Limited submission programs have sponsor restrictions on the number of proposals that may be submitted by a single institution and will require institutional screening to determine which applications will be submitted. 7-1 Research Opportunities in Space and Earth Sciences 2013, Omnibus Solicitation (NASA)

NASA's Science Mission Directorate announces the release of its annual omnibus solicitation, Research Opportunities in Space and Earth Science (ROSES) for 2013. This ROSES NRA covers all aspects of basic and applied supporting research and technology in space and Earth sciences, including, but not limited to: theory, modeling, and analysis of SMD science data; aircraft, stratospheric balloon, suborbital rocket, and commercial reusable rocket investigations; development of experiment techniques suitable for future SMD space missions; development of concepts for future SMD space missions; development of advanced technologies relevant to SMD missions; development of techniques for and the laboratory analysis of both extraterrestrial samples returned by spacecraft, as well as terrestrial samples that support or otherwise help verify observations from SMD Earth system science missions; determination of atomic and composition parameters needed to analyze space data, as well as returned samples from the Earth or space; Earth surface observations and field campaigns that support SMD science missions; development of integrated Earth system models; development of systems for applying Earth science research data to societal needs; and development of applied information systems applicable to SMD objectives and data. 7-2 Enhancing Access to the Radio Spectrum (NSF)

The National Science Foundation's Directorates for Mathematical and Physical Sciences (MPS), Engineering (ENG), Computer and Information Science and Engineering (CISE), and Social, Behavioral, and Economic Sciences (SBE) are coordinating efforts to identify bold new concepts with the potential to contribute to significant improvements in the efficiency of radio spectrum utilization, and in the ability for traditionally underserved Americans to benefit from current and future wireless-enabled goods and services. EARS seeks to fund innovative collaborative research that transcends the traditional boundaries of existing programs, such as research that spans disciplines covered by two or more of the participating NSF directorates. 7-3 High-End Instrumentation Grant Program (S10) (NIH)

The ORIP High-End Instrumentation Grant (HEI) program encourages applications from groups of NIH-supported investigators to purchase a single major item of equipment to be used for biomedical research that costs at least $750,000. Instruments in this category include, but are not limited to, biomedical imaging systems, NMR spectrometers, mass spectrometers, electron microscopes and supercomputers. 7-5 Challenge Grants (NEH)

NEH challenge grants are capacity-building grants, intended to help institutions and organizations secure long-term improvements in and support for their humanities programs and resources. Grants may be used to establish or enhance endowments or spend-down funds that generate expendable earnings to support and enhance ongoing program activities. Challenge grants may also provide capital directly supporting the procurement of long-lasting objects, such as acquisitions for archives and collections, the purchase of equipment, and the construction or renovation of facilities needed for humanities activities. 7-6 Visiting Senior Fellowships & Associate Appointments (NGA)

The Center for Advanced Study in the Visual Arts, National Gallery of Art, announces its program for Paul Mellon and Ailsa Mellon Bruce Visiting Senior Fellowships. Fellowships are for full-time research, and scholars are expected to reside in Washington and to participate in the activities of the Center throughout the fellowship period. Lectures, colloquia, and informal discussions complement the fellowship program. Each visiting senior fellow is provided with a study. In addition, visiting senior fellows who relocate to Washington are provided with housing in apartments near the Gallery, subject to availability. Visiting senior fellows have access to the notable resources represented by the collections, the library, and the image collections of the National Gallery of Art, as well as to the Library of Congress and other specialized research libraries and collections in the Washington area. Paul Mellon and Ailsa Mellon Bruce Visiting Senior Fellowships are intended to support research in the history, theory, and criticism of the visual arts (painting, sculpture, architecture, landscape architecture, urbanism, prints and drawings, film, photography, decorative arts, industrial design, and other arts) of any geographical area and of any period. 7-7 Research Interests of the Air Force Office of Scientific Research (AFOSR)

The Air Force Office of Scientific Research (AFOSR) manages the basic research investment for the U.S. Air Force (USAF). As a part of the Air Force Research Laboratory (AFRL), AFOSR's technical experts foster and fund research within the Air Force Research Laboratory, universities, and industry laboratories to ensure the transition of research results to support USAF needs. The focus of AFOSR is on research areas that offer significant and comprehensive benefits to our national warfighting and peacekeeping capabilities. 7-8 Improvement of Animal Models for Stem Cell-Based Regenerative Medicine (R01) (NIH)

This FOA encourages Research Project Grant (R01) applications from institutions and organizations proposing research aimed at characterizing animal stem cells and improving existing, and creating new, animal models for human disease conditions. The intent of this initiative is to facilitate the use of stem cell-based therapies for regenerative medicine. The initiative focuses on the following areas: 1) comparative analysis of animal and human stem cells to provide information for selection of the most predictive and informative model systems; 2) development of new technologies for stem cell characterization and transplantation; and 3) improvement of animal disease models for stem cell-based therapeutic applications. 7-9 School Nutrition and Physical Activity Policies, Obesogenic Behaviors and Weight Outcomes (R01) (NIH)

This Funding Opportunity Announcement (FOA) encourages Research Project Grant (R01) applications that propose to: 1) foster multidisciplinary research that will evaluate how policies (federal, state and school district levels) can influence school physical activity and nutrition environments, youths' obesogenic behaviors (e.g., nutrition and physical activity behaviors), and weight outcomes; 2) understand how schools are implementing these policies and examine multi-level influences on adoption and implementation at various levels (e.g., federal, state, school district, and school); and 3) understand the synergistic or counteractive effect of school nutrition and physical activity polices on the home and community environment and body weight. The Stimulating Hematology Investigation: New Endeavors (SHINE) program is intended to promote innovative, high quality hematology research relevant to the mission of the National Institute of Diabetes and Digestive and Kidney Diseases (NIDDK). In the SHINE program, NIDDK invites investigator-initiated research project grant applications in specific areas of basic and translational hematology research where needs and opportunities for progress are particularly timely. 7-12 OVW FY 2013 Grants to Reduce Sexual Assault, Domestic Violence, Dating Violence, and Stalking on Campus Program (DOJ)

Sexual assault, domestic violence, dating violence, and stalking are serious problems on college and university campuses. The Campus Program provides seed funding to support activities that develop and strengthen victim services in cases involving sexual assault, domestic violence, dating violence, and stalking on campuses. The Campus Program also aims to strengthen security and investigative strategies to prevent and prosecute these crimes on campuses. Campuses are addressing these crimes by developing campus-based coordinated responses involving campus victim services, law enforcement, health providers, housing officials, administrators, student leaders, faith-based organizations, student organizations, and disciplinary boards. To be effective, campus responses must be linked to local criminal justice agencies and service providers, including local law enforcement agencies, prosecutors' offices, courts, and nonprofit, nongovernmental victim advocacy and victim services agencies. 7-13 NIJ FY 13 Social Science Research on Forensic Science (DOJ)

The National Institute of Justice is seeking applications for funding social science research on forensic science. Some of the forensic disciplines, particularly in the area of DNA, have experienced numerous advances over the last decade. NIJ is interested in stimulating research to examine the impact of these forensic advances on the criminal justice system and changes in policies to adapt to the greater use of forensic evidence.
