21-1 National Security Science and Engineering Faculty Fellowship (NSSEFF) (DOD)

This Broad Agency Announcement (BAA) seeks outstanding researchers for the National Security Science and Engineering Faculty Fellowship (NSSEFF) program for the purpose of conducting innovative basic research in areas of interest to the Department of Defense (DoD) and fostering long-term relationships between the NSSEFF Fellows and the DoD. Areas of research that have produced significant improvement in military capabilities includes electronics, materials science, physics, chemistry, mathematics, computer science, mechanics, biological and life sciences, atmospheric and space sciences, cognitive and neural sciences, terrestrial sciences, and ocean sciences. AGRICULTURE

21-2 Projects Leading to Design and Development of Sustainable Farmer or Community Seed Storage Models in Africa (USAID)

USAID/OFDA has allocated funding to support pilot projects or basic research programs that can lead to the design and development of seed storage models in Africa. These seed storage systems should a) be sustainable after the supporting NGO leaves the region, b) be replicable across many different areas in similar agro-ecological zones, and c) significantly reduce post-harvest losses to insects and diseases. 21-3 National Integrated Water Quality Program (USDA)

The goal of the National Integrated Water Quality Program is to improve the quality of our Nation's surface water and groundwater resources through research, education, and extension activities. Projects funded through this program will facilitate achieving this goal by advancing and disseminating the knowledge base available to agricultural and rural communities. 21-4 Critical Agricultural Materials (USDA)

In FY 2009, the Critical Agricultural Materials Program will support the development and demonstration of novel, environmentally friendly technologies for use in paints and coatings, and adhesives for composites. The program will also support and give priority to proposals that include a life cycle analysis objective, comparing the biobased product with a fossil-based counterpart using the Building for Environmental and Economic Sustainability model (BEES) developed by the National Institute for Standards and Technology. CSREES anticipates that projects supported by the Critical Agricultural Materials Program will result in products, specifically paints, coatings and adhesives that can help federal agencies, state entities and companies meet their environmental goals. 21-5 Multicultural Scholars Grants Program (USDA)

The purpose of this competitive undergraduate scholarship grant program is to increase the multicultural diversity of the food and agricultural scientific and professional workforce, and advance the educational achievement of all Americans by providing competitive grants to colleges and universities. This program solicits applications to train students in the Emphasis Areas of 1) Veterinary Medicine (First Professional Degree in Veterinary Medicine); 2) Agricultural Sciences and Engineering for Bioenergy; 3) Natural Resources Sciences Training; 4) Human Sciences Training; 5) Food Science and Human Nutrition Training; and 6) Agrosecurity Science Training. 21-6 Teacher Quality Partnership Grants Program; (ARRA Program) (ED)

The purposes of the Teacher Quality Partnership (TQP) Grants Program are to: Improve student achievement; improve the quality of new and prospective teachers by improving the preparation of prospective teachers and enhancing professional development activities for new teachers; hold teacher preparation programs at institutions for higher education (IHEs) accountable for preparing highly qualified teachers; and recruit highly qualified individuals, including minorities and individuals from other occupations, into the teaching force. More specifically, the TQP Grants Program seeks to improve the quality of new teachers by creating partnerships among IHEs, high-need school districts (local educational agencies (LEAs), their high-need schools, and/or high-need early childhood education (ECE) program. 21-7 Recovery Act: Wind Energy Consortia between Institutions of Higher Learning and Industry (DOE)

The consortia must include at least one four-year institution of higher learning that has at least one engineering program that is accredited by the Accreditation Board for Engineering and Technology (ABET). The funding will be focused on two complementary areas, but not separate topics: Topic Area 1: Partnerships for Wind Research and Turbine Reliability: Universities in regions of the country in a Power Class 3 at 50 meters or greater wind region with consistent wind resources throughout the year are encouraged to team with industry partners to establish facilities/equipment and a research agenda necessary to study major challenges facing today's wind industry. Topic Area 2: Wind Energy Research Development: University R D to advance material design, performance measurements, analytical models, and leveraging partnerships with industry to improve power systems operations, maintenance or repair operations, wind turbine and/or component manufacturing, and interdisciplinary system integration. 21-8 Recovery Act: High Penetration Solar Deployment (DOE)

