14-1 Industrial Competitiveness Through Energy, Environment, Economics
(DOE)
The Energy Department is inviting preproposals to reduce energy consumption,
waste production and operating costs under the National Industrial Competitiveness
Through Energy, Environment and Economics (NICE) program. Eligibility is
limited to states, territories and possessions with an industrial partner.
Local governments, state and private universities, private nonprofits,
businesses and individuals not eligible as direct applicants may work with
appropriate state agencies in developing projects and forming participation

14-2 Adult Basic Education (KS Dept. of Ed)
The Kansas Department of Education has available federal funding for Adult
Basic Education. The Basic Program Grant provides for the development of
new programs for adults whose lack of basic skills renders them unemployable;
keeps them, whether employed or unemployed, from functioning independently
in society; and severely reduces their ability to have a positive effect
on the literacy of their children. Two other grant programs are available:
Staff Development Grants to provide training for full-time professional
adult educators; training for minority educators; training for educators
of adults with limited English proficiency; and training teachers to recognize
and more effectively serve illiterate individuals with learning disabilities
below the fifth grade level. In addition, mini-grants for research and
special demonstration projects for staff development are available.

14-3 Heartland Works, Inc. Request for Proposals (Heartland Works, Inc.)
Heartland Works, Inc. 117 S.W. 10th, Topeka, 66612, is issuing a request
for proposals to provide educational enrichment services to its summer
youth participants located in the Lawrence area (Douglas, Franklin or Jefferson
counties) and Manhattan area (Riley, Pottawatomie or Wabaunsee counties)
for the period June 1-August 14, 1998. Heartland Works, Inc. is also issuing
a request for proposals to provide educational enrichment services to an
additional 10-30 summer youth participants located in Shawnee, Osage and/or

14-4 Integrated Assessment of Global Climate Change (DOE)
The Energy Department's Office of Energy Research is inviting applications
under the Integrated Assessment of Global Climate Change program for research
to analyze the costs and benefits of potential actions to control greeenhouse
gases and possible climate change. Priority topics are technology innovation
and diffusion; emissions trading; supply curves for greenhouse gases other
than carbon dioxide; supply curves for land use; and representation of

prediction and optimization; and bioremediation and its social implications

14-6 Announcement of Opportunity for Discovery Program (NASA)
The National Aeronautics and Space Administration (NASA) announces the
opportunity to conduct planetary science investigations through Discovery
Program space flight missions that meet the goals of planetary system(s)
exploration. Discovery missions are solar system science missions intended
for travel to and exploration of solar system bodies, and/or for remote
examination of the solar system and extrasolar planetary system environments.
The Discovery program is designed to accomplish frequent, high quality
planetary system(s) science investigations utilizing innovative, streamlined,
and efficient management approaches. It seeks to reduce total mission cost
substantially and to improve performance through the use of new technology
and through commitment and control of design/development and operations
costs, and to transfer new technology among space, nonaerospace firms,

14-7 Optimized Portable Algorithms and Application Libraries Initiative
for Complex Physical Simulation (NSF)
The Division of Mathematical Sciences, in collaboration with the Office
of Multidisciplinary Activities of the Directorate for Mathematical and
Physical Sciences, the Directorate for Computer and Information Science
and Engineering (CISE) and the Directorate for Engineering (ENG)) of the
National Science Foundation (NSF) and the Defense Sciences Office of the
Defense Advanced Projects Research Agency (DARPA) plan jointly to support
research and development of new approaches to the design and creation of
efficient algorithms and optimized libraries for large-scale numerical
modeling and simulation of physical phenomena arising in industrial applications.
The Optimized Portable Algorithm and Application Libraries (OPAAL) initiative
is an opportunity for researchers in the mathematical sciences to join
with other scientists and engineers in the development of innovative mathematical
techniques applicable to simulation of complex physical processes. An ideal
team would include expertise in the mathematical sciences, materials processing,
computer science, and engineering, and would have strong connections to

14-8 Unidata Equipment Grants (NSF)
The Division of Atmospheric Sciences (ATM) of the National Science Foundation
(NSF) will accept equipment proposals from academic institutions engaged
in teaching and research in the atmospheric and related sciences for Unidata-supported
systems. It is NSF's intent to assist those institutions that presently
do not have interactive meteorological computer capability to participate
in the Unidata Program. In addition, NSF will accept proposals for purchasing
hardware and software to assist institutions whose Unidata-related computing
equipment is becoming obsolete, especially institutions whose computers
do not meet the minimum standards currently recommended by the UPC. NSF
will also accept proposals for purchasing hardware and software that will
enhance an institution's participation in the Internet Data Delivery system
or a department's participation in NSF's Very high speed Backbone Network

