I agree. Anger and fear are both responses to threat. The difference is our assessment of responsibility and capacity for dealing with the threat. If I am inclined to flee because the threat exceeds my capacity to respond effectively, I feel fear. If I feel obliged to respond and capable of responding, I feel anger toward the threat.

If while on a walk in the forest a bear appears, I feel fear. If I discover it's a college student engaging in a prank, I may feel angry.
