Kansas Board of Regents April meeting agenda items

Dear campus community,

The Kansas Board of Regents will meet April 19 on the University of Kansas campus. The board will consider the following agenda items during the meeting.

Kansas State University requests approval to raze a wood barn and a stone horticulture building at Ashland Bottoms. The buildings are in need of extensive maintenance and are no longer cost effective to maintain. Following demolition, the sites will be used to park farm machinery. The cost of razing both buildings is estimated at $37,500 and will be funded from restricted fee funds within the agronomy department.

Kansas State University requests approval to amend the fiscal year 2017 capital improvement project plan to create a kitchen lab in Justin Hall that will provide a hands-on training facility for students in hospitality management. Soups and sandwiches will be sold from the lab during lunch and the space also will serve as a food preparation area for catering events on campus. The estimated total project cost is $950,000 to be funded from College of Human Ecology balances in restricted fees and sponsored research overhead funds.

Kansas State University requests approval to amend the fiscal year 2017 capital improvement project plan to renovate the Mark A. Chapman Theatre in Nichols Hall. Renovations will include new finishes, seating, ADA and sound upgrades. The estimated total project cost is $842,000 and will be funded from private gifts within the College of Arts and Sciences.

The Regents will receive a report on the behavior and outcomes of community college students. The study, conducted by the Center for Science, Technology, and Economic Policy at the University of Kansas, compared the educational and labor market outcomes for those students who end up transferring to four-year institutions to those who start in four-year institutions.

The Regents will receive program review reports for academic year 2015-2016. Board policy requires the board to maintain a program review cycle and a review process that allows each university to demonstrate that it is delivering quality programs consistent with its mission. The reviews assure the university continues to offer rigorous and relevant curricula. K-State reviewed 12 programs representing three colleges. All programs were recommended to continue.

The Regents will receive and discuss the fiscal year 2019 capital improvement requests and five-year plans. The Regents will take final action in May. Capital improvement projects include new buildings, remodeling or alterations, annual maintenance and utility projects for which costs exceed $1 million. The Regents will receive proposals to attract Kansans with some college credit, but no degree, back to higher education to complete a degree or certificate. One proposal focuses primarily on student scholarships, while the other proposal is an alternative low-cost promotional campaign to encourage adults to complete existing online degree programs. Both proposals support the Regents' Foresight 2020 goal that 60 percent of Kansans will have earned a certificate, associate or bachelor's by 2020.

The Regents will act on amendments to several Board of Regents regulations. K.A.R. 88-3-8a regards in-state residency status for certain members of the military and their families for tuition purposes. The proposed amendment makes the changes required by 2016 House Bill No. 2567. K.A.R. 88-24-2 updates the GED pass score in accordance with the level and effective date set by the entity creating and administering the GED test. K.A.R. 88-28-1 through 88-28-8 implements board regulation of private and out-of-state postsecondary educational institutions and the proposed amendments update language and change certain fee provisions.

The Regents will receive an update on the 2017 legislative session.
