The Department of Defense has announced its FY 2000 Experimental Program
to Stimulate Competitive Research (DEPSCoR). DOD traditionally funds single
investigator research proposals and, to a lesser extent, multiple investigator
center of excellence research proposals. Multiple institution or multiple
investigator research projects that are not fully integrated to address
one focused technical issue are not normally funded. Since DEPSCoR is designed
to build infrastructure, investigators can request more funding for critical
research-infrastructure elements than they can for traditional, single-investigator
awards. Funding for training graduate students and for acquiring or refurbishing
instrumentation needed to conduct the proposed research are appropriate
infrastructure expenditures. The deadlines for submission to Peter Sherwood,
State of Kansas DEPSCoR Director are: Preproposals, July 6, 1999 and Proposals,
July 13, 1999. The Kansas submission can contain up to 15 proposals requesting

The purpose of the Cancer Prevention, Control and Population Sciences Career
Development Award (K07) is to support the career development of investigators
who have made a commitment to focus their research endeavors on cancer
prevention, control and the population sciences. This mechanism provides
support for three to five years of specialized didactic study and mentored
research for individuals with a health professional or science doctoral
degree wanting to make a transition to cancer prevention and control research,
and for individuals already trained in cancer prevention and control who

Agriculture

The Ford Foundation is pleased to announce a Request for Proposals for
short-term organizational development grants for domestic community-based
forestry projects. This planning component is the first phase of what will
become a multi-year initiative. Phase One is designed to help grantees
refine, or if need be, completely redefine their strategic plan and/or
project concept prior to moving on to implementation. Each proposal will
need to address three key aspects of the project: social, environmental
and economic. The intermediate goals of the initiative are: To develop
a range of community-based forestry approaches that can provide financially
and ecologically sustainable opportunities for alleviating poverty, reducing
inequity and improving social and economic adaptability in rural communities
of the United States located amid significant forest assets; To improve
nationally the design and delivery of technical assistance services for
asset-building organizations focused on community forestry; To document
and disseminate effective practices and outcomes of community-based forestry
efforts that strengthen further the legitimacy of local community participation
in the management of and benefits from public and private forest assets;
and To develop and encourage the implementation of new policies at local,
state, and national levels that support community-based forestry as an
ecologically sound and economically viable basis for converting forest
resources into community assets.

22-4 Community Alliance for Math, Science & Technology Literacy (NIST)
-
The Commerce Department's National Institute of Science and Technology
is inviting proposals under the Community Alliance for Math, Science and
Technology Literacy (CASTL) initiative to establish pilot programs that
partner school boards and businesses to enhance professional development
of K-12 math, science and technology teachers. The pilot program will partner
local school boards, nonprofit education organizations and local business
community to develop and conduct innovative professional development activities
for K-12 math, science and technology teachers. Goals of the pilot are
to recruit and retain more teachers; aid teachers in developing hands-on,
workplace-based math, science and technology curricula; and increase communication

The National Science Foundation seeks to support studies to advance the
field in appropriate use and analysis of student achievement data in systemic
reform program accountability. Each proposal must provide a plan for examining
the utility of the data sets to determine meaningful analyses linking assessment
results across comparable tests; specify study questions and identify assessment
issues relating to conducting analyses of multiple student achievement
data sets within and among SI sites; describe in sufficient detail the
statistical methods for conducting in-depth analyses of performance results;
and discuss dissemination efforts for increasing awareness of various uses

The Department of Energy (DOE) Office of Industrial Technologies (OIT)
announces its intention to issue a competitive solicitation for applications
for financial assistance to conduct innovative research and development.
The R&D should improve energy efficiency and support the goals of Technology
Vision 2020: The Chemical Industry. The Chemical Industry and the DOE have
entered into a Memorandum of Understanding to provide a framework for joint
research, development, and demonstration among industry, academia, and
government. OIT seeks collaborative R&D projects that address priority
needs that are detailed in industry-developed Technology Roadmaps and other

