22-1 Fulbright Scholar Program (Fulbright)

Applications are available for the Fulbright Scholar Program. The Fulbright
offers the opportunity to conduct research, teach, or study abroad. The
Fulbright serves two primary purposes: (1) it enables Americans to learn
first hand about other countries and cultures, and enables the people of
other countries to learn more about the United States and its citizens
and (2) it promotes academic and professional development. The program
offers grants for college and university faculty, as well as for professionals
and independent scholars.

22-2 Minority Graduate Education (NSF)

The National Science Foundation (NSF) seeks to establish a Minority Graduate
Education (MGE) program that will significantly increase the number of
African American, Hispanic, and Native American students receiving doctoral
degrees in the sciences (physical and life science disciplines), mathematics,
and engineering (SME). NSF is particularly interested in increasing the
number of minorities who will enter the professoriate in these disciplines.
Specific objectives of the MGE program are (1) to develop and implement
innovative models for recruiting, mentoring, and retaining minority students
in SME doctoral programs and (2) to develop effective strategies for identifying
and supporting underrepresented minorities who want to pursue academic

22-3 Landscape Architecture Grants, Fellowships (LAF)

The Landscape Architecture Foundation offers several grants and fellowships
to recognize the importance of applied research to the growth of the profession.
The JJR Research Grant is for research in areas relating to sustainable
development. The AILA Yamagami Hope Fellowship is to support credit or
non-credit courses, seminars or workshops, for travel, or for development
of post-secondary educational materials or curriculum plans. The Toro Industry
Advancement Award recognizes exemplary design projects, and the Ralph Hudson
Environmental Fellowship is for research in areas relating to open space,
parks and recreation.

22-4 College/University Partnerships: Russian Regional Investment (USIA)

The U.S. Information Agency is inviting proposals to develop partnerships
in Russia with the Samara State Aerospace University's International Marketing
Institute in the field of public administration; or with the Togliatti
Academy of Business and Banking in the field of business education. Participating
institutions exchange faculty and administrators for a combination of teaching,
lecturing, faculty and curriculum development, collaborative research and
outreach. The program also will support the establishment and maintenance
of Internet communication facilities and distance learning programs at

The goals of the Inventions and Innovation Program are to improve energy
efficiency through the promotion of innovative ideas and inventions that
have a significant potential future commercial market. The Inventions and
Innovation Program goals are also consistent with the mission of the Office
of Energy Efficiency and Renewable Energy, which is to develop and promote
the adoption of cost-effective renewable energy and energy efficiency technologies
within the building, industrial, transportation, and utility sectors for
the benefit of economic competitiveness, energy security, and environmental
quality of the nation. The following OIT focus industries, which are the
dominant energy users and waste generators in the U.S. manufacturing sector,

22-6 Healthcare Worker Glove Protection Evaluation (CDC)

The Centers for Disease Control and Prevention is inviting cooperative
agreement applications to evaluate healthcare worker glove protection during
surgery and the effects of storage, chemicals and disinfectants on glove
integrity. Applicants may address either or both of the following: evaluation
of the degradation characteristics of examination and surgical gloves;
and evaluation of the similarities and differences of natural latex rubber
and non-latex gloves during surgery, including protection of wearer from
needlestick and other sharp injuries (puncture and tear resistance) and

22-8 ROSAT Guest Observer Program (NASA)

This announcement solicits proposals for participation in the National
Aeronautics and Space Administration (NASA) Office of Space Science program
to acquire and analyze scientific data from the Rontgensatellit (ROSAT).
The ROSAT mission consists of a cooperative X-ray astronomy program between
the United States and Germany and a cooperative program between the United
Kingdom and Germany. This Announcement is the ninth for ROSAT guest observations
and solicits proposals for observations to be carried out during the U.S.
observing time beginning about November 10, 1998, and lasting twelve months.

The Energy Foundation supports efforts to build new competitive and regulatory
structures for the electric utility industry; innovative programs to encourage
greater energy efficiency in buildings; regional transportation reform

research and advocacy to accelerate the commercialization of renewable

22-11 Role of Limbic System and Brain Ontogeny in Drug Abuse (NIH)

This initiative is designed to support basic research into the fundamental
mechanisms of development of the midbrain and basal forebrain structures
that mediate the euphoric properties of drugs as well as understanding
how drugs of abuse affect the cellular and molecular mechanism underlying
nervous system development. In the past, vertebrate model systems (such
as chick, frog, mouse, and zebrafish) and invertebrate systems (such as
Drosophila and C. Elegans) have provided insights into mechanisms of development
and are also likely to provide new information about the formation and
specification of the limbic system. Approaches using these or other model
systems both in vitro and in vivo are applicable to this program announcement.

22-14 Innovative Technologies for the Molecular Analysis of Cancer: Phased
Innovation Award (NIH)

The National Cancer Institute (NCI) invites applications for research projects
to develop novel technologies that will support the molecular analysis
of cancers and their host environment in support of basic, clinical, and
epidemiological research. Technology encompasses methods and tools that
enable research including, but not limited to, instrumentation, techniques,
devices, and analysis tools (e.g., computer software). Technologies solicited
include those that are suitable for the detection of alterations and instabilities
of genomic DNA; monitoring of the expression of genes and gene products;
analysis and detection of the cellular localization, post-translational
modification, and function of proteins; and monitoring of major signal

22-15 Hitchings-Elion Fellowships (Burroughs Wellcome Fund)

The Hitchings-Elion Fellowships have been expanded to cover five years
of support for U.S. and Canadian biomedical scientists to engage in postdoctoral
research training and begin faculty appointments. Scientists in the United
States may study in the UK or the Republic of Ireland for two years; have
one year of transitional training abroad or in North America; and receive
two years of beginning faculty support at a U.S. or Canadian university.
U.K. host institutions may include universities, medical or veterinary
schools, scientific institutes, and government laboratories.

22-16 Suicide Prevention Research Center (CDC)

The Centers for Disease Control and Prevention is inviting cooperative
agreement applications to establish a suicide prevention research center.
The center will represent CDC's largest national extramural investment
in suicide prevention research and training, intervention development and
evaluation; and will take an integrative, interdisciplinary approach. Research
should identify and evaluate current and new interventions for the prevention
and control of suicide-related injuries; bring the knowledge and expertise
of the center to bear on the development and improvement of effective public
and private sector programs for suicide prevention and control; and facilitate
governmental and non-governmental suicide prevention efforts within a specific

22-17 Methodology and Measurement in the Behavioral and Social Sciences

The National Institutes of Health (NIH) invite qualified researchers to
submit research grant applications on methodology and measurement in the
behavioral and social sciences. These include the processes that underlie
self reports, research design, data collection techniques, measurement,
data analysis techniques, and ethical issues in the above topics. The goal
of this program announcement is to encourage research that will improve
the quality and scientific power of data collected in the behavioral and
social sciences, relevant to the missions of the NIH Institutes and Centers.
Research that addresses methodology and measurement issues in diverse populations,
issues in studying sensitive behaviors, and issues in developing multidisciplinary
