The Health and Human Services Department is inviting applications for anti-poverty
projects, especially community and economic development activities. Funding
is for operations grants to provide employment and ownership opportunities
for low-income people through business, physical or commercial development;
pre-development grants for new community development corporations to evaluate
potential projects and identify needs; developmental grants to provide
employment and community development opportunities for low-income individuals
through business and commercial development; and grants for rural community

The National Institutes of Health seek research grant applications that
will generate scientific knowledge to lead to improved care for those at
the end of life. Research applications may include basic, clinical or health
care studies focused on the clinical management of physical and psychological

clinical decision-making, caregiver support, or the context of care delivery

Agriculture

The Cooperative State Research, Education, and Extension Service (CSREES)
of the Department of Agriculture, in collaboration with the National Science
Foundation and the U.S. Department of Energy, is announcing a new interagency
competitive grants program--The United States Rice Genome Sequencing Project.
Through this Project, the U.S. will participate in an international effort
to sequence the rice genome, coordinating U.S. efforts with other national
and transnational programs, including the Rice Genome Program of Japan.

The North Central Region (NCR) Sustainable Agriculture Research and Education
(SARE) program of the USDA is inviting proposals for the 1999 Producer
Grant Program. Competitive grants are available for individual farmers
and ranchers or groups of three or more independent and separate operations
of farmers and ranchers, interested in exploring sustainable agriculture
production and marketing issues. Producers are invited to submit proposals
that test, evaluate and adapt sustainable agriculture practices for their
operations; conduct learning circles, educational events, field days or
demonstrations to further disseminate information to producers; develop
new marketing strategies; develop new technologies; or create or modify
equipment.

The Rainforest Alliance offers the Kleinhans Fellowship for Research in
Tropical Non-Timber Forest Products to promote research into the practical
means of managing and using tropical forest resources without destroying
the integrity of the forest ecosystem. The research will synthesize elements
of conservation and business and must lead to the development of a product
or marketing technique that can provide incomes for community-based groups
living in or near tropical forest areas. Research involving any tropical
forest type, wet or dry, in Latin America is eligible.

8-7 Governor's Arts Awards (KAC)

The Kansas Arts Commission is accepting nominations for the 1999 Governor's
Arts Awards. Nominations may be made in one of six categories: Individual
Artist, Arts Organization, Art Educator, Arts Advocate, Individual Patron,
or Patron Organization. Individual artists may be in the visual, performing,
literary, folk or media arts.

Education

GEAR UP is a national effort to encourage more young people to have high
expectations, stay in school and study hard, and go to college by supporting
early college awareness and preparation activities and providing academic
support for low-income students. Funding will be divided between Partnership
Grants and State Grants. Partnership projects must serve entire grades
of students and begin no later than the 7th grade, and are encouraged to
provide college scholarships although they are not required to do so. Partnership
Grants will be awarded to locally-designed partnerships among colleges,
low-income middle schools and the secondary schools these students would
normally attend, plus at least two other partners, such as community organizations,
businesses, religious groups, State educational agencies, parent groups,
or non-profits.

In order to build an underlying science and technology base that enables
further wireless mobile communications advances and applications, the National
Science Foundation encourages proposals for research projects in wireless
information technology and networks. The focus of this initiative is to
address fundamental research issues, which are critical to these future

The goal of the Human Dimensions of the Arctic System (HARC) is to enhance
understanding of human interaction with physical and biological environmental
change in the Arctic. Therefore HARC research must build on the results
of previous and ongoing global change studies of the paleo- and contemporary
environment to integrate physical, ecosystem and climate research with
a broad range of social sciences. HARC research will focus exclusively
on current and potential impacts on or by human activity that may be expected

improvement of naval operations. There are numerous areas of interest,

The Strategic Environmental Research and Development Program (SERDP) of
the Department of Defense focuses on Cleanup, Compliance, Conservation,
and Pollution Prevention technologies. SERDP strives to provide research
and development products which, when fielded, minimize, mitigate, or remove
major negative environmental impacts on DOD's ability to conduct its missions.
Areas of need for 2000 are: 1) Unexploded Ordnance Detection and Discrimination;
2) Treatment of Groundwater Contaminated with Explosives; 3) Environmentally

The National Institute of Allergy and Infectious Diseases (NIAID), National

to conduct innovative research to advance fundamental understanding of
eliciting optimal protective immune response with candidate malaria vaccines.
NIAID seeks to identify and validate methods and strategies for improved
antigen delivery, processing, and presentation or enhancement of protective

The Centers for Disease Control and Prevention is inviting applications
for a cooperative agreement to promote collaborative educational and scholarly
activity in areas of defining research and training needs in injury control.

disciplines involved in injury control, disseminate injury research findings

The Brain Molecular Anatomy Project (BMAP) is a multi-institute initiative
that supports research on the genomics of the nervous system, with initial
efforts focussing on the discovery of new genes and the study of gene expression
patterns in mouse and human brains. This initiative will provide the capability
to quantify and track the expression of tens of thousand of genes in space
and time, and will generate enormous amounts of such data. Given the nature
of the research and development solicited under this PA, hypothesis-driven

8-17 Gulf War Illnesses Research: Innovative Toxicology Methods (DOD)

The U.S. Army Medical Research and Materiel Command is soliciting proposals
for studies on innovative biologically-based toxicological methods and
models that will lead to the development of simple and effective methods
to assess exposures of deployed military personnel to non-threat agent
toxic chemicals and chemical mixtures, including those chemicals and mixtures
which were a concern during the Gulf War. The intent of this research effort
is to develop biologically relevant, reliable, and rapid methods and models
that will lead to biological-based detectors and monitors that can be used

The Retirement Research Foundation's purpose is to improve the effectiveness
and ability of community programs to maintain older adults in independent
living environments. Historically, the Foundation has been interested in
innovative projects which develop and/or demonstrate new approaches to
the problems of older Americans and have the potential for national or
regional impact.

The National Institute on Alcohol Abuse and Alcoholism (NIAAA) invites
newly independent investigators to submit applications for small-scale,
exploratory (I.e., pilot) research projects related to NIAAA's behavioral
sciences mission. The Behavioral Science Track Award for Rapid Transition
(B/START-NIAAA) will provide rapid review and funding decisions of applications.
Experimentally-based research applications are encouraged across a wide
variety of behavioral factors in alcohol abuse and its sequelae, including
neurocognitive, cognitive and perceptual processes and psychosocial influences
such as motivational, social and community factors. Both animal and human
