Limited Submissions

Limited submission programs have sponsor restrictions on the number of proposals that may be submitted by a single institution and will require institutional screening to determine which applications will be submitted. GENERAL

6-1 Pan-American Advanced Studies Institutes Program (PASI) (NSF)

The Pan-American Advanced Studies Institutes (PASI) Program is a jointly supported initiative between the Department of Energy (DOE) and the National Science Foundation (NSF). Pan-American Advanced Studies Institutes are short courses ranging in length from ten to twenty-one days, involving lectures, demonstrations, research seminars, and discussions at the advanced graduate, post-doctoral, and junior faculty level. PASIs aim to disseminate advanced scientific and engineering knowledge and stimulate training and cooperation among researchers of the Americas in the mathematical, physical, and biological sciences, the geosciences, the computer and information sciences, and the engineering fields. Proposals in other areas funded by NSF may be considered on an ad hoc basis as long as they are multidisciplinary; in this case, lead investigators must consult with the PASI Program before proposal submission. AGRICULTURE

6-2 Agro-Inputs Project in Bangladesh (USAID)

The United States Agency for International Development (USAID) Bangladesh is issuing this Request for Applications (RFA) for a five-year Cooperative Agreement titled USAID's Agro-Inputs Project in Bangladesh to stimulate agricultural development to increase production and productivity, to reduce rural poverty and to improve food security in the southern delta of Bangladesh. The project will achieve this goal by directly supporting private sector activities that result in the improved availability, quality and safe usage of agricultural inputs, such as: fertilizer, seed, pesticides which improve yields, mitigate environmental degradation at the farm level and improve product quality and export opportunities. Additionally, this project will provide enhanced access to and knowledge of agricultural inputs so that both male and female farmers can become educated consumers and can purchase appropriate quality inputs from trusted supply sources. 6-3 ACLS Public Fellows (ACLS)

ACLS invites applications for the second competition of the Public Fellows program. The program will place 13 recent Ph.D.s from the humanities and humanistic social sciences in two-year staff positions at partnering organizations in government and the nonprofit sector. Fellows will participate in the substantive work of these organizations and receive professional mentoring. The program, made possible by a grant from the Andrew W. Mellon Foundation, aims to demonstrate that the capacities developed in the advanced study of the humanities have wide application, both within and beyond the academy. (TGA 2/12)

6-4 Learning Disabilities Innovation Hubs (R24) (NIH)

This funding opportunity announcement (FOA) invites resource-related research project applications, hereafter referred to as the Learning Disabilities Research Hubs or LDR Hubs, addressing the etiology, manifestation, prevention and remediation of reading, writing or mathematics learning disabilities (LDs). The constitution of an LDR Hub includes a single research project and one or two corresponding core(s) that support the goals and aims of the LDR Hub. The FOA seeks to tackle under-researched topics and populations as well as topics that have been some of the most challenging in the area of learning disabilities impacting reading, writing, and mathematics. Applicants must focus on one of two possible research foci to be responsive to this FOA: 1) research topics that include a primary focus on historically under-represented populations who are at-risk for or diagnosed with one or more learning disabilities impacting reading, writing, or mathematics; or 2) research topics considered nascent, understudied, or highly innovative and potentially high risk, involving one or more of these LDs, which may or may not be wholly focused on at-risk or understudied populations with LDs. 6-5 International Space Station National Laboratory Education Project (ISS NLEP) (NASA)

The National Aeronautics and Space Administration (NASA) Office of Education, NASA Higher Education Office in cooperation with the Human Exploration Operations Mission Directorate (HEOMD) and the Johnson Space Center (JSC) Office of Education, invites proposals to seven areas within the ISS National Lab Education Project's portfolio. Three "general" categories open for proposals to include: 1) new ground-based education activities/experiments not requiring ISS upmass; 2) new flight-based or on-orbit experiments that require ISS upmass capability; and 3) new educational experiments utilizing a facility that simulates the ISS microgravity environment. The four "Specific" areas open for proposals are: 1) flight experiments that can be conducted in "1 unit" NanoRacks payload modules onboard the ISS; 2) mission planning proposals to recommend an appropriate mission planning support for the Amateur Radio on ISS school contact program using appropriate software and hardware; 3) proposals to provide engineering/project management support for the High Schools United with NASA for the Creation of Hardware project; and 4) proposals will be solicited to develop new applications for the ISSLive! 6-6 The Earth System Science Pathfinder Program: Earth Venture Instrument - 1 (NASA)

