2019 Tax Treaty Renewal for Foreign National Employees

Each year foreign national employees who are eligible for tax treaty benefits must complete new forms in order to receive the benefits. (IRS Form 8233 and Appendix A for students or Appendix B for professors and teachers.) On November 14, 2018 an email was sent to foreign national treaty eligible employees. HCS Liaisons were emailed a memo along with a listing of foreign national employees who had tax treaty benefits in 2018. View this memo (pdf). In order for eligible employees to have tax treaty benefits begin with the first check in January 2019, the new forms must be returned to Human Resources by November 30, 2018. IRS Warns of Fraudulent Emails in Latest Tax Scam

Beware … a new wave of fraudulent emails that purport to be from the IRS and financial institutions is trying to entice recipients to open documents containing computer malware.

The malware, known as Emotet, generally disguised as an email containing a tax transcript from the IRS or other financial institutions. The goal of the scam is to trick recipients into opening infected documents.  In recent weeks, the email indicates it was sent from “IRS Online.” The scam email carries an attachment labeled “Tax Account Transcript” or something similar, and the subject line uses some variation of the phrase “tax transcript.” These clues may change with each version of the malware.

As a reminder, the IRS does not send unsolicited emails to taxpayers, including a tax transcript, which is a summary of a tax return. Taxpayers should not to open an unsolicited email or the attachment. Employees receiving such emails on an employer’s computer should notify the K-State Help Desk at 785.532.7722 or helpdesk@ksu.edu.
