Resource Services. These new rates are effective immediately and should
be used when preparing budget estimates to be included in proposals for

25-1 Population Research Centers (NIH)

The National Institute of Child Health and Human Development (NICHD), through
the Demographic and Behavioral Sciences Branch (DBSB), Center for Population
Research (CPR), invites applications for population research Center Core
Grants (P30) in support of a large number of active research projects that
are funded by a variety of NIH and outside sources, or Specialized Research
Center Grants (P50) in support of an integrated group of research projects.
The primary purpose of these Population Research Centers is to improve
the understanding of the antecedents and consequences of population structure
and change, including fertility, mortality, and migration, in an effort
to develop knowledge that may produce knowledge useful for population policies.

25-2 Pest Management Alternatives Research (USDA)

Proposals are invited for competitive grant awards under the Special Research
Grants Program titled ``Pest Management Alternatives Program: Addressing
Food Quality Protection Act Issues for Fiscal Year 1998.'' This program
addresses anticipated changes in pest management on food, feed, livestock,
and ornamental commodities resulting from implementation of the Food Quality
Protection Act of 1996 (FQPA). The goals of this program are to: develop
commodity profiles that summarize production practices, pesticide use/usage
data, and available pest management alternatives for pesticides considered
a high priority for tolerance reassessment under FQPA; and develop and
demonstrate alternatives and possible mitigation strategies to ensure that
producers have reliable methods of managing pests. (FR 06/18/98)

25-3 Agricultural Telecommunications Program (USDA)

The Agriculture Department is inviting applications under the Agricultural
Telecommunications program to aid in the development and utilization of
an agricultural communications network to facilitate and strengthen agricultural
extension; resident education and research; and domestic and international
marketing of U.S. commodities and products through a partnership between

25-4 Automotive Integrated Power Modules (DOE)

The U.S. Department of Energy's (DOE) Office of Transportation Technologies
(OTT) plans to issue a financial assistance solicitation (FAS) for research
and development on Automotive Integrated Power Modules (AIPM). This solicitation,
which is due to be released on or about July 15, 1998, supports the Government/automotive
industry Partnership for a New Generation of Vehicles (PNGV). The Partnership
is developing light-duty vehicles that achieve up to three times the fuel
economy of comparable conventional vehicles, meet emission standards, and
offer the same level of performance and cost as today's vehicles. The applicant
shall develop and demonstrate their AIPM innovation by using open architecture
concepts that permit scalable low-cost manufacturing to meet automotive

and Fuels: Energy Efficiency and Renewable Energy Technology for Transportation
and Buildings (DOE)

The U.S. Department of Energy (DOE) Office of Energy Efficiency and Renewable
Energy announces its interest in receiving financial assistance applications
for research and development (R&D) on automotive fuel cells, direct
injection engines, and fuels in support of the Government/automotive industry
Partnership for a New Generation of Vehicles (PNGV). In support of the
DOE Office of Energy Efficiency and Renewable Energy fuel cell cross-cutting
technologies, the Office of Building Technologies also plans to acquire
research and development of fuel cell technologies for building applications.

25-6 TechSat 21 (DOD)

The Air Force Office of Scientific Research (AFOSR) is interested in sponsoring
basic research that supports the Air Force Research Laboratory's revolutionary
approach to performing space missions using large clusters of micro-satellites.
One of these concepts, dubbed TechSat 21, involves satellites flying in
formation that operate cooperatively to perform a surveillance mission.
The five areas identified for basic research are: Micro-Propulsion; Sparse
Aperture Radar; Micro-Electro-Mechanical Systems (MEMS); Ionospheric Effects;

25-7 Next Generation High-Speed Rail Program (DOT)

The Federal Railroad Administration (FRA) is soliciting pre-proposal concept
papers for various research projects, technology advancements and/or demonstrations
directed at enhancing the deployment of high-speed rail service in the
United States. Technologies most likely to enhance the deployment of high-speed
rail service in the U.S. are those which will (a) enhance the revenue-generating
capability of high-speed operations; (b) bring about capital cost reductions
and economy in producing equipment and facilities; (c) reduce operating
costs of high-speed rail service; (d) improve the reliability of equipment
and infrastructure components; (e) improve safety; and/or (f) enhance the

The American Water Works Research Foundation (AWWARF) sponsors practical,
applied and future-need based research for the drinking water community.
AWWARF's research program embraces all aspects of water supply planning
and operation: Analytical techniques and monitoring; Storage and distribution
system operations; Development and maintenance of water resources; Treatment
technologies; Health effects issues; and Utility planning and management.
The AWWARF has issued 15 specific requests for proposals for this year's
research program.

