The Department of Energy (DOE) Office of Industrial Technologies announces
its interest in receiving applications for research and development to
help meet the directional targets laid out in the strategic vision, ``Plant/Crop-based
Renewable Resources 2020.'' Applications are sought that would reduce energy
consumption and waste in agricultural and related industries, and enhance
U.S. economic competitiveness with the ultimate goal of commercialization.
Teaming among two or more organizations and a 50% cost-sharing of proposed

Cooperative State Research, Education, and Extension Service (CSREES) and
Agricultural Research Service (ARS) will award research grants to support
science-based biotechnology regulation and thus help address concerns about
the effects of introducing genetically modified organisms into the environment
and help regulators in developing policies regarding such introduction.
Investigators are encouraged to design studies in which answers to three
general questions are sought: 1) what is the risk (potential risk identification);
2) how likely is the risk to occur (quantifying the probability of occurrence);
and 3) what is the severity and extent of the effect if it occurs (quantifying

Education

The purpose of this program is to provide grants or enter into cooperative
agreements to improve postsecondary education opportunities by focusing
on problem areas or improvement approaches in postsecondary education.
For FY 1999, the competition includes an invitational priority to encourage
proposals designed to support the formation of educational consortia of
institutions in the United States and the European Union to encourage cooperation
in the coordination of curricula, the exchange of students, and the opening
of educational opportunities between the United States and the European

This program provides grants for preservice and inservice professional
development for bilingual education teachers, administrators, pupil services
personnel, and other educational personnel who are either involved in,
or preparing to be involved in, the provision of educational services for
children and youth of limited English proficiency. Priority is given to
projects that will contribute to a systemic educational reform in an Empowerment
Zone or an Enterprise Community and to institutions of higher education,
in consortia with local or State educational agencies, that offer degree

Program provides grants to develop innovative techniques or programs using
new electronic technologies, to collect and distribute information on world
regions and countries other than the United States. The techniques or programs

Funds under this program may be used to provide for the development of
bilingual education career ladder program curricula appropriate to the
needs of consortia participants; assistance for stipends and costs related
to tuition fees and books for coursework required to complete degree and
certification requirements for bilingual education teachers; and programs
to introduce secondary school students to careers in bilingual education
teaching that are coordinated with other activities assisted under this

personnel in meeting State and local certification requirements for bilingual

The Education Department is inviting applications for Star Schools projects
to use distance learning technologies to improve instruction and to serve
undeserved and disadvantaged populations and persons with disabilities.
Star Schools projects use the Internet, CD-ROM technology, videoconferencing,
virtual environments, interactive software and other emerging technologies
to achieve more collaboratively-based instruction and active learning.
Instructional areas include mathematics, science, foreign languages, and

The Texaco Foundation, working in conjunction with the Eastman School of
Music, has launched an initiative designed to spur collaborations between
school music programs and other community partners, including universities
and professional arts organizations. The collaborations have two purposes:

early music education on the children's learning and development.

The Biological Database Activities Program announces a special competition
for an on-line resource to extend, maintain and distribute a user focused,
on-line resource for biological information on Arabidopsis thaliana, termed
here the Arabidopsis thaliana Information Resource (AtIR). The successful
awardee of this competition will be required to incorporate and build on
the existing Arabidopsis thaliana Database which continues to be an unique
resource in its role as a primary repository of Arabidopsis information.

The National Institute on Drug Abuse is inviting applications to develop
new and refine existing behavioral therapies for drug abuse. NIDA encourages
stage 1 behavioral therapy research that involves identifying promising
behavioral and cognitive theories and research relevant to treatment; generating
and formulating new cognitive or behavioral therapies or modifying existing
treatments based on the research; creating therapy manuals that operationally
define the therapies' underlying principles; pre- or pilot-testing therapies;

The National Institute on Drug Abuse is soliciting applications to determine
the effectiveness of drug court-mandated drug abuse treatment, including
structural, process and individual factors. Under this initiative, researchers
may investigate the components of drug courts, for example, mandatory drug
testing, judicial monitoring of treatment progress, program compliance
and graduated sanctions; study treatment interventions and approaches used;
examine offender qualifications and characteristics that predict treatment
success; compare different drug court approaches; compare drug court models
with other models, such as community-based supervision models; and research

The purpose of this program announcement is to stimulate research that
addresses the problem of recidivism among people convicted of drinking
and driving offenses. This includes individuals who are apprehended for
driving under the influence (DUI), driving while intoxicated (DWI), or
related offenses such as driving after suspension for a DUI and violation
of zero tolerance laws, and are either convicted or otherwise sanctioned
for such illegal behavior. Applicants are encouraged to develop research
applications that design, develop, implement, and/or test interventions
that have the potential of preventing or reducing DUI recidivism. Such
interventions may be investigator initiated and implemented in collaboration
with appropriated members of judicial, administrative, and policy-making
bodies specifically to test or compare their efficacy in preventing or
reducing DUI recidivism or the interventions may occur naturally in society
as laws, regulations, policies, and practices implemented by legally constituted
bodies and may be tested for their effectiveness by researchers who use

5-17 EPA Environmental Management Fellowships (EPA)

The Environmental Protection Agency (EPA) offers fellowships to undergraduate
and graduate students as part of its National Network for Environmental
Management Studies (NNEMS) Program. The purpose is to provide students
with practical research opportunities and experiences and to promote high-quality
research efforts on environmental issues directly related to a student's
thesis or to other school-related studies and that are in the interest
of the public. Each participating EPA office or laboratory develops and
sponsors projects for student research which are sufficiently narrow in
scope to allow the student to complete the research by working full-time
during the summer or part-time during the school year.

The Department of Education is inviting applications for Javits Fellowships
for graduate study leading to a doctoral degree or a Master of Fine Arts
