16-1 Lindbergh Grants Program (Lindbergh)
Grants of up to $10,580 are awarded by the Charles A. and Anne Morrow Lindbergh Foundation to researchers whose projects attempt to create a better balance between technology and the natural environment. Grant categories include: Aerospace/Aviation, Agriculture, Conservation of Natural Resources, Education, Exploration, Health, and Waste Minimization and Management.
16-2 Long-Term Ecological Research (LTER) in Land/Ocean Margin Ecosystems (NSF)
To enhance the scope and disciplinary breadth of the Long-Term Ecological Research (LTER) Network, the National Science Foundation (NSF) announces a competition for up to two new LTER sites that focus on ecological systems at the interfaces of land masses and coastal oceans (including the Laurentian Great Lakes), hereafter referred to as land/ocean-margin ecosystems. Estuaries, coastal wetlands, and coastal reefs are examples of land/ocean-margin ecosystems. The research proposed in response to this announcement should emphasize major ecological questions on the linkages between terrestrial and coastal ecosystems. The work should seek to understand the causes of major ecological and environmental changes that influence land/ocean-margin environments, and how the populations, communities, and ecosystems of the land/ocean-margin environment respond to these changes. 16-3 Lectureship Grants for German and American Scientists (GAAC)
The German-American Academic Council Foundation (GAAC) will award lectureship grants for distinguished German and American scientists and scholars. The awards are to enable German scientists to give lectures in the U.S. and for American scientists to give guest lectures in Germany. The program aims at improving the exchange of information on current aspects of research and technology, and illuminating the political, social, and economic conditions and consequences in the lecturers' home countries. Special emphasis is placed on involving young scientists and scholars in the program. All fields of science and the humanities are eligible.

16-4 Illinois Missouri Biotechnology Alliance (IMBA)
The Illinois Missouri Biotechnology Alliance (IMBA) is soliciting proposals for research and development projects designed to achieve an increase in the volume of profitable business in the U.S. food and agricultural sector. The focus of the proposed project must be on biotechnology research that will lead to development of research results that can be translated into marketable products, processes, or services. Initially the subject matter scope of the IMBA program is limited to corn and soybeans. However, the scope encompasses all dimensions of these industries. The geographical focus is directed at Illinois and Missouri along with other Midwestern states having similar crops, soils, climate, and socioeconomic conditions.
16-5 Pork Producers Targeted Research (NPPC)
The National Pork Producers Council (NPPC) is soliciting research proposals dealing with Porcine Reproductive and Respiratory Syndrome (PRRS). Projects that link swine practitioners with field cases and research laboratories are especially encouraged. Research priority areas are pathogenesis, immunology, diagnostics, transmission and epidemiology.

16-6 Atmospheric Chemistry Program (DOE)
The Energy Department is inviting applications for experimental and theoretical study of atmospheric chemistry processes affected by energy-related air pollutants. Areas include research to understand the fundamental scientific phenomena associated with atmospheric ozone formation and removal processes; ozone and UV-B trend analysis, using past emerging data sets; and research to understand the fundamental scientific phenomena associated with aerosol radiative forcing and climate change. 16-7 Availability of NASA Observing Time at the Keck Observatory (NASA)
NASA's Office of Space Science solicits basic research proposals for a scientific investigation at the W.M. Keck Observatory (WMKO). An integral part of this research program is the design and construction of a unique instrument for use at WMKO. Each successful proposer will conduct a feasibility study with an option for implementation. This Announcement of Opportunity (AO) specifically applies to programs that propose use of the eight foci available at the Cassegrain or Nasmyth locations of Keck II telescope. AO 97-OSS-02
16-8 Ecological Research in the Large-Scale Biosphere-Atmosphere Experiment in Amazonia (NASA)
The National Aeronautics and Space Administration announces the solicitation of proposals for scientific investigations to participate in a multi-year field campaign to improve our understanding of the effects of tropical forest conversion on ecosystem function and the sustainability of land use in support of Mission to Planet Earth. The science question that will focus this research is: How do tropical forest conversion, re-growth, and selective logging, influence carbon storage, nutrient dynamics, trace gas fluxes, and the prospect for sustainable land use in Amazonia? 16-9 University Assistance Program to Develop Finite Element Models for Roadside Safety Hardware Applications (DOT)
The Federal Highway Administration is soliciting applications from educational institutions that have on-going programs using finite element methods for structural analysis. This assistance program involves the development of finite element models of roadside safety structures and models of the components and materials from which they are fabricated. The primary objective of this program is to develop and verify roadside safety structure, component and material models for use with the finite element code DYNA3D. University departments new to this program, as well as those that have previously participated, are encouraged to apply.
