Kansas Board of Regents November meeting agenda items

Submitted by Cindy Bontrager

Dear Campus Community,

The Kansas Board of Regents will meet Nov. 16 on the Emporia State University campus. The board will consider the following agenda items during the meeting.

All state universities submitted fiscal year 2018 housing and food service rates for first reading. Final action will be taken by the board in December, and approved rates will go into effect on July 1, 2017. As auxiliary enterprises, housing and food service operations must cover the total cost of operations with user fees. Housing and Dining Services staff determine proposed rates with input from the student leaders of the Association of Residence Halls. Proposed rate increases for fiscal year 2018 are recommended to cover increased operational costs as expenditures for food, utilities, facility maintenance and technology rise, as well as for planned housing and dining building renovations and repairs. Housing and Dining Services works hard to keep campus housing and meal options affordable. K-State's room and board rates are below the national average and rank in the lower one-third of the Big 12 Conference. View the proposed rates.

The Regents will appoint Michael Copeland to the Johnson County Education Research Triangle Authority, or JCERTA, to serve as the board's representative. Copeland is the mayor of Olathe. The JCERTA supports undergraduate and graduate programs at the University of Kansas, the research and education programs in animal health and food safety and security at K-State Olathe and the medical education and life sciences and cancer research programs at the University of Kansas Medical Center.

The Regents will act on non-budgetary legislative proposals for the 2017 legislative session, including a proposal requesting authority to sell multiple properties owned by Kansas State University. The university requests legislative authority to sell 7.5 acres of Marlatt Park on the east side of Seth Child Road and .838 of an acre of undevelopable land near the Kansas Department of Agriculture. The university also requests authorization to sell the land previously occupied by the Purebred Beef Unit. The U.S. Department of Homeland Security requested the movement of the Purebred Beef Unit from the property immediately adjoining the NBAF site for security purposes.

The Board Governance Committee will review the proposed concealed carry policies for the University of Kansas, Pittsburg State University and Wichita State University and provide information on the process for approving the policies.
