Kansas Board of Regents October meeting agenda items

Dear Campus Community,

The Kansas Board of Regents will meet Oct. 19 on the Fort Hays State University campus. The board will consider the following agenda items during the meeting.

The Regents will act on a request to issue a certificate of approval with new degree granting authority to Trident University International. Private and out-of-state postsecondary educational institutions, including those providing online distance education, are required to obtain certificates of approval from the Kansas Board of Regents in order to lawfully operate in Kansas. The university offers online degrees in business administration, health sciences, education and information technology management.

The Regents will act on proposed changes to the university chief executive officer assessment tool and process. The Regents assess the performance of the six state university CEOs and the board president and CEO yearly.

The Regents will act on proposed amendments to the Council of Government Relations Officers policy. The council requests amendments to update and clarify current practices of government relations officers relating to the submission of nonbudgetary legislative items and the council meeting policy.

The Regents will receive the first reading of nonbudgetary legislative proposals for the 2017 legislative session. The first legislative proposal requests a resolution supporting the Foresight 2020 strategic plan and goal of increasing postsecondary education attainment to 60 percent.

The second proposal requests the elimination of a sunset clause that would end the board's authority to continue to charge fees to regulate private and out-of-state postsecondary education institutions operating in Kansas. Fees collected are used to pay for the cost of regulating the private and out-of-state postsecondary sector.

The third proposal requests authority to sell multiple properties owned by Kansas State University. The university requests legislative authority to sell 7.5 acres of Marlatt Park on the east side of Seth Child Road and .838 of an acre of undevelopable land near the Kansas Department of Agriculture. The university also requests authorization to sell the land previously occupied by the Purebred Beef Unit. The U.S. Department of Homeland Security requested the movement of the Purebred Beef Unit from the property immediately adjoining the NBAF site for security purposes.

The Board Governance Committee will review and approve the proposed concealed carry policies for K-State, Fort Hays State University and Emporia State University.
