Zhiwei Zhang is a Professor of Political Science at Kansas State University. He holds a PhD in public administration from the Martin School of Public Policy and Administration at the University of Kentucky. Dr. Zhang’s research focuses on public budgeting and finance, fiscal transparency and accountability, public procurement and public-private partnerships, donors' philanthropy behavior, and nonprofit finance and management.
In his most recent projects, he and collaborators study budgetary politics and policy, fiscal policies of natural disasters, and fiscal transparency and accountability, as well as examine the impact of municipal structure on contracting-out outcomes. His work has appeared in such scholarly journals as Public Administration Review, International Public Management Journal, The American Review of Public Administration, Public Performance and Management Review, and Applied Spatial Analysis and Policy. His collaborative research was awarded the 2023 Christopher Pollitt Prize for Best Paper by the International Research Society for Public Management. Dr. Zhang serves as an editorial board member for Public Administration Review (PAR) and the American Review of Public Administration (APAR).
A member of the K-State faculty since 2013, Dr. Zhang teaches courses on public finance, public budgeting, financial management for nonprofit organizations, public and nonprofit management, introduction to public policy, and introduction to public administration.
