The Army's Edgwood Research, Development and Engineering Center (ERDEC)
has issued its FY 1998 Broad Agency Announcement. The BAA areas of interest
all support the acquisition of materiel that allows military personnel
to continue a mission while under the threat of chemical or biological
attack. Proposals would be for basic and applied research. Topics of interest
include: a) Biotechnology, b) Aerosol Technology, c) Chemistry and Physics
of Surfaces, d) Decontamination Research, e) Biological Detection, f) Chemical
Detection, g) Standoff Detection, h) Individual Protection, i) Collective

19-2 Mental Retardation Research Centers (NIH)

The National Institute of Child Health and Human Development (NICHD) invites
research center core grant applications (P30) as part of the Institute's
Mental Retardation Research Program to develop new knowledge in the field
of diagnosis, prevention, treatment, and amelioration of mental retardation
and developmental disabilities. Two centers may be supported in response
to this Request for Applications (RFA). These grants fund core support
services, administration, and development of a limited number of new research

19-3 Lindbergh Grants Program (Lindbergh)

Grants of up to $10,580 are awarded by the Charles A. and Anne Morrow Lindbergh
Foundation to researchers whose projects attempt to create a better balance
between technology and the natural environment. Grant categories include:
Aerospace/Aviation, Agriculture, Conservation of Natural Resources, Education,
Exploration, Health, and Waste Minimization and Management.

19-4 Leadership Awards in Biomedical Engineering (Whitaker)
-
The Whitaker Foundation announces a new program of Leadership Awards in
Biomedical Engineering to take advantage of extraordinary opportunities
for developing or enhancing the biomedical engineering infrastructure at
major research universities. Applicants must already have or propose to
establish a permanent academic structure for biomedical engineering, such
as a department.

19-5 Special Education Research (ED)

The Education Department is inviting proposals to provide research and
innovation to improve services and results for children with disabilities.
Priority focus areas: beacons of excellence, to identify factors contributing
to exemplary learning; sustainability of promising innovations; improving
reading comprehension results for children with learning disabilities:
models that bridge the gap between research and practice; inclusion of
students with disabilities in large-scale assessment programs; improving
delivery of special education and related services or early intervention
services to children who are English-language learners; and educating children

19-6 Early Head Start (HHS)

The Administration for Children and Families is inviting applications under
the Early Head Start program to provide child and family development services
for low-income families with children under age three and pregnant women.
Programs should provide early, continuous, intensive and comprehensive
child development and family support services to low-income families. The
goal is to enhance children's physical, social, emotional and intellectual
development; and support parents' efforts to move toward self-sufficiency.

19-7 Space Applications Technology Program (DOD)

The U.S. Army Space and Missile Defense Command (USASMDC), is seeking innovative
space related capabilities and approaches to enable information integration
with rapidly deployable, early entry operations, force projection, and/or
sanctuary support needs. Proposed capabilities will primarily be considered
for demonstration in a field (tactical) environment; however laboratory
type environments will be considered. Specific Areas of Interest are: Space
Enhancement to Command and Control (C2); Intelligence; and Battlefield

19-8 Human Factors Assessment of Roundabouts (DOT)

The Federal Highway Administration plans to issue a full and open competitive
solicitation. The objectives of this study are to: 1) develop a set of
driver characteristics for use in traffic simulation models to evaluate
the design and operational features of roundabouts; and 2) develop human
factors guidelines for roundabout signing, pavement markings, and design
elements including guidance for safely accommodating pedestrians, bicyclists,

The Defense Advanced Research Projects Agency (DARPA) is seeking proposals
(technical and cost) for research and development of microelectronics,
opto-electronics and/or photonics technology. The proposed efforts should
offer potential for significant impact on the current technology and the
national defense. Proposed efforts are being sought which are aligned with
existing programs of the Electronics Technology Office of DARPA to focus
on electronics technology to produce smaller, lighter, and more mobile

19-10 Pulp and Paper Research Grants (TAPPI Foundation)

TAPPI Foundation is awarding seed money for innovative fundamental research
in pulp, paper, and related industries. Proposed research must be nonconfidential,
precompetitive, and nonproprietary in nature and content. Areas of interest
include: Energy, Environmental, Fibrous Raw Materials, Papermaking Processes,
Pulping, Recycling, Sensors and Process Control, and Surface and Structure
Treatments.

