Future Access
Since inception of the TADAC program in 1998 (and before), corporate interest in technology donations were primarily stimulated by the availability of tax donations based upon the fair market value of the donated technologies. However, in 2004 federal legislation severely restricted the availability of such tax deductions for technology donations, and the future for such corporate donations remains highly uncertain.
Obviously, any tax deductions for technology donations ultimately must be justified by the national economic benefits realized from commercial use of the technologies. Because it is literally impossible for anyone to only "pick winners" --- be it for venture investments or for technology donations, benefits intuitively must be measured on an aggregated, national portfolio basis. Hopefully, a future balance will be found to eliminate tax abuse, establish measurability and accountability, and enable continued access to corporate technologies for regional, and thereby national economic gains. NISTAC remains optimistic and committed to such a future prospect.
