The National Science Foundation is soliciting proposals for a pilot research-based
program to address critical issues in the K-12 instructional workforce
through the creation of Centers for Teaching and Learning. Each center
will involve multiple partners in implementing two major foci: 1) teacher
professional development, and 2) development of infrastructure capacity.
This solicitation for prototype Centers for Teaching and Learning requires
the collaboration of different types of institutions and agencies involved
in K-12 science, mathematics, and technology education. At least one partner
must be a K-12 school district, and one partner must grant doctoral degrees.

The Environmental Protection Agency's National Center for Environmental
Research and Quality Assurance is inviting proposals for socioeconomic
research on market mechanisms and incentives (MM&I) that will contribute
to developing practical approaches for designing environmental programs
to meet the nation's environmental goals cost-effectively. Research should:
identify potential applications of MM&I approaches to environmental
issues that federal, state and local agencies must address; estimate the
impacts of MM&I programs on the environment, innovation, technological
change, trade and competitiveness and consumer behavior; estimate or verify
the costs, including transaction costs and cost savings, of MM&I applications
in the United States and abroad; identify who will bear the costs or realize
the savings of MM&I programs; investigate the underlying theoretical
issues that will determine the relative effectiveness of MM&I programs
in protecting the environment; and develop realistic models that will demonstrate
the relative effectiveness of MM&I programs in novel situations.

The Energy Department is inviting applications for experimental and computational
biological studies on the structural biology of proteins involved in DNA
repair or in bioremidiation. Topics in the DNA damage recognition and repair
area include high-resolution three-dimensional structure of normal and
mutated DNA damage recognition and repair proteins, using X-ray crystallography
and NMR. Areas in bioremediation include high-resolution three-dimensional
structure of proteins involved in critical functions of microorganisms
relevant to bioremediation; and dynamic changes in protein structure related
to the binding and reduction of metals and radionuclides. Topics in computational
structural biology include development of high-throughput computational
methods to predict or identify from sequence information proteins involved
in recognition and repair of radiation-induced DNA damage or in the bioremediation
of metals and radio-nuclides; and characterization or simulation of molecular
interactions between proteins, proteins and DNA or proteins and ligand
molecules involved in recognition or repair of radiation-induced DNA damage
or in the bioremediation of metals and radionuclides, including changes

42-7 Lead Hazards Technical Studies (EPA)

The Environmental Protection Agency is inviting pre-applications for technical
studies to minimize lead hazards to occupants from home improvement, repainting,
renovation and remodeling projects. Examples of possible topics include
efficacy of cleaning techniques; portable field testing; and the safe use

The Defense Advanced Research Projects Agency (DARPA) is soliciting research
proposals in the area of Bio-Fluidic Chips (BioFlips) and Simulation Tools
for Chemical/Biological Microsystems. Proposed research should investigate
innovative approaches that enable revolutionary advances in science, devices
or systems. Specifically excluded is research which primarily results in
evolutionary improvement to the existing state or practice. The development
of critical technologies that enable fully integrated, stand alone micro-fluidic
chips for the processing of bio-fluids (fluids with bio-molecules included
but not limited to body fluids) are of particular interest in Area 1 (BioFlips).
The primary thrust of Area 2 (Simulation Tools for Chemical/Biological
Microsystems) is to address bio-molecular transport and chemistry, and
how it interfaces with electronics, photonics, mechanics, etc. in integrated

The Challenger Center for Space Science Education is currently seeking
enthusiastic, people-oriented research scientists and engineers to participate
in Window on the Universe. This unique program, funded by NASA's Human
Exploration and Development of Space Enterprise and Office of Space Science,
uses the themes of human space flight and space science to inspire entire
communities. Selected individuals will participate in Window on the Universe
Week, a community-wide educational event where visiting scientists and
engineers partner with educators to introduce students, teachers, and families
to the thrills of exploring the nature of the cosmos.

The goal of this initiative is to stimulate fundamental research that will
enable the development of advanced engineering micro-systems involving
non-electronic processes and their integration with electronics. The initiative
emphasizes exploration of non-electronic processes at the micro- and nanoscales,
architectural and design issues of engineering micro-systems, materials
and layering problems, rapid prototyping and novel applications. The initiative
has strong emphasis on non-traditional approaches and applications and
encourages co-operative and interdisciplinary activities as well as the
use of shared facilities. Proposals should discuss effective ways in which
education and training are integrated within the research program. Each
proposal should identify areas of application and potential impacts, and

The Energy Department is inviting proposals for matching funds to test
electric and hybrid vehicles. Qualified vehicle testers must have the ability
to develop new test procedures and/or modify existing test procedures,
and perform testing on electric and hybrid vehicles in support of the DOE
Field Operations Program. The testing will be used to determine the performance
capabilities of state-of-the-art light, medium, and heavy-duty electric

42-14 Interdisciplinary Research Teams for Molecular Target
Assessment (NIH)

The purpose of this initiative is to discover, develop and validate the
research tools that will make mechanism assessment in clinical trial and
preclinical cancer models a reality. Preclinical and clinical research
with novel agents for cancer treatment and prevention requires usable tools
to determine that the intended molecular target has been affected by the
agent. This initiative's major objective is the development of methods
to assess the effects of interventions directed at specific molecular targets
that produce the cancer phenotype or are associated with it. We seek molecular
assays, molecular and cellular imaging probes, and other tools that provide
information on the extent to which molecular targets are affected in vivo
by interventions in preclinical models and in proof-of-principle early
clinical trials. This Request for Applications (RFA) invites investigators
to form Interdisciplinary Research Teams. These Teams should include investigators
with expertise in critical biological processes that encompass high-priority
targets for cancer treatment or prevention; in chemistry; in molecular
and cellular imaging science and technology; in invasive and/or non-invasive
evaluation of the molecular effects of drugs; in preclinical models; and

The American Federation for Aging Research funds pilot research projects
in the basic mechanisms of aging, the role of aging processes in the pathogenesis
of disease, and the nature of age-related deficits such as arthritis, memory
loss, visual and hearing impairments, confusion and incontinence. This
program is for junior faculty. AFAR/Pfizer Research Grants fund basic,
clinical or epidemiological research that specifically focuses on age-related
neurodegenerative diseases. Preference is given to applicants in the first
or second year of a junior faculty appointment.

The University of California is pleased to announce the annual competition
of the President's Postdoctoral Fellowship Program for the academic year
2000-2001. The President's Postdoctoral Fellowship Program offers postdoctoral
research fellowships and faculty mentoring to qualified scholars committed
to careers in University teaching and research in areas that enhance our
understanding of diversity, multi-culturalism and communities under-served
by traditional academic research. Fellowships are awarded for research
conducted under faculty and laboratory sponsorship on any one of the University
of California's nine campuses and three national laboratories. In addition
to financial support, the fellowships include mentorship and guidance in
areas critical to success in an academic career, such as research, and
writing.
