The National Institutes of Health, the National Science Foundation, the
Agricultural Research Service, the National Aeronautics and Space Administration
and the U.S. Geological Survey invite applications for the establishment
of research programs to elucidate the underlying mechanisms that govern
the relationships between anthropogenic environmental changes and the transmission
dynamics of infectious diseases. This RFA calls for the development of
interdisciplinary research programs on the ecology of infectious diseases
in the context of anthropogenic environmental changes such as biodiversity
loss, habitat transformation, environmental contamination, climate change
and other influences. The focus of this RFA is on discovery of basic ecological
and biological mechanisms and development of predictive models for the
emergence and transmission of diseases in humans and other animals, and
ultimately the development of strategies to prevent or control them. RFA

The Burroughs Wellcome Fund has announced its FY2000 award program Interfaces
Between the Physical/Chemical/Computational Sciences and the Biological
Sciences. Awards will support the development of interdisciplinary training
programs for graduate and postdoctoral students coming from quantitative
and theoretical backgrounds so they can bring different approaches and
new ideas into the biological arena. The program is intended to promote
a different kind of training and a change in institutional behavior. Emphasis
will be placed on supporting new or existing programs that will change
graduate and postdoctoral training in a meaningful way. Only one proposal
can be submitted from K-State. Please contact John Murray, Interim Associate

in working on an initiative in this area.

Research on Learning and Education (ROLE) from the National Science Foundation
seeks to capitalize on important developments in a variety of fields related
to human learning and to education. It will support research along a four-quadrant
continuum that includes 1) brain research as a foundation for research
on human learning; 2) fundamental research on behavioral, cognitive, affective
and social aspects of human learning; 3) research on science, mathematics,
engineering and technological (SMET) learning in formal and informal educational
settings; and 4) research on SMET learning in complex educational systems.
ROLE seeks gains at the intersections of these areas, where issues arising
from research and educational practice can be reconciled, and hypotheses
generated in one area may be tested and refined in others. (NSF 00-17)

The National Aeronautics and Space Administration intends to solicit proposals
for scientific investigations and activities contributing to the continuation
of NASA's Sensor Intercomparison and Merger for Biological and Interdisciplinary
Oceanic Studies (SIMBIOS) project. Between 1996 and 2001, six major international
satellite missions will be launched that are capable of providing routine
global ocean color data. Several other experimental missions providing
limited spatial and temporal coverage will also be launched. The global
imagers involved (OCTS, POLDER on ADEOS-I and -II, SeaWiFS, MODIS on Terra
and Aqua, MISR, MERIS, and GLI) are highly complementary in many important
respects, but also exhibit significant differences in technical approach
(e.g., sensor design) which have implication for calibration, atmospheric
correction, and algorithm development and performance. This NRA solicits
investigations in the areas of 1) satellite sensor characterization and
calibration, 2) ocean bio-optical algorithm evaluation and development,
3) atmospheric correction algorithm evaluation and development, 4) field
instrument calibration and in-situ measurement protocol refinement, and

Agriculture

This program promotes cooperative agricultural research between postdoctoral
fellows from one country (the United States or Israel) and senior scientists
from the other. BARD prefers innovative research topics that are relevant
to agricultural issues. Eligible applicants are citizens of the United
States or Israel, who have fulfilled the requirements for a Ph.D. degree
in their home country within the last three years before the award is made.
Recipients will travel to the host country to do their research.

The purpose of this program is to provide grants to develop and implement
new comprehensive, coherent, and successful bilingual education or special
alternative instructional programs for limited English proficient (LEP)
students, including programs of early childhood education, kindergarten
through twelfth grade education, gifted and talented education, and vocational

The purpose of the English Literacy and Civics Education program is to
support projects that demonstrate effective practices in providing, and
increasing access to, English literacy programs linked to civics education.
Grants may be used to support a variety of activities and costs related
to English language and civics education instruction, including the costs
of staff and instructors, materials, staff training, and support services