The objectives of this FOA are to: 1) develop the needed modeling tools and database of experience with high penetration scenarios of PV on a distribution system, 2) develop monitoring, control and integration systems to enable cost-effective widespread deployment of small modular PV systems, and 3) demonstrate the integration of PV and energy storage into Smart Grid applications. 21-9 Recovery Act: Energy Efficient Information and Communication Technology (DOE)

The energy used by our nation's vital telecommunications and data centers is growing at an alarming rate. As information technology and communications services continue to slowly converge, the data center and telecommunications industries face increasingly similar challenges to control the power usage of their microprocessors or servers and supporting power and cooling systems. Enhanced energy efficiency in the central offices and data centers supporting our information communications technology (ICT) systems will enhance U.S. energy and economic security. This funding Opportunity Announcement seeks to develop new technologies to dramatically improve energy efficiency in ICT with an emphasis on new technologies that can be commercialized within the next three to five years, and to demonstrate through field testing highly energy efficient, emerging technologies that are ready for or are in the initial state of commercial introduction. 21-10 Recovery Act: Site Characterization of Promising Geologic Formations for CO2 Storage (DOE)

The purpose of this FOA is to focus on regional site characterization of a minimum of 10 distinct high-potential geologic formations. Each application submitted in response to this FOA should focus on a minimum of one specific site, formation, or area not previously characterized with public data, unless a strong case can be made for further characterization for deficiencies in the available data sets. 21-11 Recovery Act NIST Construction Grant Program (NIST)

The National Institute of Standards and Technology (NIST), United States Department of Commerce (DoC), is soliciting grant proposals for construction of research science buildings. For the purpose of this program, research science building means a building or facility whose purpose is to conduct scientific research, including laboratories, test facilities, measurement facilities, research computing facilities, and observatories. 21-12 Recovery Act: Solar Market Transformation (DOE)

SETP is working to reduce market barriers and promote market expansion of solar energy technologies through non-R&D activities, including efforts that accelerate demand for new solar technologies. The objectives of this Funding Opportunity Announcement (FOA) are to: 1) address current market barriers to the adoption of solar technologies; and 2) establish a nationally coordinated effort to spread solar installation training to the local level. 21-13 International Research Network Connections (NSF)

The United States research and education community communicates, cooperates, and collaborates with colleagues in the global community. Member of this community access remote instruments, data, and computational resources located throughout the world, often as part of international collaborations. Similarly, major NSF investments in large-scale science and engineering facilities located both inside and outside the United States are utilized by multi-national research and education collaborations. NSF solicits proposals for International Research Network Connections (IRNC). NSF expects to make a set of awards to: provide network connections linking U.S. research networks with peer networks in other parts of the world; leverage existing international network connectivity; improve the quality of end-to-end networking on international paths; explore experimental networking; stimulate the deployment and operational understanding of emerging technologies such as IPv6 in an international context. This program supports three areas: Production network environments (IRNC: ProNet); Experimental networking activities in support of cyber-science applications (IRNC: Exp); and special projects including advanced network development, deployment, security, monitoring, and other approaches (IRNC: SP). 21-14 Biomedical Research on the International Space Station (BioMed-ISS) (UH2/UH3)(NIH)

The National Institutes of Health (NIH) and the National Aeronautics and Space Administration (NASA) are cooperating to facilitate biomedical research in space for better understanding of human physiology and human health on Earth. The NIH announces the NIH BioMed-ISS program encouraging investigator-initiated applications for biomedical research that will use the unique microgravity and radiation environment and resources of the ISS to test innovative hypotheses for the potential benefit of human health on Earth.