19-11 Atmospheric Chemistry Modeling and Analysis (NASA)
-
The National Aeronautics and Space Administration (NASA) intends to solicit
research proposals for science investigations to be carried out as part
of the Atmospheric Chemistry Modeling and Analysis Program (ACMAP) of the
Science Division of NASA's Office of Earth Science. Proposals for membership
in a newly reconstituted science team for Stratospheric Aerosol and Gas
Experiment (SAGE II) satellite instrument are also solicited with this
announcement. ACMAP supports research in computational modeling and data
analysis for studies on the trace constituent distributions of the troposphere
and stratosphere, as well as dynamical properties of the stratosphere,
emphasizing large regional and global scales. The SAGE science team will
support activities in eight areas: 1) validation; 2) trend studies; 3)
algorithm improvement; 4) tropospheric aerosol studies; 5) water vapor
studies; 6) nitrogen dioxide studies; 7) cloud studies; and 8) atmospheric

The National Aeronautics and Space Administration (NASA), Office of Space
Science is releasing a NASA Announcement of Opportunity (AO 98-OSS-04)
for investigations suitable for the next flight mission(s) in its Discovery
Mission series with a mission launch date of no later than September 30,
2004. The Discovery Program consists of focused planetary system(s) exploration
investigations of limited costs and duration utilizing medium class or

19-13 Solar-B Mission (NASA)

The Institute of Space and Astronautical Science (ISAS) of Japan is proposing
a new space mission for studying the Sun that is currently identified as
Solar-B. It is planned for launch into a Sun-synchronous polar orbit in
the year 2004. ISAS has invited participation by United States (U.S.) scientists
in the Solar-B mission through the National Aeronautics and Space Administration
(NASA). The primary goal of the Solar-B mission is to advance our understanding
of the origin of the outer solar atmosphere, the corona, and of the coupling
between the fine magnetic structure at the photosphere and the dynamic

19-14 Explorer Program Medium-class Explorers (MIDEX) and Missions
Opportunity (NASA)

The National Aeronautics and Space Administration (NASA), Office of Space
Science announces the opportunity to conduct space science investigations
through the Explorer program. Proposals submitted in response to this Announcement
of Opportunity (AO) must be for complete investigations encompassing all
appropriate mission phases. This AO invites proposals for the third and
fourth Medium-class Explorer (MIDEX) missions and for participation in
non-NASA space missions, identified in this announcement as Missions of

19-15 Instrument Incubator Program (NASA)

The National Aeronautics and Space Administration (NASA) announces the
solicitation of proposals for a new technology development program in support
of the Office of Earth Science (OES). The Instrument Incubator Program
(IIP) seeks proposals for technology development activities leading to
new system and subsystem level airborne and space-based measurement techniques
to be developed in support of OES science research. A major objective of
the OES space flight program is to implement the program with small spacecraft

19-16 Targeted Research on Oral Microbial Biofilms (NIH)

The National Institute of Dental Research (NIDR) and National Institute
of Allergy and Infectious Diseases (NIAID), invite research grant applications
to investigate basic research on microbial oral biofilms, specifically
in the areas of antimicrobial resistance, gene transfer, and host defense.
Collaborative projects that bring together investigators in diverse scientific
disciplines studying biofilms, including microbiology, immunology (including
mucosal immunology), biochemistry, pathology, engineering, imaging technology,

19-17 Microbial Risk Assessment Modeling (FDA)

The Food and Drug Administration's Center for Food Safety and Applied Nutrition
is inviting cooperative agreement applications for research on risk assessment
dose-response models for microbiological hazards associated with food.
FDA seeks to support research to complement and expand controlled clinical
infection by including additional strains, lower-dose levels, other subject
samples to develop correlates and biomarkers of human susceptibility and
develop correlative dose-response data from relevant animal surrogates
using common bacterial strains and conditions as in human experiments.

The Corporation for National and Community Service will provide funds for
community service program sponsors to provide AmeriCorps Education Awards

19-19 Mental Health/Substance Abuse Services for Older Adults
(SAMHSA)

The Substance Abuse and Mental Health Services Administration is inviting
cooperative agreement applications for multi-site evaluation of alternative
models of delivering and financing mental health and/or substance abuse
services for older adults through primary healthcare. In Phase I (year
1), study sites will develop a manual to identify and document service
models using a referral or integrated approach to providing mental health/substance
abuse services through primary healthcare. Phase II will be an outcome
evaluation comparing service use and service system outcomes, clinical
outcomes and costs among the most promising models under the referral and

The National Institute of Justice is soliciting proposals for research
and evaluation to further understanding about correctional policies and
programs, sentencing and impacts related to sentencing legislation. NIJ

and topical research project that will contribute to the understanding
