15-1 International Affairs Grants for Junior Faculty (Richardson)
-
The Smith Richardson Foundation's International Affairs Program is pleased
to announce its annual grant competition to support junior faculty research
on American foreign policy, international relations, international security,
military policy, and diplomatic and military history. Grants support untenured,
junior faculty engaged in the research and writing of a scholarly book
on an issue or topic of interest to the policy community.

15-2 Bellagio Center Grants (Rockefeller)
-
Located in northern Italy on Lake Como, the Ballagio Study and Conference
Center provides a stimulating international environment for weeklong conferences;
monthlong study residencies for scholars, scientists and artists; and team
residencies of five to 28 days for creative and problem solving groups.

Agriculture
-
The Agriculture Department is seeking preproposals to establish and operate
centers for rural cooperative development. Preference will be given to
applications that demonstrate the ability to assist in the retention of
business, facilitate the establishment of cooperatives and new cooperative
approaches, and generate employment opportunities that will improve the
economic conditions of rural areas and demonstrate the ability to create
horizontal linkages among cooperative businesses within and among various
sectors in rural areas of the U.S. and vertical linkages to domestic and

The Agriculture Department is inviting proposals for cooperative agreements
to conduct research related to agricultural and non-agricultural cooperatives
serving rural communities. The intent of the funding is to encourage research
on critical issues vital to the development and sustainability of cooperatives

Arts & Humanities

The Virginia Center for the Creative Arts provides residential Fellowships
of two weeks to two months in a rural setting where artists may work, free
from the distractions and responsibilities of day-to-day life. Fellows
have private bedrooms in a modern, comfortable residential building and
separate studios in the Studio Barn. Fellowships are available for writers,
visual artists, and composers.

Education
-
The Administration for Children and Families announces the availability
of funds for two priority areas: University-Head Start Partnerships and
Head Start Research Scholars. These priority areas will support research
activities in the areas of infant and toddler development within the cultural
context, the promotion of mental health in Head Start and Early Head Start,
family literacy or field-initiated research which will increase our knowledge
of low-income children's development for the purpose of improving services
or which have significant policy implications. For the Head Start Research
Scholars program, institutions of higher education must apply on behalf
of graduate students who have been accepted into a doctoral program. (FR

The Minerals Management Service, Department of the Interior, is soliciting
white papers to address research of physical oceanographic processes of
the slope and rise in the Gulf of Mexico using numerical models. Physical
processes of interest are: 1) generation and behavior of topographic Rossby
waves in the Gulf of Mexico; 2) mid-water column jets; 3) eddy-topography
interactions; 4) bottom and surface boundary layers behavior; 5) kinematic
and dynamical evolution of eddies in the Gulf of Mexico; and 6) effects

The National Science Foundation's Digital Government Program is designed
to fund research at the intersection of the computer and information sciences
research communities and the mid-to long-term research, development, and
experimental deployment needs of government information service communities.

The Multilingual Information Access and Management effort is intended to
further the knowledge required to build information systems that operate
in multiple languages; to provide the technologies required for their application
in a number of social and organizational contexts; and to demonstrate the
validity of the approaches chosen. Proposals will be simultaneously considered
by both the NSF and a corresponding European Union (EU) program. Multi-partner
projects should include teams from at least two countries participating
in the EU Fifth Framework Program and at least one team from the U.S. Both

The Department of Energy is seeking applications for research and development
efforts that address storage well damage issues associated with underground
geologic reservoirs, such as depleted oil/gas fields, aquafers, etc. The
general objectives of this research and development effort are to 1) characterize
the geochemical conditions of underground geologic natural gas storage
reservoirs and injection/withdrawal wells for a selected set of damage
mechanisms that lead to decreased performance characteristics and 2) design
and successfully demonstrate practical and cost effective remedial techniques

The National Science Foundation's Large Scientific and Software Data Set
Visualization program supports research to improve our ability to understand
large data sets, simulation results, and software systems. It encourages
use of these improved methods on data sets from experiments and simulations
of real scientific interest and on large software systems. This initiative
focuses on two specific areas: very large visualizations of at least 100
gigabytes of data or simulation output, and visualization as a tool for

The National Institute of Neurological Disorders and Stroke and the National
Institute of Child Health and Human Development invite exploratory/developmental
research grant applications to facilitate the translation of fundamental
neurobiology to pediatric brain disorders of anomalous development, neurodegeneration,
and injury. Emphasis is placed on cross-discipline collaborations, novel
hypotheses, and unique approaches in applying fundamental neurobiological
concepts to pediatric brain disorders. Special consideration will be given
to proposals that enhance the application of our scientific knowledge to
understanding the pathobiology and treatment of these clinical disorders.

The purpose of this request for applications is to establish facilities
for large-scale mutagenesis and phenotyping of nervous system functions
and complex behaviors in the laboratory mouse. Neuroscience-focused mutagenesis
and phenotyping facilities established by this RFA are expected to serve
as a national resource by producing a bank of mouse strains that harbor
a wide range of mutations affecting murine nervous system function and
behavior. Data and biomaterials produced in projects supported under this
RFA will be made widely available to the scientific community. NIH will

The National Oceanic and Atmospheric Administration (NOAA), along with
several other federal agencies, is soliciting research proposals of 1 to
5 years for the Ecology and Oceanography of Harmful Algal Blooms (ECOHAB)
program. This program provides support for research on all aspects of harmful
algal bloom (HAB) ecology and oceanography in U.S. coastal waters. The
primary objective is for research on the environmental processes that facilitate

Social Sciences

Grant funds are available for Kansas from the Federal Victims of Crime
act (VOCA) for federal fiscal year October 1, 1999 through September 30,
2000. The purpose of this grant program is to fund public and private not-for-profit
agencies that provide direct assistance to crime victims. For the purposes
of this grant program, a crime victim is a person who has suffered physical,
sexual and emotional harm as a result of the commission of a crime. Direct
services are defined as efforts that (1) respond to the emotional and physical
needs of crime victims; (2) assist primary and secondary victims of crime
to stabilize their lives after a victimization; (3) assist victims to understand
and participate in criminal justice system; and (4) provide victims of
crime with a measure of safety such as boarding-up windows and replacing

The National Institutes of Health and the Centers for Disease Control and
Prevention invite research grant applications for support to conduct research
on ethical issues that arise with research involving human participants.
Because of rapid advances and complexity of the research enterprise, more
empirical work is needed to guide researchers and Institutional Review
Board (IRB) members towards selecting optimal ways that promote appropriate
protections for research participants. The focus can be on potential, current,
or former research participants, investigators, and/or institutional review
