The National Science Foundation has announced a change in deadlines for
full proposals for the Knowledge & Distributed Intelligence (KDI) initiative.
The new deadlines are: Knowledge Networking (KN) proposals: May 11, 1998;
New Computational Challenges (NCC): May 12, 1998; Learning and Intelligent

18-2 NICHD Career Transition Award (NIH)
-
The overall goals of this program are to enable outstanding individuals
to obtain research training experience in the National Institute of Child
Health and Human Development (NICHD) Division of Intramural Research and
to facilitate their successful transition to an extramural environment
as independent researchers. The Career Transition Award will provide two
years of support for research training in an NICHD intramural laboratory
followed by two years of support for an independent research project in

18-3 Canadian Studies Grant Program (Canadian Embassy)

The Canadian Studies Grants are designed to increase knowledge and appreciation
of Canada in the United States through the support of teaching, research,
and program activities in a wide range of disciplines. The Canadian government
is particularly interested in projects that focus on current Canada-US
relations and Canada's place in North America. Priority topics include
trade, economic, and business issues such as environment, natural resources,
(energy, fisheries, forestry, etc.), national and international security,
Canadian values and culture, and communications. The Matching Grant Program
provides matching support for Canadian Studies programs and projects that
receive funding from foundations or other funding institutions. Applications
are due June 15, 1998. Also available are Conference Grants, due June 15,
1998, Program Enhancement Grants, and Research Grants, due September 30,
1998. The Faculty Enrichment (Course Development) Program provides faculty
members with an opportunity to develop or redevelop a course with substantial
Canadian content that will be offered as part of their regular teaching
load. Applications are due October 31, 1998. Graduate Student Fellowships
are also due October 31, 1998.

18-4 Commercial-Scale Odor Solutions Initiative Projects Targeting Swine
Odor Reduction (NPPC)

Proposals are invited for consideration in the area of technology development
for innovative, new, basic, and applied approaches to swine odor management,
with emphasis on air quality applications. Each proposal must involve a
commercial-scale evaluation of technology which exists for these applications
or which exists and is adaptable for swine odor management. Each technology
will be evaluated relative to its `claims' of odor reduction. Changes in
odor measurements will be monitored on similar untreated `control' farms.
Comparison of odor changes between control farms and technology farms will
be used in the final evaluation.

farm option pilot programs to conserve natural resources and improve water

The Agriculture Department is inviting preapplications for rural cooperative
development grants to establish and operate centers for rural cooperative
development. Nonprofits and higher education institutions are eligible
to apply. USDA will favor applicants with relevant experience and expertise;
demonstrated ability to facilitate business and employment opportunities
to improve the economic conditions of rural areas; demonstrated ability
to create links between domestic and international markets; commitment
to serving underserved areas; and replicable and environmentally-sound

technical assistance and research and evaluation projects on economic development.
EDA seeks projects for development and dissemination of cutting-edge and

revolving loan fund investments; and development of information on effective

18-9 Disseminating Proven Reforms (ED)

The Fund for the Improvement of Postsecondary Education (FIPSE) invites
the directors of innovative postsecondary education programs that became
fully institutionalized between 1988 and 1997 to apply for funds to disseminate
their work by becoming mentors to institutions committed to adapting their
models. Funding will be available to support about eight mentor institutions,
each to work with three to six adapting institutions over a 17-month period,
to disseminate their reforms by coaching the adapters as they set up the
new programs. Proposals should be submitted by the mentor institution on
behalf of itself and the adapting partners.

18-10 Jovian System Data Analysis Program (NASA)

The National Aeronautics and Space Administration (NASA), Office of Space
Science is releasing a NASA Research Announcement (NRA 98-OSS-05) entitled
Jovian System Data Analysis Program. This NRA solicits proposals for basic
research in the area of analysis and interpretation of data related to
understanding the Jovian system. The objective of this program is to enhance
the scientific return from the Galileo mission by broadening the scientific
participation in the analysis and interpretation of orbiter and probe data

18-13 Strategies to Augment Alveolization (NIH)

This solicitation invites research grant applications focused on regulation
of alveolar formation in the lung. The goal of the program is to generate
genetic, cellular and molecular information about alveolar formation that
will ultimately lead to the development of rational clinical interventions
in aberrant lung development, injury, or disease processes. Among the disciplines
and expertise that may be appropriate for this program are developmental
biology, molecular biology, physiology, molecular genetics, biochemistry,
pharmacology, morphometry, pathology, pediatrics and pulmonary medicine.

18-14 Transition to Independent Positions (TIP) (NIH)

Human health and human disease result from three interactive elements:
1) environmental exposures, 2) individual susceptibility, and 3) time.
The mission of the National Institute of Environmental Health Sciences
(NIEHS) is to reduce the burden of human illness and dysfunction from environmental
exposures by understanding each of these elements and how they interrelate.
The NIEHS TIP Program is a pilot Research Scholar Development Award (K22)
program targeted to talented postdoctoral scientists. Individuals with
a research or health professional doctoral level degree or equivalent with
no more that five years of postdoctoral research training at the time of
application, and with demonstrated outstanding abilities in basic, clinical
or population-based (e.g., epidemiologic) research, are eligible to apply.

18-15 Research on Topical Microbicides for Prevention of STDs/HIV (NIH)

The Sexually Transmitted Diseases Branch of the Division of Microbiology
and Infectious Diseases (DMID), National Institute of Allergy and Infectious
Diseases (NIAID), invites grant applications for program projects to conduct
research necessary for the development of topical microbicides for intravaginal
and intrarectal use to prevent sexually transmitted diseases (STDs), including
Human Immunodeficiency Virus (HIV) infection. The NIAID wishes to continue
and expand research in this area through the conduct of multi-disciplinary
research in microbiology, immunology, reproductive biology, reproductive
toxicology, and cell biology. Basic and applied research that will lead
to effective strategies for intravaginal/intrarectal protection against

18-16 State Child Exchange & Visitation Center (Kansas)

Grant funds are available from the State Child Exchange and Visitation
Center Fund and the Federal State Access and Visitation Program for the
fiscal year July 1, 1998 through June 30, 1999. The purpose of this program
is to increase, enhance, expand or initiate programs that provide services
and assistance to children and families in need of supervised exchange
or visitation. Assistance may encompass a wide range of support services.
Specific services to be provided and the specific target group should reflect
local needs and priorities. Activities may include on-site supervision,
exchange monitoring, therapeutic supervision, recording observations of
visits, referrals to other services, and educational classes for parents.

18-17 Project: Youth Connect (SAMHSA)

The Substance Abuse and Mental Health Services Administration is inviting
cooperative agreement applications for study sites and a coordinating center
to assess the effectiveness of mentoring/advocacy models focusing on high-risk
youths ages 9 to 15 and their families. The program aims to prevent, reduce
or delay substance abuse among youths by improving school boding and academic
performance; improving life management skills; and improving family bonding
and family functioning. The coordinating center will support effective
evaluations and conduct secondary analyses of data across the study sites.

research on broad criminal justice and social themes, from examining how
victims and communities respond to crime to the role of police, prosecutors,
