20-1 Integrative Graduate Education and Research Training Program (NSF)

The goal of the Integrative Graduate Education and Research Training (IGERT)
Program is to enable the development of innovative, research-based, graduate
education and training activities that will produce a diverse group of
new scientists and engineers well-prepared for a broad spectrum of career
opportunities in industry, government and academe. Supported projects must
be based upon a multidisciplinary research theme and organized around a
diverse group of investigators from U.S. Ph.D.-granting institutions with
appropriate research and teaching interests and expertise. The research
theme may draw upon investigators from two or more departments within one
institution or from more than one institution. Applicants compete for support
from the IGERT program in a two-stage process. In the first stage, applicants
submit a preliminary proposal (preproposal) that outlines the planned IGERT
activity; in the second, invited applicants submit a full proposal. (NSF

20-2 Faculty Early Career Development Program (NSF)

The National Science Foundation's Faculty Early Career Development (CAREER)
program emphasizes the importance the Foundation places on the early development
of academic careers dedicated to stimulating the discovery process, in
which the excitement of research is enhanced by inspired teaching and enthusiastic
learning. It combines in a single program the support of research and education
of the highest quality and in the broadest sense. Applicants must be in
their first or second full-time tenure-track academic appointment and have
begun the first tenure-track or tenure-track equivalent appointment on
or after July 1, 1994. NSF selects nominees for Presidential Early Career
(PECASE) Awards from among new faculty who receive CAREER awards. (NSF

20-3 Indian Studies Fellowships (AIIS)

The American Institute of Indian Studies supports the advancement of knowledge
and understanding of India, its people, and culture. Applications for study
in India may be made in the following categories: Junior Research Fellowships
for doctoral candidates to do dissertation research in India; Senior Research
Fellowships to enable scholars specializing in South Asian studies to pursue
further research in India; Senior Scholarly/Professional Development Fellowships
for established scholars who have not previously specialized in Indian
studies; Senior Performing and Creative Arts Fellowships for practitioners
of the performing arts of India who demonstrate that study in India would
enhance their skills.

20-4 Susan Harwood Training Grants: Workplace Safety and Health (OSHA)

The Occupational Safety and Health Administration is inviting applications
for Susan Harwood Training Grants, supporting workplace safety and health
training and education. Applicants must address construction, silica in
general industry, food processing, shipyards, logging or outreach to workers.

20-6 Constraints Grant Program, IARCS Special Constraints Project (USAID)

USAID is announcing a University/International Agricultural Research Centers
Linkages (UNIARCL) program to engage U.S. agricultural scientists in collaborative
research programs with the International Agricultural Research Centers
(IARCs). The objectives of this program will be to develop technologies
which will promote broad based economic growth as well as increase food
security and help conserve global natural resources. Africa will be the
major focus of the program, but USAID is also interested in global researchable

20-5 ArtsReach (NEA)

The National Endowment for the Arts has announced a new initiative, ArtsReach,
to provide funding to new and existing partnerships of cultural, business,
social, government, religious and civic organizations to work together
to integrate the arts more fully into all aspects of community life. Eligibility
for this year's program is limited to states which have received five or
fewer direct grants under the Grants to Organizations guidelines in FY
1997 or 1998 (which includes Kansas). Grants are to undertake a community
cultural assessment and/or create a community cultural plan through a process
that includes coalition building.

20-7 Human Factors Support Services (U.S. Coast Guard)

The U.S. Coast Guard Research and Development Center intends to acquire
Human Factors Support Services for the purpose of understanding the causality
of human error within the maritime environment and developing rational
approaches to reduce the number and severity of marine accidents. Services
include human factors research, development, test, evaluation, and analysis
for use in all Coast Guard mission areas. This work requires a broad background
in human factors, experimental psychology, sensation and perception, cognitive
psychology, risk assessment and management methodologies, modeling, and

To augment the Army's in-house scientific endeavors at improving the survivability
of soldiers in chemically-contaminated environments, the U.S. Army Medical
Research and Materiel Command is issuing a Request for Proposals (RFP)
to solicit a contractor to provide a contractor-owned, contractor-operated
facility to answer and validate basic, applied, and developmental biomedical
questions critical to providing medical countermeasures against known and
emerging chemical threats. The RFP work statement requires writing study
protocols and conducting tests for potential decontamination and protective
systems, as well as antidotal and therapeutic compounds against chemical

20-10 Mining Occupational Safety and Health Research (CDC)

The Centers for Disease Control and Prevention's National Institute of
Occupational Safety and Health (NIOSH) seeks hypothesis-testing research
to identify and quantify occupational health and safety hazards to miners;
develop methods and technologies to measure and control these hazards;
and translate findings to help solve these problems. Priorities, in order
of importance, are hearing loss prevention, mining injury prevention, dust
and toxic substance control, social and economic consequences of mining

20-11 Antimicrobial Resistance Prevention (CDC)

The Centers for Disease Control and Prevention is inviting cooperative
agreement applications to develop and evaluate demonstration projects to
prevent and control the emergence and spread of antimicrobial resistance.
Projects should use a combination of approaches to achieve more judicious
antimicrobial use and other desired changes, and should conduct a multifaceted
program evaluation. CDC has reserved about 50 percent of funds for community-based
projects, and 50 percent for projects focused on integrated healthcare
delivery systems. Projects may encompass both areas, but applicants should

20-12 Research Network for Large-Scale Sequencing of the Human Genome (NIH)

The purpose of this request for applications (RFA) is to seek applications
to participate in a Research Network, the goal of which is to make a major
contribution to the completion of the first human genome sequence by 2005.
This Research Network will be comprised of sequence production centers,
specialized sequencing projects and a quality control center. The Research
Network's goal will be to complete 1.8 billion base pairs (60%) of human
DNA sequence by 2005 (it is anticipated that the U.S. Department of Energy
(DOE) and international partners in the HGP will complete the remaining

20-13 Cellular and Molecular Interrelationships of Atherosclerosis and
Hypertension (NIH)

The goal of this RFA is to develop new animal and cellular models to study
the interrelationships of atherosclerosis and hypertension, to encourage
basic research on cellular and molecular mechanisms leading to the concurrent
development of high blood pressure and atherosclerosis, and to identify
the pathways by which either one of these conditions might influence the

The Office of the Assistant Secretary for Planning and Evaluation (ASPE)
announces that applications are being accepted for funding to augment existing
evaluations of teen pregnancy prevention interventions that are rigorous
in design and already have funding. The primary goal of the proposed grants
is to further the understanding of teen pregnancy prevention interventions
and the extent to which these interventions meet their goal of reducing
teenage pregnancies. Federal funding under this announcement is intended
to support evaluation exclusively, not program operation of service provision.

The United States Agency for International Development (USAID) is seeking
proposals to provide technical services. The IQC Contracts which will be
awarded under this Local Government Assistance Initiative (LGA) RFP are
in support of the Eastern Europe and Newly Independent States (ENI) Bureau's
Strategic Objective 2.3 `More Effective, Responsive and Accountable Local
Government'. The overall goal of this Local Government Assistance Initiative
is to support ENI Missions with SO 2.3 or related programs by providing

The Department of Housing and Urban Development will provide funding for
a demonstration program to establish and operate Community Outreach Partnerships
Centers (COPC). The program should provide outreach, technical assistance,
applied research, and empowerment to neighborhoods and neighborhood-based
organizaitons. Components of the program may address metropolitan or regional
strategies if neighborhoods and neighborhood organizations are involved
