The Agriculture Department (USDA) is inviting proposals for its distance
learning and telemedicine loan and grant program. The program funds telecommunications
facilities and equipment in rural communitites to improve delivery of education
and healthcare services. Funding is available for grants, for loans, and

20-2 William T. Grant Faculty Scholars Program (Grant)

The William T. Grant Foundation announces the nineteenth annual international
competitive program to promote the research development of promising junior
scholars who investigate topics relevant to understanding and promoting
the development, mental health, and well-being of adolescents and youth.
The Foundation supports original empirical research and the evaluation
of innovative programs that help the nation value youth as a resource.
The Foundation is interested in fostering research in social and behavioral
sciences, such as anthropology, economics, education, political science,
history, and sociology, as well as in those fields traditionally concerned
with child development and mental health ---e.g., pediatrics, psychology,
psychiatry, and social work. Only one candidate may be nominated in one
year from any major division of a university (e.g. College of the Arts
and Sciences, Medical School). Faculty so nominated should be in their
first level or rank of appointment (e.g., the assistant professor level
in a tenure track faculty appointment). Please contact the Dean of your
school if you are interested in being nominated for this competition.

The National Institutes of Health (NIH) reannounces a program for administrative
supplements to research grants to support individuals with high potential
to reenter an active research career after taking time off the care for
children or parents or to attend to other family responsibilities. The
aim of these supplements is to encourage fully trained individuals to reenter
research careers within the missions of all the program areas of NIH. This
program will provide administrative supplements to existing NIH research
grants for the purpose of supporting full-time or part-time research by
these individuals in a program geared to bring their existing research
skills and knowledge up to date. It is anticipated that at the completion
of the supplement, the reentry scientist will be in a position to apply
for a career development (K) award or for a research (R or P) award. PA-99-106

The NIH is emphasizing the use of administrative support to attract underrepresented
minorities into biomedical and behavioral research. These mechanisms have
been endorsed by all the awarding components of the NIH and are designed
to provide support for research experiences at grantee institutions for
minorities throughout the continuum from high school to the highest level.
All Principal Investigators holding NIH research grants may apply for funds
for administrative supplements to existing grants for the support and recruitment
of underrepresented minority investigators and students. The aim of the
supplements is to attract and encourage minority individuals to enter the
pursue biological and behavioral research careers by providing supplemental

The National Institutes of Health (NIH) and its awarding components have
developed an initiative that is designed to extend opportunities to individuals
with qualifying disabilities who are capable of entering or resuming research
careers. The NIH is notifying Principal Investigators holding NIH research
grants of the availability of funds for administrative supplements to existing
grants for the support and recruitments of scientists and students with
disabilities. Supplemental awards are available to support individuals
with disabilities from each of the following population groups: High School
Students; Undergraduate Students; Graduate Research Assistants; Individuals
in Postdoctoral Training; Investigators Developing Independent Research

Agriculture

In an attempt to reduce the logging pressure on traditional tree species,
such as mahogany and Spanish cedar, in natural forests of Latin America,
and to promote the efficient and sustainable management of these forests,
the US Forest Service International Institute of Tropical Forestry is seeking
to contract for a study to be performed in identified countries of the
region. An emphasis is placed on improving marketing of lesser-known species
(LKS) timber, and secondary products made from `waste' pieces of the well
known species. This project requires four general activities: 1) gather
and compile existing, and identify lacking, information on lesser known
species, products, volumes and market dynamics, 2) conduct personal interviews
with timber producers and wood manufacturers in the identified countries,
and, if appropriate, international distributors and manufacturers, 3) interview
suppliers of LKS wood products, 4) determine the feasibility and process
for establishing output channels, and 5) publish a report with specific,
prioritized recommendation for improved marketing linkages. RFP 8-3-99-28

The U.S. Environmental Protection Agency, Office of Water, requires support
services for information and material as well as factual studies of a technical,
scientific, and engineering nature to support the development, review,
and revision of effluent limitations guidelines and standards for feedlot
and runoff of animal wastes and urban stormwater discharges. The technical
services will provide the Office of Water with necessary information required
to evaluate regulatory and technology options being considered and to provide
necessary technical and support to implement related program objectives.
Major activities involved in this acquisition include: data collection
and summarization; technical analysis; preparation of technical information,
report formats, and public comments; litigation support; preparation of
training materials; and technical support to permit and control authorities.