The National Oceanic and Atmospheric Administration is inviting applications
under the Climate and Global Change program for research addressing a range
of priorities, to improve ability to observe, understand, and predict and

climate change, atmospheric chemistry, climate change data and detection,
economics and human dimensions of climate fluctuations, education and Pan-American

25-11 Special Projects in Networking and Communications (NSF)

Special Projects in Networking and Communications provides increased opportunities
in support of research in the areas of networking and communications, emphasizing
their importance in the emerging convergence of communications and computing.
Special projects meets this goal by funding 1) larger and/or multidisciplinary
networking and communications theoretical and experimental research projects
than typically supported through the Networking and Communications Research
programs, 2) specialized infrastructure for networking and communications
systems research, and 3) mechanisms for developing research agendas and

25-12 Access to Arabidopsis EST Microarray-DNA Chip to Benefit Academic
Plant Biology Research (Monsanto)

Monsanto Life Sciences Company, in collaboration with Synteni, Inc., is
establishing this Plant Biology Microarray project to enhance plant genomics
research in academia. The program will provide research the opportunity
to access approximately 10,000 Arabidopsis Expressed Sequence Tags on a
microarray. Studies in plant genetics, plant physiology, plant development,
evolutionary biology, and plant metabolic regulation are particularly likely
to benefit from this technology.

25-13 Wildlife Links (NFWF)

The National Fish and Wildlife Foundation, through a cooperative agreement
with the United States Golf Association, requests preproposals for research
and management projects that address wildlife conservation needs on golf
courses. Areas of interest include: examination of management and design
options for increasing biodiversity on golf courses; research to determine
the role of habitat characteristics in the designation of golf courses
as wildlife corridors or barriers; preparation of management guidelines
for specific species or species suites; programs to monitor the success
of wildlife habitat conservation programs on golf courses; and the effects
of golfer and maintenance activities on wildlife.

25-14 Advanced Diagnostics For Pathogens (DOD)

The Defense Advanced Research Projects Agency (DARPA) is soliciting proposals
for the development and demonstration of innovative advanced diagnostics
for pathogens which will be a key component of DARPA's programs in Biological
Warfare Defense. This BAA pertains only to the Advanced Diagnostics portion
of the overall DARPA program and excludes environmental detection, environmental
modeling and simulation, decontamination and external protection, medical
informatics, and therapeutics. The goal of the Advanced Diagnostics Program
is to provide the capability to detect in real time, in the absence of
recognizable signs and symptoms and when pathogen numbers are still low,
the presence of infections by any significant pathogen in the body (or
exposure to the pathogen), under any environmental conditions. BAA 98-24

25-15 Epidemiologic Investigations of Human Populations Exposed to Diesel
Engine Emissions: Feasibility Studies (HEI)

The Health Effects Institute solicits applications for short-term feasibility
studies designed to provide information that will support the development
of applications for the full epidemiologic study mentioned above. Investigators
may apply to one or both of the objectives of this RFA: (1) Identify study
populations exposed to diesel emissions that could provide reasonably precise
estimates of small to moderate excesses of lung cancer or chronic nonmalignant
cardiorespiratory disease; (2) Develop an exposure assessment strategy
that includes (a) validation of measurement techniques, and/or (b) development
of approaches for using data generated by these techniques to make quantitative
estimates of retrospective exposure to diesel engine emissions.

25-16 Food Safety Research (USDA)

CSREES announces the availability of grant funds and requests proposals
for the Special Research Grants Program, Food Safety Research for fiscal
year 1998. The purpose of this grant program is to support problem-solving
food safety research that addresses National emerging issues in food safety.
The first year of this program will focus on research needs under the President's
Initiative to Ensure the Safety of Imported and Domestic Fruits and Vegetables.
Proposals are encouraged that address: 1) developing safe and efficacious
techniques to enhance or ensure safety of fresh and minimally processed
imported and domestic fruits and vegetables; 2) developing means to prevent
infection and cross-contamination of fresh and minimally processed imported
and domestic fruits and vegetables by microbial pathogens during harvesting,
handling, transportation, and distribution; 3) developing procedures for
sampling fresh and minimally processed imported and domestic fruits and
vegetables to accurately detect the presence of microbial pathogens. (FR

25-17 Violence Prevention for High-Risk Youths: Evaluation (CDC)

The Centers for Disease Control and Prevention is seeking applications
to implement and evaluate interventions to prevent violence-related injuries
among high-risk youth ages 13 to 21. Projects should assess the impact
of efforts to target youths who are in alternative schools, who have been
injured in a violent incident or who have been treated for violent assault
