The Office of Naval Research is seeking proposals to accelerate, within
the university community, certain research activities related to computational
neuroscience. Proposals are sought from institutions of higher education
with strong research capabilities related to the use of multidisciplinary
computational neuroscience to understand the impact of emotions on human
information processing and to explore biomimetic machine vision. Relevant
scientific issues of particular interest include 1) the mechanisms by which
neural circuits involved in emotion affect learning, memory and cognitive
skills, including computational analysis of the impact of emotional neural
circuits on cortical information processing, and 2) biomimetic vision approaches
to challenging machine vision problems related to human and vehicle recognition
and tracking in complex scenes, human activity recognition, and autonomous

The Office of Biological and Environmental Research of the Department of
Energy is announcing its interest in receiving grant applications in its
Computational Structural Biology subprogram. This solicitation seeks sophisticated
prediction, modeling and simulation research for the exploration of the
interrelationship of macromolecular sequence, structure and function. The
goal will be to establish a robust computational process for predicting
the three-dimensional architecture for gene products and for gaining further

The Federal Highway Administration's Transportation and Community and System
Preservation (TCSP) Pilot Program provides funding for grants and research
to investigate and address the relationship between transportation and
community and system preservation. States, local governments, metropolitan
planning organizations, and other local and regional public agencies are
eligible for discretionary grants to plan and implement transportation
strategies which improve the efficiency of the transportation system, reduce
environmental impacts of transportation, reduce the need for costly future
public infrastructure investments, ensure efficient access to jobs, services
and centers of trade, and examine development patterns and identify strategies
to encourage private sector development patterns which achieve these goals.
Grants will be awarded for activities that meet the purposes of the program.
The research program is designed to investigate the relationships between
transportation, community preservation, and the environment, and to investigate
the role of the private sector in shaping such relationships. It also includes
monitoring, evaluation, and analysis of projects carried out under the
grant program.

19-4 Twinning Program with Estonia, Latvia, and Lithuania (NRC)

The Office for Central Europe and Eurasia of the National Research Council
is accepting proposals for two-year collaborative research projects that
link individual U.S. scientists with their counterparts in Estonia, Latvia,
and Lithuania. As funding for the Twinning Program is provided by the National
Science Foundation, only proposals in fields normally supported by NSF
will be considered. Priority will be given to new partnerships involving
researchers who have not previously engaged in significant collaborative
work. In the aim of encouraging regional collaboration, the program also
allows American applicants to request up to $1,000 to support the costs
of their side visits to consult with researchers in the Scandinavian countries.

Arts & Humanities

The National Endowment for the Humanities is holding a special competition
for proposals to plan for the creation of Regional Humanities Centers where
american traditions, cultures, and aspirations can be explored in the context
of place. The centers will emphasize interdisciplinary learning in the
humanities and new kinds of collaboration among humanities scholars, scholars
in other disciplines, and the public. Through this initiative NEH seeks
to provide venues for the exploration of a region's history, its people,
its diverse cultural expressions, and its symbolic and physical environment.
For the competition, 10 regions have been identified. The initial phase
of the competition will be an open competition for planning grants, with
up to two awards made in each of the ten regions. Faculty interested in
collaborating on a KSU proposal are requested to call John Murray, Interim

detection devices. As part of DOD's University Research Initiative program,
proposals are sought from institutions of higher education with strong
research capabilities related to the use of photoacoustic sensors for characterizing
airborne biological and chemical warfare agents. Unresolved scientific
issues include: 1) establishing the combination of laser light wavelengths,
laser pulse energies and photoacoustic transducer frequencies necessary
for complete particle identification; 2) optimizing the air-coupled transducers
for airborne particle identification; 3) and optimizing microcyclone collection

19-9 Source Water Protection (EPA)

The Environmental Protection Agency is soliciting proposals to fund projects
that support local ground water and source water protection efforts for
small, rural or economically disadvantaged communities in priority watersheds.
Proposals may support source water assessment and protection activities
at the community level as well as activities related to stormwater, non-point
source or wet weather related management activities, that: assist in the
integration of ground water concerns into watershed assessment and restoration
plans; support the implementation of local wellhead protection programs;
and/or provide technical support to communities considering new ground
or surface water protection or contaminant source management plans or ordinances
targeted at high risk watersheds. All project proposals must address one
or more of these activities to support ground water and source water protection
efforts and must also serve as useful prototypes with results that can
be transferred to other community-based drinking water protection efforts.

Physical impairments that limit mobility can dramatically reduce the opportunities
for persons to participate in the activities of daily life that contribute
to their well being. Unfortunately, primary disabling conditions are often
associated with secondary conditions that further inhibit full participation,
cause additional negative health consequences, and dramatically increase
the burden of the disorder. This program announcement seeks research projects
concerned with mechanisms of long-term injury, whole-body effects, long-term
consequences, and potential interventions for secondary conditions that

The Elizabeth Glaser Scientist Award is the only named award in AIDS research.
It is an international program which provides each investigator with $650,000
in direct cost for a period of five years. Scientists are selected on the
basis of their knowledge, innovation and ability. The Foundation is particularly
interested in the following research topics: Transmission of virus from
mother to infant; Pathogenesis of HIV infection; Mucosal immunity to HIV;
Characterization of immune response to HIV; Central Nervous system and
HIV; Role of the placenta in facilitation of, or protection from, HIV infection;
Host genetic factors that increase or decrease susceptibility of the neonate
to perinatal HIV infection; Vaccine development; Other critical areas highly
relevant to pediatric HIV/AIDS research; and Breast-milk transmission.

other hearing disorders by funding research and educating government and
the public. DRF annually awards grants to promising young researchers and
to established researchers to explore new avenues of hearing science. DRF

The National Institute on Alcohol Abuse and Alcoholism invites Small Grant
applications relating to research on alcohol-related problems. These short-term
awards are intended to provide support for pilot/feasibility projects,
testing of new techniques, secondary analysis of existing data, or development
of innovative or high-risk projects that could provide a basis for submission

The 1999-2000 competition for Canadian Studies Grants is now open. The
programs are designed to increase knowledge and appreciation of Canada
in the U.S. through the support of teaching, research, and program activities
in a wide range of disciplines. The Canadian government is particularly
interested in projects that focus on current Canada-U.S. relations and
Canada's place in North America. Priority topics include business and economic
issues, Canadian values and culture, communications, environment, national
and international security, natural resources (energy, fisheries, forestry,
etc.) and trade. Three of the programs have June 15 deadlines: Program
Enhancement Grants to encourage the strengthening of Canadian Studies programs;
Senior Fellowship Program to provide accomplished scholars an opportunity
to complete and publish a major monograph; and Conference Grants. Other
grant categories are: Faculty Enrichment (Course Development); Research
Grants; and Graduate Student Fellowships.

The National Institute on Aging, in collaboration with some other NIH Institutes,
is inviting researchers to submit applications to investigate issues relevant
to medication use and outcomes among older people. Both basic and applied
research proposals to investigate the multiple factors that influence medication
use by the elderly are welcome. There is primary interest in understanding
the influence that racial/ethnic, SES and gender play on the use of and
outcomes of different drug regimens or unconventional medical products,
and the need to develop and evaluate culturally sensitive interventions.