The National Pork Producers Council Odor Solutions Initiative Committee
is soliciting laboratory evaluation of feed and/or water additives that
reduce odorous emissions from swine facilities. Several companies have

Engineering, Mathematics & Physical Sciences

The Camille and Henry Dreyfus Special Grant Program in the Chemical Sciences
offers support to eligible institutions for innovative projects. The Special
Grant program is intended to advance the science of chemistry, with the
expectation that grant recipients will find continuing funding from other
sources. However, proposals are invited in any area consistent with the
Foundation's basic objectives in the chemical sciences and not covered
by other Foundation programs. Projects not already embraced by substantial
support from government agencies or other foundations are preferable; research
grants would therefore not customarily qualify.

Health & Life Sciences

The National Institute of General Medical Sciences recognizes the increasing
trend toward the use of interdisciplinary approaches to advance the nation's
research endeavor and thus the need to encourage cross disciplinary training
for the next generation of researchers. Therefore, this RFA seeks to encourage
cross training of undergraduate students by providing opportunities for
those in the quantitative and physical sciences to take part in mentored
biomedical research experiences with NIH-supported investigators. Such
programs should provide innovative, mentored, realistic summer laboratory
research experiences for an appropriately targeted (as defined by the applicant)
group of undergraduate students in biomedical research projects at the
institution. The application should include strong faculty involvement,
interactive group activities, presentations and seminars. Applications
are sought for programs that recruit students from the quantitative and
physical disciplines such as, but not limited to, engineering, mathematics,
computer science, and physics, to participate in biomedical and/or translational

The Muscular Dystrophy Association supports research into forty diseases
of the neuromuscular system to identify the causes of, the effective treatments
for, the muscular dystrophy's and related diseases. MDA supports research
which includes spinal muscular atrophies and motor neuron diseases, peripheral
neuropathies, inflammatory myopathies, metabolic myopathies and diseases
of the neuromuscular junction.

Funds raised by the Pearle Vision Foundation are donated to nonprofit organizations
for vision-related causes including: Eye exam and eyeglasses assistance

programs that improve the quality of life for the visually impaired.

The National Institute of Arthritis and Musculoskeletal and Skin Diseases
(NIAMS) is seeking small grant (R03) applications to stimulate and facilitate
the entry of promising new investigators into areas of research supported
by the NIAMS. Appropriate research aras may include, but are not limited
to, the following: Vascular manifestations of rheumatic, connective tissue,
and skin diseases; studies of vasculitis and vasculopathies in animal models
of rheumatic diseases, with emphasis on identification of pathogenetic
mechanisms and molecular targets for therapeutic intervention; stem cell
biology as related to skin, cartilage, bone, and muscle; growth and repair
of connective tissues, including skin, bone cartilage, tendon, ligament,
muscle, and the intervertebral disc; mechanisms of bone, cartilage, muscle,

The National Institute on Aging (NIA) is seeking small grant (R03) applications
in specific areas to stimulate and facilitate the entry of promising new
investigators into aging research, and to encourage established investigators
to enter new targeted, high priority areas in this research field. This
Small Grant Program provides support for pilot research that is likely
to lead to a subsequent individual research project grant (R01) and/or
a significant advancement of aging research. Investigators may apply for
a small grant in a number of areas, including: HIV/AIDS and Aging; Cardiovascular

The Health and Human Services Department's Office of Adolescent Pregnancy
programs is inviting applications for community-based demonstrations that
offer care to pregnant teen and their families and provide prevention and
combined services. Required care services include pregnancy testing, maternity
counseling and adoption counseling. Prevention projects develop and test
approaches to encourage abstinence; and develop curricula and provide family

The Health and Human Service Department's Office of Adolescent pregnancy
Programs is seeking applications for community-based demonstration projects
to provide age-appropriate education to encourage adolescents to abstain
from sex. OAPP is particularly interested in projects that target youths
aged nine to 14. Abstinence education projects are dedicated to teaching
the social, psychological and health gains of abstention; teaching young
people that sex and childbearing outside marriage is likely to have harmful
effects; how to reject sexual advances; and how alcohol and drug use increase
