K-State's Campus Restoration Act projects approved by Kansas Board of Regents
In 2024, the Kansas Legislature enacted the Campus Restoration Act, or CRA, to help Kansas universities address deferred maintenance on essential buildings. This program allocates $30 million annually from fiscal year 2026 through fiscal year 2031 to support crucial infrastructure upgrades on Kansas campuses.
To access these funds for facility investments, universities must meet a matching funding requirement. The Kansas Board of Regents, or KBOR, recently approved the CRA for Kansas State University.
K-State expects to receive a total of $53.8 million over this six-year period. In addition, the university plans to invest approximately $34 million and secure $24 million in philanthropic support, bringing the total to over $111 million.
A project advisory committee was established to evaluate, refine and recommend projects for implementation based on criteria set by KBOR and the university. In February, departments and units submitted Request for Proposal, or RFP, packages, which the committee assessed based on university priorities and their potential to improve student experience or research.
CRA funds are allocated for the following university priorities:
Anderson Hall
The exterior restoration project will thoroughly address the building's masonry. This includes raking and pointing the mortar joints and replacing or stabilizing any damaged or separating stones. All wood windows and cornices will be replaced, and a new accessible entrance will be added to the first floor. Funding for the restoration will come from CRA money and private donations. Salina Campus
Building infrastructure improvements will be made to the College Center, Technology Center and UAS Flight Pavilion on the Salina Campus.
Shellenberger Hall/O.H. Kruse Feed Technology Innovation Center
The two buildings will no longer be required for academic or research use once the Global Center for Grain and Food Innovation is completed. The department of grain science and industry will relocate to this new facility.
The committee reviewed 19 RFP projects totaling $232 million from 12 campus units. CRA funds are allocated to these projects to renovate and expand interdisciplinary research and enhance the student experience.
Bioprocessing and Industrial Value Added Products Innovation Center, or BIVAP
Expand research space, increase equipment storage, create collaborative support areas and install a new HVAC system.
Justin Hall
Renovate the applied learning labs, focusing on health-promoting disciplines, the atrium and bathrooms. Replace the roof and upgrade the HVAC and air handling units.
Seaton Hall
The project will involve targeted renovations in the central portion of Seaton Hall, covering 12,146 square feet. These renovations will address key program needs as well as deferred maintenance goals. One of the main features will be the creation of the multi-purpose Applied Design Lab. The 057-classroom renovations to this space will focus on upgrades to enhance the learning environment, including Americans with Disabilities Act and code compliance, updated finishes, new furniture, energy-efficient lighting, acoustics and updated technology.
Strong Complex
Requested funding will be used to reinstate renovation items not addressed within the original budget.
Trotter Hall
This project will modernize the student laboratory on the second floor while creating a medium-sized classroom and student success center.
Wildcat One-Stop
The renovation of the south portion of Kedzie Hall will not only expand the Wildcat One-Stop concept at the heart of campus but also provide an opportunity to enhance overall building utilization and address deferred maintenance issues. This project will renovate three levels, totaling approximately 24,000 square feet, encompassing the entire southern portion of Kedzie Hall. It will include a modest 7,200 square foot addition to accommodate new entrances and program areas.
If additional funding from the CRA becomes available, K-State will be positioned to allocate the funding toward projects evaluated but not advanced during the RFP process, totaling $93 million. To learn more about the individual CRA projects, visit the Campus Restoration Act website.