16-10 Data Analysis and Theoretical Studies as an Investigator in the Upper Atmosphere Research Satellite (UARS) Program (NASA)
The National Aeronautics and Space Administration (NASA) intends to solicit proposals for data analysis and the theoretical studies as an Investigator in the Upper Atmosphere Research Satellite (UARS) Program. The UARS is an operating satellite launched in 1991 with nine instruments designed to study the chemical composition, dynamics and energy input in the region of the atmosphere from about 15 to 100 km altitude, which comprises the stratosphere, mesosphere, and lower thermosphere. This NRA solicits data analysis and theoretical proposals in both the original areas of interest to the program and in the new areas of interest now possible to study in extended lifetime. 16-11 Exploratory Studies for High Risk/High Impact Research (NIH)
The purpose of this initiative is to broaden the base of inquiry in fundamental biomedical research by encouraging applications for research projects that involve an especially high degree of innovation of novelty and, therefore, require a preliminary test of feasibility. The research projects proposed under this program announcement may involve substantial experimental risks such that their potential for highly significant outcomes may be difficult to judge by the standard criteria used in evaluating R01 proposals. NIGMS supports research in (a) cell biology and molecular biophysics, including basic studies of the structure and function of cells, cellular components, and the biological macromolecules that make up these components; (b) fundamental mechanisms of inheritance and development that typically utilize non-human model systems; (c) basic studies in pharmacology, physiology, biochemistry, biorelated chemistry and anesthesiology; (d) basic studies in biotechnology, including biocatalysis and metabolic engineering; (e) bioengineering, including instrumentation development and refinement and development of bioanalytical methods and biomaterials; and (f) trauma and burn injury. 16-12 Ontogeny of Perinatal Host Defenses (NIH)
The National Institute of Child Health and Human Development (NICHD) of the National Institutes of Health (NIH) invites innovative and hypothesis-driven basic research project grant (R01 and R29) applications designed to study the ontogeny of immunity and host defense mechanisms in the fetus, neonate and infant. The primary objectives are to promote research to study the: 1) cellular, molecular and genetic elements and mechanisms responsible for the ontogeny of host defenses; 2) developmental biology of host defense mechanisms in response to perinatal and postnatal infections; 3) key cells, cytokines, cytokine-receptors, their interactions, and signal transduction events involved in perinatal and postnatal host defense; 4) role, function, mechanisms and interactions of maternal transplacental and colostral transfer of specific immunity on the development and responsiveness of perinatal host defenses; and 5) abnormal host defenses in early development that result in infant morbidity and/or mortality. 16-13 Advanced Technology Program: Tissue Engineering (NIST)
The NIST Advanced Technology Program (ATP) is soliciting proposals for a focused program competition 97-07, Tissue Engineering. The goal of the Tissue Engineering Focused Program is to promote U.S. economic growth by focusing on the development of a tissue engineering industry that would have global preeminence and thus provide jobs, result in high market revenues and significantly reduce the total national healthcare costs. Business plans must contribute to the overall goal of reducing direct hospital and medical costs as well as those costs associated with the long-term care of the ill or disabled.
16-14 Occupational Hazards Research (CDC)
The Centers for Disease Control and Prevention is inviting proposals to develop techniques to prevent occupational diseases and injuries, including research to identify hazardous working conditions and related diseases and injuries, means of hazardous workplace evaluation, and development of new equipment, technology and work practices to promote occupational safety and health. 16-15 A.L. Mailman Foundation Grants (Mailman Foundation)
The A.L. Mailman Foundation is committed to strengthening families and enhancing their ability to support the development and well-being of their children; in developmental approaches to early childhood education that are responsive to individual needs and differences; in the restructuring of social systems to incorporate a family-focused approach in the delivery of human services; and the ideals of social justice and the development of moral responsibility in children and youth.
16-16 Personnel Security Research (ONR)
The Defense Personnel Security Research Center (PERSEREC) announces a program to help fund (through the Office of Naval Research) research addressing issues pertinent to personnel security. The areas covered by this funding program include financial and credit candidate screening and crime detection procedures, prescreening, background investigation, adjudication, continuing assessment, employee assistance program, security awareness, security education, forensic psychophysiology. Participation is sought from graduate students and from scientists, faculty, consultants, and practitioners at financial, research, business, governmental, and educational institutions. 16-17 National Parks Science Scholars (DOI)
The National Park Service will award scholarships for students to conduct dissertation research in the National Park System. This program is for doctoral students in the biological, physical, social and cultural sciences. For 1997 research questions are: 1) Within national parks, what factors influence the vulnerability of habitats to non-native (exotic) plant invasions? 2) Which methods provide reliable and accurate measures of the effects of airborne chemicals and particles on sensitive plant or animal species? 3) How can the costs and benefits of national parks and historic sites be most effectively estimated? 4) Within what are now national parks, what were traditional Native American resource management techniques, and how can they contribute to contemporary ecosystem management?
