The Inventions and Innovation Program is a Department of Energy, Office
of Industrial Technologies grant program which provides financial and technical
assistance to encourage the innovation and commercialization of energy-related

The Department of Education's Office of Vocational and Adult Education
is soliciting proposals for two National Research Centers: 1) the National
Research Center for Career and Technical Education (research center) and
2) the National Dissemination Center for Career and Technical Education
(dissemination center). The Research Center should focus on Program Improvement;
Professional Development; and Effective Links Between Employment Knowledge
and Skills and Academic Competencies. The Dissemination Center has as competitive

The TRIO Dissemination Partnership Program provides grants to enable TRIO
projects to work with other institutions and agencies that are serving
l92-income and first-generation college students but that do not have TRIO
grants. The purpose of the grants is to replicate or adapt successful TRIO
program components, practices, strategies, and activities at institutions
and agencies that do not have a Federally-funded TRIO project. Priorities
are: 1) Effective Use of Educational Technology; 2) Business and Community
Partnerships and K-12 Collaborations; 3) Program Evaluation and Assessments

USAID/El Salvador seeks to support a linkage between a U.S. university
or universities and the Universidad Centroamericana Jose Simeon Canas (UCS)
for the purpose of implementing portions of its Early Childhood and Family
Education Activity(EDIFAM). This solicitation calls for proposals from
U.S. colleges and universities interested in working with UCA on early
childhood education programs. There will be two interrelated components
of the partnership award: 1) the provision of a resident Early Childhood
Education and Development Specialist and 2) a collaborative Salvadoran-U.S.
higher education institutional partnership/linkage to provide direct technical
and material support toward the implementation of the EDIFAM Activity.

Engineering, Mathematics & Physical Sciences

The International Joint Global Ocean Flux Study and its American component,
U.S.JGOFS, were organized with the goals of 1) determining and understanding
the processes controlling time-varying fluxes of carbon and associated
biogenic elements in the ocean and 2) predicting the response of marine
biogeochemical processes to climate change. Biogeochemical process studies
in several ocean regions, a global ocean carbon dioxide survey, and two
sets of ocean time-series observations have produced massive and unprecedented
sets of synoptic data that require synthesis into a unified picture of
the marine carbon cycle in the context of global climate. This Announcement
solicits research proposals to synthesize results from these efforts into

The Department of Defense is announcing the 2000 Defense University Research
Instrumentation (DURIP) Program. The 2000 solicitation is open to proposals
for equipment acquisitions that will support research and research-related
education in any of the areas of interest to the Army Research Office,
the Office of Naval Research, the Air Force Office of Scientific Research,
and the Ballistic Missile Defense Organization. The FY2000 DURIP includes
a special focus on information technology. Funding will be allocated to
the purchase of equipment in support of defense-related research in the
following information technology areas: software engineering, high confidence

The Materials Research Science and Engineering Centers (MRSECs) program
supports interdisciplinary university based group research and educational
activities in the area of materials science and engineering, condensed
matter physics, solid state and materials chemistry, and related areas
of science and engineering. Any MRSEC encompasses one or more interdisciplinary
research groups (IRGs) made up of several faculty and associated researchers
with complementary background and expertise. Only two proposals may be
submitted by any one institution. Any one individual may be the Principal
Investigator for only one pre-proposal. Please notify John Murray, Interim

NASA is soliciting proposals for Participating Scientist (PS) investigations
on the Mars Surveyor `98 Mission. The scientific objectives of Mars Surveyor
`98 are to advance our understanding of the Mars climate history. Principal
Investigators of selected proposals for this opportunity will become PSs
and join the appropriate Mars Climate Orbiter or Mars Polar Lander Science
Investigation depending on the nature of their proposals. PS investigations
are being sought for participation on the science teams of the Mars Color
Imager on MCO and for the Mars Volatiles and Climate Survey, the Mars Descent

The American Speech-Language-Hearing Foundation (ASHF), in conjunction
with the Acoustical Society of America, invites new researchers to submit
proposals for new research or supplements for existing research projects.
Funds may be requested for a variety of purposes: equipment, subjects,
research assistants or research-related travel. Priority will be given
to areas such as: proposals studying speech perception, synthesis, and
acoustics, with an emphasis on interdisciplinary work.

The National Cancer Institute (NCI) invites applications for research projects
to develop novel technologies that will support the molecular analysis
of cancers and their host environment in support of basic, clinical, and
epidemiological research. Technology encompasses methods and tools that
enable research including, but not limited to, instrumentation, techniques,
devices, and analysis tools (e.g., computer software). Technology is distinct
from resources such as databases and tissues repositories. Technologies
solicited include those that are suitable for the detection of alterations
and instabilities of genomic DNA; measurement of the expression of genes
and gene products; analysis in and detection of gene and or cellular products
including post translational modification, and function of proteins; identification
and characterization of exogenous infectious agents in cancer; and assaying
the function of major signal transduction networks involved in cancer.

The Centers for Disease Control and Prevention announces the availability
of funds for a cooperative agreement program for organizations serving
racial and ethnic minority populations at increased risk for infant mortality,
diabetes, cardiovascular diseases, HIV infection/AIDS, deficits in breast
and cervical cancer screening and management, or deficits in child and/or
adult immunization rates. These demonstration projects require but are
not limited to collaboration of experts in developing and managing health

addressing violence against women. Violence against women includes family
and intimate partner violence, sexual assault, stalking, and violence committed
by acquaintances and strangers. Proposals are encouraged for basic research
studies aimed at improving our understanding of the causes and consequences
of violence against women, of women custody and visitation issues in domestic
violence, and issues of measurement and definition in research on violence