14-9 Risk-Assessment Research in Water-borne Pathogens (EPA)
The Environmental Protection Agency is inviting proposals for cooperative
agreements to conduct biological and statistical research related to the
assessment of human health risk due to pathogen and host factors. Areas
include investigations into waterborne pathogen risk and health outcomes
in human subpopulations, such as infants and the immuno-compromised, and
development of severity indices, resultant costs, multi-route exposures,

14-10 Basic and Clinical Research on Fibromyalgia (NIH)
The Rheumatic Diseases Program of the National Institute of Arthritis and
Musculoskeletal and Skin Diseases (NIAMS) and other NIH Divisions invite
research grant applications (R01) and exploratory/developmental grants
(R21) from interested investigators for tightly focused innovative research
studies related to all aspects of pathogenesis and clinical manifestations
of fibromyalgia syndrome (FMS) and to relationships between FMS and temporomandibular
disorders (TMDs). Improved understanding of the origins and the biological,
neurological and psychosocial mechanisms underlying the clinical manifestations
of fibromyalgia syndrome will have an impact on the development of more
effective diagnostic tests and new therapies for both FMS and related disorders.

14-11 Genetic and Molecular Basis of Longevity (NIH)
The National Institute on Aging (NIA) invites applications for new and
competing renewal applications for research project grants to support basic
research on the genetic and molecular basis of longevity. The goals of
the Genetic and Molecular Basis of Longevity Request for Applications (RFA)
are to identify genes that play a role in determining longevity and health
span and to determine the cellular and biochemical functions, and molecular
mechanisms of action of these Longevity Assurance Genes (LAGs). A multidisciplinary
approach to the study of the complex traits of longevity and aging, including
the application of genetic, molecular, and biochemical techniques, has
accelerated research progress toward an in depth understanding of the molecular
genetic basis of longevity and aging. The continued application of multidisciplinary
approaches to the investigation of these areas of aging biology is strongly

14-12 Core Centers for Musculoskeletal Disorders (NIH)
The National Institute of Arthritis and Musculoskeletal and Skin Diseases
(NIAMS) invites applications for research core centers in musculoskeletal
disorders. The Core Centers for Musculoskeletal Disorders (CCMDs) will
provide the resources for a number of established, currently funded investigators,
often from different disciplines, to adopt a multidisciplinary approach
to common research problems in musculoskeletal disorders and to ensure

14-13 Opportunities for Research at Regional Primate Research Centers (NIH)
The purpose of this program announcement is to offer mechanisms through
which nonhuman primate resources can be more readily accessible to researchers.
The National Center for Research Resources (NCRR) invites investigator-initiated
research project grants applications for research that utilizes nonhuman
primates and other research resources at the seven Regional Primate Research
Centers (RPRCs). The overall objectives of this initiative are to: 1) promote
cutting edge scientific research; 2) enhance utilization of nonhuman primates
and other resources within the RPRCs; and 3) promote coordinated research
efforts with Center staff scientists who are located at the seven RPRCs.

The Mental Retardation and Developmental Disabilities Branch (MRDD), Center
for Research for Mothers and Children (CRMC), of the National Institute
of Child Health and Human Development (NICHD), and the Division of Fundamental
Neuroscience and Developmental Disorders (DFNDD) of the National Institute
of Neurological Disorders and Stroke (NINDS), in collaboration with the
National Down Syndrome Society (NDSS), invite research grant applications
that address various aspects of cognition and behavior in individuals with
Down Syndrome (DS). Areas of interest include the developmental and neurological

14-15 Addendum - Grants for Health Services Dissertation Research (NIH)
This addendum is to inform potential applicants of the 1998 receipt date,
the submission location, and clarification to the review process for PAR-96-016
`Grants for Health Services Dissertation Research,' administered by the
Agency for Health Care Policy and Research (AHCPR). This small grant (R03)
program was announced in the NIH Guide for Grants and Contracts, Vol. 25,
No. 1, January 26, 1996 and supports research undertaken as part of an
academic program to qualify for a doctorate. AHCPR supports and conducts
health services research to improve the clinical outcomes, effectiveness,

14-16 NIDCD/ORMH Minority Dissertation Research Grants in Human Communication
(NIH)
The National Institute on Deafness and Other Communication Disorders (NIDCD)
and the Office of Research on Minority Health (ORMH) announce the availability
of small grants (R03) to support doctoral dissertation research in human
communication for minority doctoral candidates. Grant support is designed
to aid the research of new minority investigators and to encourage minority
individuals from a variety of academic disciplines and programs to conduct
research in hearing, balance, smell, taste, voice, speech, and language.
