The National Science Foundation's Integrative Graduate Education Research
Training Program (IGERT) has earlier deadlines this year than last year.
Preproposals are due April 15 and invited Full Proposals are due September
7, 1999. The primary emphasis of the IGERT program is on new and innovative
training of doctoral students. Projects must have a comprehensive multidisciplinary
research theme. There is no institutional limit on submission of preliminary
proposals that outlines the planned IGERT activity, so everyone involved
in NSF disciplines is encouraged to apply. However, an institution may
submit no more than two single-institution and one multi-institution invited
full proposal.s. If you are invited to submit a full proposal for the September
7 deadline, please contact John Murray, Interim Associate Vice Provost
for Research, jpm@ksu.edu, 532-6195, so that he may coordinate K-State's
application procedures.

The National Science Foundation is inviting applications to conduct research
in Antarctica and perform related research and data analysis in the United
States in areas including biology, ecology, climate systems, environmental

The Charles A. and Anne Morrow Lindbergh Foundation makes grants for projects
that combine the interests of Charles Lindbergh and Anne Morrow Lindbergh
who shared the belief that true human progress depends on achieving and
maintaining a critical balance between scientific and technological achievements
and the preservation of the natural world. Grants are for innovative pilot
projects.

The U.S. Global Ocean Ecosystems Dynamics (U.S. GLOBEC) program is a component
of the U.S. Global Change Research Program, and is the U.S. component of
the International GLOBEC program, a core project of the IGBP (International
Geosphere-Biosphere Program). The GLOBEC program has the goal of understanding
and ultimately predicting how populations of marine animal species respond
to natural and anthropogenic changes in climate. Research in the Southern
Ocean (SO) indicates strong coupling between climatic processes and ecosystem
dynamics via the annual formation and destruction of sea ice. The Southern
Ocean GLOBEC program (SO GLOBEC) will investigate the dynamic relationship
between physical processes and ecosystem responses through identification
of critical parameters that affect the distribution, abundance and population

Agriculture

Seed grants are awarded by the TAPPI Foundation for proposals for innovative,
fundamental research which exhibits high potential for positive impact
on the pulp and paper industry. Investigators who are new to the pulp and
paper industry are especially encouraged to participate.

13-7 Pest Management Alternatives Research (USDA)

Proposals are invited from USDA for competitive grant awards under the
Special Research Grants Program, Pest Management Alternatives Program:
Addressing Food Quality Protection Act Issues for Fiscal Year 1999. This
program addresses anticipated changes in pest management on food, feed,
livestock, and ornamental commodities resulting from implementation of
the Food Quality Protection Act of 1996. Projects should: 1) Identify and
develop replacement or mitigation technologies for pesticides included
on EPA's priority list and/or 2) Develop crop profiles summarizing practices
for specific commodities (including livestock and ornamentals). (FR 03/30/99)

The Cooperative State Research, Education, and Extension Service (CSREES)
announces the availability of grant funds and requests proposals for the
Special Research Grants Program, Potato Research. This grant program will
support potato research that focuses on varietal development/testing. Aspects
of evaluation, screening and testing must support or complement the development

The U.S. Information Agency is inviting proposals to conduct a four-week
homestay-based English language enrichment and cultural orientation program
for secondary school students from the Newly Independent States. The program
provides language enrichment to prepare students for an academic year in
the United States beginning next fall. The grantee will be asked to interact
with organizations already funded to recruit and select students, arrange

The Education Department is seeking applications to build courses and curricula
into professional development programs for teachers and other personnel
on appropriate and effective instruction and assessment methods and resources
specific to limited English proficient students. The program focuses on
development of coursework to prepare teachers or other education personnel
who expect to serve LEP students but who may not become bilingual specialists.

The Department of Education is announcing the Preparing Tomorrow's Teachers
to Use Technology program which provides grants to consortia that are helping
future teachers become proficient in the use of modern learning technologies.
ED provides one-year capacity building grants to prepare to implement teacher
preparation activities; three-year implementation grants to organizations
ready to put activities in place; and three-year catalyst grants for regional
and national partnerships with track records for a variety of possible

The National Aeronautics and Space Administration (NASA) and the U.S. Geological
Survey (USGS) of the Department of the Interior (DOI) announce the joint
solicitation of proposals for scientific investigations to validate the
NASA New Millennium Program's (NMP) Earth Observing-1 (EO-1) mission technologies
and to assess EO-1 spectral imaging for science and applications research.
Proposals to address the following objectives are solicited: 1) to evaluate
the selected EO-1 technologies with respect to their ability to meet the
needs for future Landsat-class observations at reduced cost and with enhanced
quality; 2) to evaluate space-based imaging spectrometers for potential
future NASA and USGS scientific, applied, and commercial uses of hyperspectral
data; and 3) to evaluate the implications for data correction and calibration
of new ways of conducting missions such as: formation flying with other
satellites, approaches to inter-satellite and lunar calibrations and atmospheric
correction, and autonomous navigation/instrument operation. NRA-99-OES-01

development of innovative, biologically based methods for the treatment
of vegetable oil spills on inland waterways. Emphasis should be on the
development of new methods that reduce the uncertainties associated with

13-15 Future Leader Awards (ILSI)

The North American Branch of the International Life Sciences Institute
(ILSI) 2000/2001 Future Leader Awards will be given to promising nutrition
and food scientists, to allow these investigators the opportunity to conduct
exploratory research that might not receive funding from other sources.
Consideration will be given to individuals proposing research in the areas
of experimental nutrition, nutrition and toxicology, and nutrition and
food science. Nominees must have received the doctoral degree within the
past seven years.

The Division of Cancer Prevention (DCP), National Cancer Institute (NCI),
invites applications for cooperative agreements to establish a national
Network that will have the responsibility for the development, evaluation,
and validation of biomarkers for earlier cancer detection and risk assessment.
The purpose of the Network is to establish a scientific consortium of investigators,
academic as well as industrial, with resources for basic, translational,
and clinical research. The consortium will have three main components--Biomarkers
Developmental Laboratories, Biomarkers Validation Laboratories and Clinical/Epidemiologic

The purpose of this five-year research grant program is to enhance our
understanding of the etiology, extent, services, treatment, management,
and prevention of child neglect. This Request for Applications (RFA) is
intended to stimulate the development of programs of child neglect research
at institutions that currently have strong research programs in related
areas (e.g., child development, injury prevention, developmental neurobiology,
child abuse, substance abuse, population research, craniofacial and dental
public health, health services) but are not engaged in extensive research
focusing on child neglect. A second goal of this RFA is to bring the expertise
of researchers from the child health, education, and juvenile justice fields
into the child neglect research field and to promote their collaborations
with each other and with child neglect and child abuse researchers. OD-99-006

2) conduct research on the nature, extent, causes, and consequences of
stress experienced by correctional or law enforcement officers and their
families, or to evaluate the effectiveness of law enforcement and/or correctional
officer stress prevention or treatment programs; 3) develop, demonstrate,
and test effective ways to change law enforcement or correctional agency
policies, practices, and organizational culture to ameliorate stress experienced

The purpose of this Request for Applications (RFA) is to stimulate research
on new or existing tobacco control interventions relevant to state and
community tobacco control programs. This will be achieved by supporting
research on innovative tobacco prevention and control interventions at
the community, state, or multi-state level. The results of this research
will guide tobacco control programs across and the Nation, in order to
increase program effectiveness and produce real reductions in the prevalence
