15-1 Land Mine Research Center (ED)

The Education Department's National Institute on Disability and Rehabilitation Research is inviting applications to establish a rehabilitation engineering research center to improve technology access for land mine survivors. The center must address the needs of land mine survivors, be tailored to circumstances in developing countries, and work in cooperation with a higher education institution involved in both rehabilitation medicine and engineering research, training and service. 15-2 Sexually Transmitted Diseases Cooperative Research Centers (NIH)

The purpose of this RFA is to stimulate multidisciplinary, collaborative research to further understanding of sexually transmitted diseases (STDs) and effective approaches to their prevention and control. The Sexually Transmitted Diseases Branch of the Division of Microbiology and infectious Diseases of the National Institute of Allergy and Infectious Diseases (NIAID) invites grant applications for recompetition of the Sexually Transmitted Diseases Cooperative Research Centers (STD CRCs). The CRCs 1) provide a multi-disciplinary approach to STD research by bridging biomedical, clinical, behavioral, and epidemiological research; 2) foster interaction among STD investigators; and 3) facilitate intervention-oriented research. 15-3 Industrial Ecology Research Fellowships 1998 (NSF/Lucent)

NSF is soliciting proposals for the Industrial Ecology Research Fellowship Program, a joint venture with Lucent Technologies. NSF and Lucent Technologies are interested in research from a broad range of disciplines (e.g., engineering, the physical sciences, economics, business, law, and public policy). Example topic areas for this announcement may address life cycle assessment, design, tool development, environmentally benign processes and products, environmental impact prioritization models, design for material and energy minimization, product use interactions with the environment,and design for disassembly or recycling. 15-4 USDA Extension Farm Safety Performance Plans (USDA)

Performance Plans for the Extension Farm Safety Program are due April 17, 1998. The Farm Safety Plan funding is to provide seed money to develop a farm safety program that meets the state's most critical needs. Project narrative should describ ea plan to: enhance efforts to reach underserved populations; build external support for the Extension Farm Safety Program and develop consensus on how to address controversial farm safety issues; and develop and implement a strategy for securing adequate resources to develop an Extension Farm Safety Program that addresses the priority farm safety issues in your state.

15-5 Water Quality Program Continuing Projects (USDA)

Fiscal year 1998 funds are available for recipients of FY 1997 funding under the Water Quality Program. Research projects are not eligible for funding under this program. Projects for funding include: Databases, Demonstrations, Estuaries, Evaluation/Accountabilities, Hydrologic Unit Areas, Interagency Liaisons, IPS-Support Projects, and REIM Projects.

15-6 Public Programs on Community Life (KHC)

The Kansas Humanities Council invites Kansas organizations to apply for special grants to initiate discussions on Democratic Vistas: Creating Community for the Next Century. Both major and minigrants are available to nonprofit organizations in the state to encourage programs on enhancing community and civil society. Democratic Vistas grant projects may take many formats. Examples include: a panel discussion on ways to enhance community participation; a community summit on the future of volunteerism; dramatizations or staged readings on democracy followed by a community discussion; exhibits, media productions, interactive web sites, online discussions, humanities residencies, and seminars.

The National Institutes of Health, Office of Science Policy, Office of Science Education has a requirements for the development, production and distribution of science curriculum supplements. The Department of Education's Office of Special Education and Rehabilitative Services is inviting applications for a new Rehabilitation Engineering Research Center for Fiscal Year 1998. Rehabilitation Engineering Research Centers conduct research, demonstration, and training activities regarding rehabilitation technology--including rehabilitation engineering, assistive technology devices, and assistive technology services, in order to enhance the opportunities to better meet the needs of, and address the barriers confronted by, individuals with disabilities in all aspects of their lives. The Housing and Urban Development Department seeks proposals for work-study programs in community development at general and Hispanic-serving postsecondary institutions. The program provides assistance for economically disadvantaged and minority graduate students who participate in community development work study-programs and are enrolled full-time in a graduate community-building academic degree program. 15-12 Small Grants in Hexavalent Chromium Risk Reduction (EPA/AESF)

EPA and AESF are seeking grant applications to conduct environmental R&D to support the reduction and elimination of multimedia emissions from hard chrome plating operations. Projects submitted should focus on one of the following risk reduction topic areas: 1) How do the best existing closed-loop and no- or low-emissions hard chrome plating processes achieve their emission reductions compared to the same or similar systems without the closed-loop and other pollution prevention technologies, and what are the reductions in risks to workers and nearby residents? 2) Develop and demonstrate innovative, preferably simple and low-cost, approaches to achieving emissions reductions and risk reduction.

15-13 Scientific Investigations in the Earth Sciences Discipline of Precipitation Science and Related Tropical Energetics In Connection with the Tropical Rainfall Measuring Mission (NASA)

The National Aeronautics and Space Administration (NASA) announces the solicitation of research proposals to conduct scientific investigations in the Earth sciences discipline of precipitation science and related tropical energetics in connection with the Tropical Rainfall Measuring Mission (TRMM) launched in November 1997. This opportunity, which follows an earlier TRMM research announcement that began in 1997, is intended to support TRMM post-launch investigations for a 3-year period. Five topics of interest are emphasized in this NRA that are relevant to TRMM post-launch science investigations: (1) algorithm improvement, (2) data utilization, (3) validation data, (4) field campaigns, and (5) applications. 15-16 Mini-Grant Program (KDHE)

A community coalition outreach and breast cancer screening recruitment mini-grant program has been developed as a part of the FREE to Know Program (Kansas Breast and Cervical Cancer Initiative) to assist coalitions in providing breast cancer education and outreach and in recruiting Kansas women 50-64 years of age to receive breast cancer screening services provided by FREE to Know. Grants up to $2000 each will be awarded to local community coalitions. Applications addressing minority or rural women will receive priority consideration. (KR 04/02/98)

15-17 Women and Violence (SAMHSA)

The Substance and Mental Health Services Administration is inviting cooperative agreement applications to support the first part of a two-phase study on women; alcohol, drug abuse and mental health (ADM) disorders; and violence. The goal of Phase I is to generate knowledge in response to two questions: what constitutes an integrated system of care for women with co-occurring disorders who are victims of violence, and for their children; and what are the most promising services integration models for this population and why. Projects for this phase should develop and implement an integrated system of care as a vehicle for delivering effective services intervention models for women with co-occurring substance abuse and mental health disorders who are victims of physical and/or sexual abuse, and for delivering services for their children; develop and implement Phase I's qualitative evaluation; and develop evaluation protocols for Phase II of the study. 15-18 Community Action Grants for Service Change (SAMHSA)

The Substance Abuse and Mental Health Services Administration is inviting applications for community action grants to support the adoption of exemplary service delivery practices for children with serious emotional disturbances and adults with serious mental illness, under both a basic program and a Hispanic-specific initiative. The program support the adoption of exemplary practices through convening partners, building consensus, aiding in eliminating barriers, decision-support and adaptation of service models to meet local needs.