The National Aeronautics and Space Administration Science Mission Directorate is releasing a NASA Announcement of Opportunity entitled Second Stand Alone Missions of Opportunity Notice (SALMON-2). SALMON-2 is an omnibus AO that enables independent proposal opportunities that support the science, exploration, and technology objectives of NASA's Science Mission Directorate, Human Exploration and Operations Mission Directorate, and Office of the Chief Technologist. Earth Venture Instruments-1 is an element within the Earth System Science Pathfinder Program that conducts Principal Investigator-led Earth science investigations relevant to SMD's Earth Science Division. 6-7 Building the Science of Public Reporting (R21) (AHRQ)

This AHRQ FOA solicits R21 Exploratory / Developmental grant applications that propose to build the scientific evidence base for effective public reporting for consumers through innovative, actionable studies that address pressing questions in the field. A number of studies suggest that consumers' infrequent use of public reports of health care quality and resource use is due to reports' poor design, irrelevant content, and inadequate dissemination, rather than a lack of consumer interest. This FOA seeks to support research that will inform the development of a health care system in which every consumer has ready access to reports that allow meaningful comparison of providers based on measures of quality and resource use. This FOA will fund exploratory and developmental studies that seek to fill knowledge gaps around public reporting and establish an evidence base to inform the content, design, dissemination and use of public reports, guiding the way toward enhanced reporting practices. 6-9 Tourism for Biodiversity and Economic Growth (USAID)

The United States Agency for International Development (USAID) Uganda is seeking applications to fund one or more organizations through a Cooperative Agreement for a four-year USAID/Uganda economic growth program. The activity aims to use eco-tourism to reduce threats to biodiversity. The program will help develop Uganda's nature-based tourism industry to deliver an improved experience for visitors and improved stewardship of the natural resources necessary to sustain Uganda's economic development. Tourism revenues resulting from the enjoyment of biological diversity, often located in the world's less-developed regions, are a significant source of income and employment for local communities. It is important to involve frontline communities and ensure that they learn to manage and protect natural resources, and share in the potential economic benefits of Uganda's natural resources. 6-10 USAID Higher Education Solutions Network (USAID)

The primary goal of this program is to establish institutional partnerships that will create and leverage a virtual network of leading experts who will help USAID solve distinct global development challenges. This network will help USAID identify new solutions and by working together, save money and improve results over time. The United States Agency for International Development (USAID) is taking a new approach to solving major development challenges. By partnering with universities and research institutions, both in the United States and abroad, USAID will create and leverage a virtual network of experts who are focused on solving distinct global development challenges. We expect that the partnerships will focus on complex development challenges and approach these challenges by applying creative, evidence-based and multidisciplinary approaches. We believe that science, technology and engineering will play key roles in these approaches, and also seek ideas from the institutions as to other contributing disciplines, and how faculty, students, and staff will contribute. An institution may submit no more than three applications as the lead. Each applicant institution is restricted to two individual institution center applications and a single application serving as the lead (primary) on an application composed of a group of institutions competing for a "Consortium level" award. 6-11 Modeling Social Behavior (RO1) (NIH)

This FOA, issued by the National Institute of General Medical Sciences (NIGMS) and the National Institute of Mental Health (NIMH), solicits applications for developing and testing innovative theories and computational, mathematical, or engineering approaches to deepen our understanding of complex social behavior. This research will examine phenomena at multiple scales to address the emergence of collective behaviors that arise from individual elements or parts of a system working together. This FOA will support research that explores the often complex and dynamical relationships among the parts of a system and between the system and its environment in order to understand the system as a whole. To accomplish the goals of this FOA we encourage applications that build transdisciplinary teams of scientists spanning a broad range of expertise. Minimally this team should include senior investigators with expertise in the behavioral or social sciences as well as in computational and systems thinking (computer science, mathematics, engineering, systems-level methodology).
