Yes, skills will work in all circumstances
I'm not so sure. Let's say the only tool you have is a hammer. What kind of chair could you make if that was the only tool you had? Some tools will work better than others depending on the person and situation. In some circumstances, the use of some tools would not be advisable because they could introduce too much risk in the circumstance. Other tools may not have any positive effect.

This means that you have to exercise judgment in making anger management decisions. The more tools you have, the more choices you have. In any case, you have to make the choice.
