Call to Order: The Institutional Biosafety Committee (IBC) Chair called the meeting to order at 9:00 a.m.

 

Approval of Previous Minutes

Minutes from December 18, 2025, were approved as written.

 

Protocols Reviewed

 

Title: “Studies on promotive and inhibitory factors on the replication of caliciviruses (noroviruses)”

NIH Guidelines: III-D-2a, III-F-8, and Appendices C-I, and C-II.

Meeting Comments: The project aims to identify potential antivirals that inhibit the replication of caliciviruses and study the permissible factors (such as bile acids) which support the replication of caliciviruses in cells. The project does not meet DURC/P3CO criteria, and appropriate biosafety procedures and mitigation plans are in place.

o   The Committee voted unanimously to approve the motion.

- Please provide the name of the agent(s)/material(s) in section 30.60.

 

Title: “Retrovirus/lentivirus Packaging System for Gene Knockdown and Gene Expression Studies”

NIH Guidelines: III-D-2a, III-F-8, and Appendices C-I, and C-II.

Meeting Comments: The project aims to evaluate virus-associated gene expression and function in mammalian cells by generating retroviral or lentiviral systems for gene knockdown, knockout, or overexpression, followed by expression analysis and in vitro functional assays. The project does not meet DURC/P3CO criteria, and appropriate biosafety procedures and mitigation plans are in place.

o   The Committee voted unanimously to approve the motion.

 

- Section 140.40 indicates that caps would be left loose on materials going through the autoclave, while Section 140.90 states that containers are capped. Please revise these sections to ensure the language is consistent and reflects the intended practice.

- Please include that “There is a potential for exposure to LVVs to cause integration of foreign genes into the user’s genome”.

 

Title: “Bovine Parainfluenza 3 Virus-vectored subunit vaccines”  

NIH Guidelines: Sections III-D-2a, III-D-4a, III-F-1, III-F-8, and Appendices C-I, C-II, B-II and B-V.

Meeting Comments: The project aims to develop protective viral subunit vaccine candidates for multiple human and animal pathogens, including Bovine Parainfluenza Virus (BPI3V), Bovine Viral Diarrhea Virus (BVDV), and Avian Influenza. Attenuated Bovine Parainfluenza 3 Virus genotype C (BPI3Vc), generated in-house, will be used as the viral backbone to develop these subunit vaccine candidates. Safety, immunogenicity, and protective efficacy will be evaluated. The project does not meet DURC/P3CO criteria, and appropriate biosafety procedures and mitigation plans are in place.

o   The Committee voted unanimously to approve the motion.

 

- Since the animals will not be necropsied, please clarify what their final disposition will be.

- All the other animal appendices state that the disposal will be done by tissue digester, and the Appendix for pigs indicates rendering. Should these be the same process? Please clarify.

- Please provide details about carcass storage before transportation and the containment conditions during transport.

- Clarify that this protocol will not include/cover the challenge studies.

 

Title: “Development of tools to study MPOX virus and evaluation of susceptibility of select animal species to MPOX virus.”

NIH Guidelines: Sections III-D-2 and B-III-D.

Meeting Comments: The project aims to establish molecular tools for working with the Monkeypox virus and evaluate susceptibility of select animal species to MPOX virus.  Safety, immunogenicity, and protective efficacy will be evaluated. The project does not meet DURC/P3CO criteria, and appropriate biosafety procedures and mitigation plans are in place.

o   The Committee voted unanimously to approve the motion.

- Objective #2 indicates rodents will be used in this study, while section 30.10 includes swine, bovine and rodents. Please harmonize these sections.

- Section 40.20 should be updated to reflect “yes”, as mice and rats will be used.
