Insurance benefits
When employment is terminated on the 1st day of the month, State Employee Health Plan (SEHP) benefits also end on that day. Health Savings Account (HSA) and Flexible Spending Account (FSA) contributions will be deducted from the first paycheck of the month for members terminating on the 1st day.
If employment is terminated on or after the 2nd day of the month, SEHP benefits will continue until the end of that month. SEHP deductions will be taken from both the first and second paychecks of the month. Employees are responsible for ensuring that semi-monthly premium deductions are made to maintain coverage through the end of the month.
Employees who terminate coverage mid-year are allowed 90 days after the end of contributions or termination of employment to submit claims for expenses incurred during active coverage.
Health Care Flexible Spending Account claims may be submitted for services incurred from the effective date of participation through the end of the month in which employment is terminated. The State Employee Health Plan will provide information regarding the option to make after-tax contributions to the Health Care Flexible Spending Account. For further information, contact the State Employee Health Plan at 785-296-3226 if you do not receive this information.
Dependent Care Flexible Spending Account claims may be submitted for services incurred from the effective date of participation until 90 days after the last date of State Employee Health Plan coverage. For assistance with either the Health Care Flexible Spending Account or the Dependent Care Flexible Spending Account, contact Met Life at 877-759-3399.
Health Savings Account (HSA) contributions will cease at the end of the month in which separation from K-State occurs. MetLife will convert your HSA to a personal account and issue a new debit card by mail. The HSA is portable, allowing you to retain the account and use it for eligible medical expenses for yourself and your tax-qualified dependents. Consult your tax advisor to determine whether HSA funds may be used to pay health insurance premiums.
Health Reimbursement Account (HRA) contributions will also end at the conclusion of the month in which separation from K-State occurs. Any remaining HRA funds at the end of the plan year (December 31) will not carry over to the following year. Participants have 60 days from December 31 to submit manual claims for expenses incurred during the plan year. Upon termination of employment, you will have 60 days to file manual claims for eligible expenses incurred while employed within the plan year.

CobraGuard, the SEHP third-party administrator for COBRA, will mail a letter to your home address as listed in the MAP portal. This correspondence will include the COBRA application and premium payment details. According to the SEHP manual: “Within 21 days of SEHP Membership Services receiving notification of the Qualifying Event, the qualified Beneficiary will receive specific information from the third-party COBRA administrator, including a COBRA Enrollment Form setting forth the requirements for continuing insurance coverage, the plans available, and the applicable premium rates.”
You have 60 days from the later of the following dates to elect COBRA continuation coverage: the date of the COBRA letter or the date of separation from employment. If you submit the COBRA application by the deadline specified in the COBRA letter, your coverage will begin on the first day following the loss of SEHP coverage, even if this date is retroactive.
It may take up to 5 business days for coverage to be activated after payment is received. The first month's COBRA premium must be paid by check and mailed. Subsequent payments will be processed through automatic bank withdrawals. For questions regarding COBRA enrollment, contact CobraGuard at 866-952-6272.
A spouse or parent has 30 calendar days from the last day of employment (the date of the qualifying event) to make changes directly in MAP by using the "Mid-Year Benefit Changes" tab and uploading any required documentation, such as a marriage license or birth certificate. Failure to take timely action or provide the necessary supporting documentation will result in SEHP denying the change request.

The CobraGuard informational packet will include a letter confirming the last day of coverage for all individuals currently enrolled. This letter will be sent by federal mail within 21 days after the State Employee Health Plan (SEHP) receives information regarding the Qualifying Event that results in loss of coverage.
For time-sensitive requests related to enrollment in spouse, parent or private coverage, submit them to benefits@k-state.edu. The last day of employment must be verified by HR and will be entered when the final paycheck is being processed.
If you transfer from one state agency to another with no break in service, you will have continuous group health insurance coverage. If the break in service is 30 calendar days or less, your effective date of coverage is the 1st day of the month following your rehire date (if you had SEHP coverage in effect prior to your break in service). If your rehire date is the 1st day of the month, your coverage effective date will be that day.
Please note that if you end employment on a Friday and start with another agency on a Monday, this is considered a break in service. Please notify both your new agency's Benefits office and K-State of your transfer status and effective last date/start date to coordinate efforts.
