In addition to the Fulbright Scholar Awards, Fulbright Distinguished Chair awards for Europe and Canada are available for special competition. Chairs include: Canada (Property Systems, Social Science Research, North American Studies, Property Systems), Denmark (American Studies), Finland (American Studies), Germany (American Studies), Ireland (American History), Italy (American History and Political Science, Labor and Social Law, American Literature or Linguistics, Non-Profit Law, Torts and Bioethics, Economics, Comparative Law, International Economics, Linguistic Theory) Netherlands (American History, Social Studies, American Literature), Portugal (Science and Technology Management) and Sweden (American Studies).
13-2 Mental Retardation Research Centers (NIH)
The National Institute of Child Health and Human Development (NICHD), through the Mental Retardation and Developmental Disabilities Branch (MRDD), Center for Research for Mothers and Children (CRMC), invites research center core grant applications (P30) as part of the Institute's Mental Retardation Research Program to develop new knowledge in the field of diagnosis, prevention, treatment, and amelioration of mental retardation and developmental disabilities. Four centers may be supported in response to this announcement. Mental Retardation Research Center core grants support multidisciplinary research in areas which may lead to diagnosis, prevention, treatment, and/or amelioration of mental retardation and developmental disabilities. 13-3 Rangeland Research Grants (USDA)
The Agriculture Department will fund projects supporting basic research in certain areas of rangeland research. Projects should focus on management of rangelands and agricultural land as integrated systems to induce more efficient use of crops and waste products in food and fiber production; management of watersheds to maximize efficient use of water and improve water yield, water quality, and water conservation; and revegetation and rehabilitation of rangelands by controlling undersirable plant species. 13-4 Library Research & Demonstration Program (ED)
The Library Research and Demonstration Program provides grants to institutions of higher education and other public or private agencies, institutions, and organizations for research and demonstration programs related to the improvement of libraries, education in library and information science, the enhancement of library services through effective and efficient use of new technologies, and dissemination of information derived from these projects. Priorities include projects that focus on reading skills in young children. FR 03/27/97
13-5 Technology Innovation Challenge Grants (ED)
The Challenge Grants for Technology in Education Program provides grants to consortia that are working to improve and expand new applications of technology to strengthen the school reform effort, improve student achievement, and provide sustained professional development of teachers, administrators, and school library media personnel. Only consortia may receive grants under this program. Consortia shall include at least one local educational agency with a high percentage or number of children living below the poverty line. They may also include other local educational agencies, State educational agencies, institutions of higher education, businesses, academic content experts, software designers, museums, libraries, and other appropriate entities. 13-6 Satellite Remote Sensing Measurement Accuracy, Variability, and Validation Studies (NASA)
The National Aeronautics and Space Administration (NASA) announces the solicitation of proposals for scientific investigations and activities in support of NASA's Mission to Planet Earth (MTPE) Program that will quantify and/or improve the accuracy of geophysical measurements derived from current satellite observations and from the initial Earth Observing System EOS satellite sensors. Two types of proposals are requested by this announcement. NASA's `Global Data Integration and Validation Program', and MTPE Research and Analysis (R&A) Program, is requesting proposals to determine the geophysical measurement accuracies of data from current or historical research and operational satellite sensors; to conduct studies of the time and space variability of the derived geophysical parameters including uncertainties; and to analyze the impacts of these uncertainties on subsequent interpretations and applications (Type 1). NASA's EOS Program requests proposals for investigations and activities that will enhance, supplement and/or complement activities planned by the EOS Instrument and Interdisciplinary Sciences Teams to characterize and validate the accuracy of remotely-sensed geophysical parameters derived by the Instrument Science Teams from measurements EOS satellite sensors in the AM-1 time frame (Type 2). 13-7 Minority Dissertation Research Grants in Human Communication (NIH)
The National Institute on Deafness and Other Communication Disorders (NIDCD) and the Office of Research on Minority Health (ORMH) announce the availability of small grants (R03) to support doctoral dissertation research in human communication for minority doctoral candidates. Grant support is designed to aid the research of new minority investigators and to encourage minority individuals from a variety of academic disciplines and programs to conduct research in hearing, balance, smell, taste, voice, speech, and language. The research supported by NIDCD includes basic or fundamental sciences as well as clinical or applied sciences, such as molecular and cellular biology, genetics, epidemiology, and imaging. 13-8 Research on Musculoskeletal Fitness and Sports Medicine (NIH)
The National Institute of Arthritis and Musculoskeletal and Skin Diseases (NIAMS) and the National Institute of Nursing Research (NINR) invite investigator-initiated research grant applications to study a broad range of basic and clinical topics related to musculoskeletal fitness, exercise physiology and sports medicine. The National Center for Medical Rehabilitation Research of the National Institute of Child Health and Human Development (NCMRR/NICHD) encourages applications for both basic and clinical studies of musculoskeletal fitness and exercise physiology of persons with physical disabilities. NIAMS promotes increased basic science research related to exercise and sports medicine to gain improved knowledge about normative measures of musculoskeletal fitness. An aim is to develop appropriate exercise patterns to build muscle and bone strength for men and women who are relatively inactive as well as world class athletes. Exercise patterns should be appropriate throughout the life spectrum, and not limited by performance level because of the presence of physical or psychological challenges. PA-97-025 (NIHG 01/17/97)

13-9 Seniors for Schools Initiative (Corporation for National & Community Assistance)
The Corporation for National and Community Service announces the availability of funding to provide training and technical assistance to programs that receive grants under the Corporation's Seniors for Schools Initiative. The purpose of the initiative is to mobilize the time, talent, experience, and resources of seniors to tutor and mentor public school children in kindergarten through third grade. The Corporation intends to enter into a cooperative agreement with an organization to provide training and technical assistance that strengthens the programs' performance and effectiveness.
