.010 Transnational Repression Information and Resources
Transnational repression ("TNR") occurs when foreign governments—or someone working for a foreign government—reach beyond their borders to spy on, stalk, intimidate, silence, coerce, harass, or harm someone in the United States who is either from that country or has connections to that country. The purpose of TNR is often to silence, punish, or threaten individuals, or to coerce someone in the United States to provide information to a foreign government.
Acts of TNR may constitute or relate to another federal crime. Additional information about TNR is available online from the United States Federal Bureau of Investigation.
In the State of Kansas, a person commits a crime with the intent to commit TNR if such crime is:
- Undertaken by an agent of a foreign principal or foreign terrorist organization who acts knowingly at the direction of, on behalf of or under the influence of such foreign principal or foreign terrorist organization or any agent thereof with the intent to:
- Coerce another person to act on behalf of a foreign principal or foreign terrorist organization;
- Coerce or cause another person to leave the United States;
- Cause another person to forebear from engaging in conduct that is otherwise protected by the first amendment to the constitution of the United States; or
- Retaliate against another person for engaging in conduct that is otherwise protected by the first amendment to the constitution of the United States; and
- Not protected by the First Amendment to the Constitution of the United States.
The Kansas Bureau of Investigation will publish an informational website regarding TNR by July 1, 2027. Once published, this Policy will be modified to link to KBI’s resources.
.020 University Liaison and Complaint Procedure
The university has designated the Kansas State University Police Department ("KSUPD") as its liaison to receive TNR complaints. In the event of emergency, call 9-1-1. Non-emergency reports of TNR may be directed to KSUPD by email (police@k-state.edu) or phone (785-532-6412).
KSUPD may share reports of TNR within the Division of Risk and Safety and with other relevant university offices—such as International Student and Scholar Services, Civil Rights & Title IX, Human Resources, Academic Support and Student Affairs, and Research Integrity, Compliance, and Security—to connect individuals potentially impacted by TNR with additional university resources and facilitate other university compliance obligations. Nothing in this policy prohibits a person from contacting university offices other than KSUPD to request and receive available resources.
.030 Related Statutes and Regulations
This policy is established in accordance with 2026 Kansas House Bill 2413 (pdf), Section 1(e)(4).