The National Aeronautics and Space Administration intends to solicit proposals
in support of the Earth Science Enterprise's Advanced Information Systems
Technology (AIST) Program. The Earth Science Enterprise (ESE) acquires,
processes and delivers very large (gigabyte to terabyte) volumes of remote
sensing and related data to public and governmental entities for use in
understanding and solving major problems in the Earth Sciences, such as
global change, environmental monitoring, agricultural inventory, etc. The
emphasis for this NRA is for on-board, space-based applications in the
following five information system technology categories: 1) On-board satellite
data processing and intelligent sensor control; 2) On-board satellite data
organization, analysis and storage, 3) Data Transmission and network configuration;
4) Intelligent platform control; and 5) Information system architectures

The United Engineering Foundation seeks to further engineering solutions
to significant societal problems. Recognizing terrorism as an increasing
factor in modern life, UEF invites proposals for exploratory research in
technologies which make it easier to either 1) detect an imminent terrorist
attack, or 2) protect against and minimize the effects of such an attack.
Proposals which address the threat of chemical or biological weapons are

The National Aeronautics and Space Administration (NASA) solicits proposals
for basic experimental and theoretical research using microgravity to advance
scientific knowledge and technology in combustion science. In addition,
proposals are sought to provide fundamental understanding of physical-chemical
processes in extraterrestrial environments, particularly in the areas of
fire safety, power generation, and use of in-situ resources. Proposals
requested by this announcement may be for ground-based research investigations
and/or limited types of space-flight experiments, with emphasis on early

The Western Regional Biomass Energy Program invites qualified applicants
to submit proposals for funding for bioenergy projects which encourage
the development and use of biomass energy sources. Program objectives emphasized
in this funding cycle include encouraging and developing biomass energy
activities, projects, and technologies involving: Convined animals -- dairies,
poultry, and feedlots; Food wastes -- cheese & other food processing
waste; conversion of cellulose to ethanol; cellulase; and increasing the
value of ethanol by-products and co-products; Environmental externalities
and/or non-energy benefits; Forest thinnings-to-energy; Improvements in
economics and/or efficiencies; Utility deregulation and/or green power;
Biodiesel from waste oils and other waste materials; Municipal solid waste-to-energy;
Small power, distributed generation, gasification and related technologies;
Assessments of available sugar or starch waste streams from sugar production,
sugar products and soft drinks, fruit and fruit products, brewing, and

The Department of Defense (DoD) Strategic Environmental Research and Development
Program (SERDP) Office is interested in receiving proposals for research
focusing on the areas of Cleanup, Compliance, Conservation and Pollution
Prevention technologies. The Strategic Environmental Research and Development
Program is the Department of Defense's (DoD) corporate environmental R&D
program, planned and executed in full partnership with the Department of
Energy (DOE) and the Environmental Protection Agency (EPA), with participation
by numerous other federal and non-federal organizations. Within its broad
areas of interest, the Program focuses on Cleanup, Compliance, Conservation,
and Pollution Prevention technologies. Key objectives focus on high priority,
mission related, defense needs (and congruent DOE needs); technical excellence;
constant emphasis on technology transfer; and sound fiscal management.

The National Institute of Standards and Technology (NIST) and the National
Science Foundation offer a Summer Undergraduate Research Fellowship (SURF)
program for students majoring in science, mathematics and engineering.
Applications must be made from the university to the Physics, Materials
Science & Engineering, or Manufacturing Engineering Laboratory. Students
spend twelve weeks working at a NIST Laboratory working with NIST staff
on selected projects.

The Energy Department is inviting applications for fundamental research
underlying potential strategies to reduce or limit gaseous carbon production
form fossil fuel use. Areas of specific interest include fundamental understanding
in photosynthesis, photochemistry, photosynthetic and nonphotosynthetic
carbon fixation; plant and microbial carbon biochemistry; regulatory control
of plant assimilate allocation and transport; molecular regulatory mechanisms
controlling carbon metabolism; and related areas of bioscience. Program

The purpose of this request for applications is to solicit feasibility
studies for profiling gene expression patterns in the mammian nervous system.
Exploratory research projects supported under this RFA will utilize neural
tissue-specific cDNA reagents and state-of-the-art microarray technologies,
in order to quanify in a highly parallel way expression profiles of genes
in mammalian neural tissue. The creation of collaborative teams is encouraged,
in which scientists with expertise in neuroscience research, genomics,
and bioinformatics work to apply innovative approaches for analyzing microarray
data. Such feasibility studies will permit functional analyses of mouse
and human neural tissue that aim to understand genes influencing the nervous