The Centers for Disease Control and Prevention is inviting cooperative
agreement applications for research on effective intervention strategies
for strategies for reducing or preventing workplace injuries and illness.
Research applications will focus on systematic evaluation of the effectiveness
of interventions that are ready for implementation and evaluations of interventions
that already have been implemented. CDC also is interested in applications
for comparative analyses of alternate interventions. Interventions could
range from a regulatory or voluntary occupational safety or health standard
to the change of a single specific work process, control technology or
training program. CDC especially wants interdisciplinary applications that
include, where appropriate, the fullest complement possible of outcome
measures. Measures may include health and safety, economic or social outcomes.

The National Institute of General Medical Sciences (NIGMS) encourages applications
for research centers that will serve as pilots to examine the best approach
to developing integrated structural genomics projects. This is part of
the Institutes's Protein Structure Initiative (PSI), whose goal is the
understanding of protein structural families, structural folds, and the
relationship of structure and function. These research center projects
should include all the constituent parts of structural genomics and should
test strategies for large-scale high throughput structure determination

The purpose of this Program Announcement is to encourage, through a new
initiative, collaborative and integrative approaches to research on multifaceted
biological problems. While the traditional R01 research project grant remains
the backbone of NIH and NIGMS support for biomedical science, individual
R01 grants may be inadequate to support larger efforts that required collaborative
approaches. In some cases, individual investigators with existing R01 or
R37 support, or other sources of independent funding, will need to attract
and coordinate expertise in different disciplines and approaches, and may
require access to specialized resources, such as computational facilities,
high throughput technologies, and equipment. In order to provide a new
mechanism to support such collaborative and interactive activities, this
initiative will use the R24 Consortium Grant mechanism, designed for groups
of currently funded investigators. Only Principal Investigators (PIs) of
NIGMS-funded R01 or R37 grants with two or more years of support remaining
at the time of award will be eligible to submit applications for which

The Centers for Disease Control and Prevention is inviting cooperative
agreement applications to identify and develop social and environmental
interventions to reduce HIV. Studies will aim to determine who is acquiring
HIV in the community; identify and document evidence of social and environmental
factors that contribute to HIV incidence; determine which social and environmental
factors are amenable to specific interventions; assess the acceptability
and feasibility of the identified interventions; and estimate the impact
of the interventions on HIV incidence in a defined study population or

The Centers for Disease Control and Prevention is inviting cooperative
agreement applications for community-based programs to prevent intimate
partner violence. Competition is by law limited to nonprofit community-based
organizations. CDC will fund CBOs focused on the prevention of intimate
partner violence in towns, cities and rural areas. Gantees must enhance
existing coordinated efforts through an established coalition to prevent
intimate partner violence by providing integrated prevention and intervention
and services; select a comparison community without such a coalition; and
develop and implement an evaluation for cross-site analysis and pre- and

22-14 Anti-Domestic Violence and Trafficking in Women and Children (STATE)

The State Department's Bureau for International Narcotics and Law Enforcement
Affairs is inviting proposals to complement government aid in providing
training and assistance to combat domestic violence and trafficking in
women and children in Russia. All training and assistance should focus
on police, advocacy and nongovernment organizations. Grant applicants will
work with Russian and Newly Independent States crisis centers and other

The Centers for Disease Control and Prevention (CDC) announces the availability
of fiscal year (FY) 1999 funds for a cooperative agreement to identify
organizations to participate in a multiple site violence prevention evaluation
study. This program addresses the ``Healthy People 2000'' priority area
of Violent and Abusive Behavior. The purpose of this prevention study is
to determine the effectiveness of a middle school-based, social cognitive
intervention to reduce violence, and to determine the impact of including
a community-based intervention that complements the school-based activities.
CDC is seeking applicants interested in collaborating with other recipients
funded under this announcement in the development and implementation of
