The National Science Foundation has issued its solicitation for Small Business
Innovation Research (SBIR) and Small Business Technology Transfer (STTR)
funding opportunities. The primary objective of the SBIR/STTR Program is
to increase the incentive and opportunity for small firms to undertake
cutting-edge, high risk, high quality scientific, engineering, or science/engineering
education research that would have a high potential economic payoff if
the research is successful. The STTR program fosters opportunities for
joint ventures by small businesses and non-profit research institutions
and requires researchers at universities to play a significant part in
the project. Research areas for both programs are: Advanced Materials and
Manufacturing, Biotechnology, Electronics, and Information-Based Technologies.

Agriculture

The Cooperative State Research, Education, and Extension Service of the
Department of Agriculture announces funding for two types of projects for
the Food Safety and Quality National Initiative. Applications may be submitted
for Plan of Work Projects and also for Competitive Projects. Only one Plan
of Work project, designed to establish and build the capacity of each eligible
institution to provide effective, science-based food safety education to
consumers, farmers, industry, educators, health professionals, and other
key audiences, can be submitted. This will be coordinated through the Department
of Agriculture. Competitive Projects (no limit per institution), should
address one of eight priority areas, including Food handler education,
Hazard Analysis and Critical Control Points in various environments, Home
food preservation, Integrating programs in food safety, water quality,
animal waste management, integrated pest management, small farms management,
sustainable agriculture, and programs for high-risk and low-income audiences,
and Capacity-building in food safety education.

The United States Agency for International Development (USAID) Mission
Guatemala/Central American Programs is seeking qualified U.S. organizations
interested in implementing, under contract, the activity ``To achieve sustainable
increases in household income and food security for a significant number
of the rural poor in selected geographic areas of the country.'' The new
activity will help generate sustainable increases in income by facilitating

The Program for Cultural Cooperation invites proposals for projects relating
to the dissemination of Spanish Culture in the U.S. Categories funded are:
Visiting Professors; Individual Research; Publications; Dissemination and
Study of Spanish Cinema; Symposia and Seminars; Subsidies for Professional
Associations; and Dissemination of Spanish Culture through the Arts.

The National Historical Publications and Records Commission (NHPRC) is
the grant-making affiliate of the National Archives and Records Administration.
Its purpose is to ensure understanding of our nation's past by promoting,
nationwide, the identification, preservation, and dissemination of essential
historical documentation. NHPRC makes grants nationwide to help identify,
preserve, and provide public access to records, photographs, and other
materials that document American history. Proposals that involve the use
of electronic preservation should be submitted for the June 1 deadline.

The Agency for International Development in Lima, Peru is seeking proposals
from U.S. entities to provide strategic planning, technical assistance
and monitoring services to two Peruvian Organizations receiving Cooperative
Agreements from the Agency, the Peruvian Association of Exporters (ADEX),
the Confederation of Private Business Institutions (CONFIEP), and their
counterpart organizations in the implementation of both the ongoing Microenterprise

The U.S. Agency for International Development in Honduras is seeking proposals
from Institutional contractors to provide technical assistance under the
Productivity Enhancement Program (PROPEP). The overall objective of the
contract for which this RFP is being issued is to assist USAID and its

under the PROPEP strategic objective agreement Results Framework. The contractor

Funding is available from the Kansas Board of Education for the Adult Education
Basic Grant Program. Grants are to enable eligible providers to develop,
implement and improve adult education and literacy activities within the
state. Services or instruction should be provided in one or more of the
following categories: 1) Adult education and literacy services, including
workplace literacy services; 2) Family literacy services; and 3) English
literacy services.

and technical assistance to improve services for children with disabilities.

This NASA Research Announcement (NRA) solicits basic research proposals
for participation in the National Aeronautics and Space Administration
(NASA) program to analyze scientific data from the Compton Gamma Ray Observatory
(Compton) and to conduct correlative and theoretical research closely tied
to Compton observations. This NRA is the ninth announcements for the Compton
GRO Guest Investigator Program and solicits proposals for Cycle 9 of the
mission which will begin in December 1999, and last approximately 18 months.
Observing time is available to Guest Investigators during this phase and,
in addition, opportunities exist for analysis of data obtained during previous
mission cycles and for correlative research or for services such as software

The overall purpose of this grants program is to develop knowledge that
can be use in preventing occupational diseases and injuries and to better
understand their underlying pathophysiology. The following types of applied
research projects will be supported: causal research to identify and investigate
the relationships between hazardous working conditions and associated occupational
disease and injury; the nature and magnitude of special risk factors experienced
by older and/or minority workers; methods research to develop more sensitive
means of evaluating hazards at work sites; and evaluations of the effectiveness
of techniques such as control technologies, personal protective equipment
and changes in work organization factors, which have been developed and

The purpose of this RFA is to support the development of technologies that
will facilitate the generation of a complete set of full-length human cDNAs
as well as other mammalian cDNAs. Current methods of cDNA clone and library
production favor shorter, more heavily represented genes. Use of human
tissues may be necessary. Reliable, high-throughput methods to determine
whether clones contain a copy of the full transcript, the full coding region,

The Justice Department's Office of Juvenile Justice and Delinquency Prevention
is inviting applications to evaluate the implementation and effectiveness
of Parents Anonymous-- the nation's oldest and largest child abuse prevention
program--in diminishing the impact of risk factors, increasing resiliency
of parents and children, preventing and treating child abuse and neglect

grants under a variety of programs designed to improve substance abuse
services. Community Action Grants for Service Systems Change (CSAT action
grant) fund adoption of specific exemplary practices in service delivery
for youths and adults. The Comprehensive Community Treatment Program funds
efforts to develop or modify treatment approaches for special populations
and/or service settings through research and enhancement and expansion
of projects. Community Action for Service Systems Change basic action grants
promote adoption of exemplary practices related to delivery and/or organization
of services for children with serious emotional disturbance and adults

The U.S. Army Medical Research and Materiel Command is soliciting proposals
for studies intended to predict, prevent, and treat somatic consequences
of psychological stress relevant to chronic undiagnosed symptoms reported
by many Gulf War veterans. This research is intended to advance the understanding
of personal and environmental factors which contribute to a servicemembers's
health and perception of well-being during and after military deployment.
Proposals must clearly represent multidisciplinary research, incorporating
major contributions from both psychosocial and physiological/neuroscience
research disciplines, and must define a well integrated hypothesis-driven
