazing violations where a recognized student organization was found in violation of University hazing policy.
2025 - 2026 Academic Year
Incident Date: Spring 2024
Reported Date: September 13, 2025
Investigation Initiated: September 16, 2025
Investigation Ended: October 28, 2025
Notice of Violation: November 20, 2025
Description of Violation: The University confirmed hazing activities by the organization, in violation of the University’s hazing policy, including sleep deprivation and requiring new members to not speak with or look at other members, perform sit ups, and sleep in a specific location.
Violation: University Policy and Procedure Manual (PPM) Chapter 8545–Hazing.
Did the violation involve the abuse or illegal use of alcohol or drugs? No.
Sanctions: The University issued the organization a Disciplinary Warning. In addition, the University implemented the following sanctions:
- The organization was directed to remove any initiation or ingress week, as well as specific new member requirements part of, associated with, or resulting from the organization’s initiation week;
- Required development and submission of a timeline of new member education and continuing education;
- Required development of a communication plan regarding expectations for new members and active members, including information specific to the University’s hazing policy and conduct expectations; and
- Required development of a transition plan for new organizational´ leadership.

Description of Violation: The University confirmed hazing activities by the organization, in violation of the University’s hazing policy, including consumption of alcohol and exposure of persons to extreme embarrassment or ridicule. The University worked closely with the student organization and the organization’s national headquarters in this review.
Violations: University Policy and Procedure Manual (PPM), Chapter 8545–Alcohol, and PPM 8545–Hazing.
Did the violation involve the abuse or illegal use of alcohol or drugs? Yes.
Sanctions: The University placed the organization on Disciplinary Probation through the Fall 2026 semester. In addition, the University implemented the following organization-proposed sanctions:
- Required members to participate in hazing prevention education;
- Required members to participate in alcohol education;
- Organizational review of University conduct and risk management expectations;
- Elimination of organization’s “Slab Week” or similar style week/activities; and
- Review of organization’s new member process.
2024 - 2025 Academic Year

Notice of Violation: October 18, 2024
Description of Violation: The University confirmed hazing activities by the organization, in violation of the University’s hazing policy, including the requirement of new members to perform acts of personal servitude for active members, sleep deprivation (including waking new members to perform acts of personal servitude), and perform wall sits. The University worked with the organization’s national headquarters in this review and concurred with the national headquarters’ implemented outcomes.
Violations: University Policy and Procedure Manual (PPM) Chapter 8545–Hazing.
Did the violation involve the abuse or illegal use of alcohol or drugs? No.
Sanctions: The University issued the organization a Disciplinary Warning. In addition, the University concurred with the following sanctions imposed on the organization by their national headquarters:
- The organization is required to outline clear reporting paths for new members in the event of a violation of policy;
- The organization is required to conduct an assessment of its current reporting process and correct any steps that are not in compliance with policy; and
- The organization is required to participate in retention-based and education workshops facilitated by local volunteers.
