These developments threaten the livelihoods, health, and security of people in all nations and cultures as well as the well being of the greater community of life. The Rockerfeller Brothers Fund's sustainable development grantmaking endeavors to address these challenges by supporting environmental stewardship that is ecologically based, economically sound, socially just, culturally appropriate, and consistent with intergenerational equity. The purpose of this Annual Program Statement (APS) is to solicit applications for funding. The United States Government, through USAID, is seeking initial concept papers and then full applications to implement activities in support of the program to develop Abiotic Stress Tolerant Rice and Wheat using biotechnology as a tool. The geographic focus under consideration is USAID's geographic definition of South Asia. Through this APS, USAID will facilitate the evaluation of selected technologies under field conditions in India, the most promising of which may be selected for further development and delivery to farmers in India and, eventually South Asia. The National Fish and Wildlife Foundation seeks applications from organizations interested in initiating the Nature of Learning in their communities. The Nature of Learning is a community-based environmental education initiative of the U.S. Fish and Wildlife Service National Wildlife Refuge System that seeks to use National Wildlife Refuges as outdoor classrooms to promote a greater understanding of local conservation issues; encourage an interdisciplinary approach to learning that seeks to enhance student academic achievement; utilize field experiences and student-led stewardship projects to connect classroom lessons to real-world issues; and involve a partnership among local schools, community groups, natural resource professionals, and local businesses. The goal of Rangeland Research Program (RRP) is to contribute to the improvement of U.S. rangeland resources and the ecosystem services they provide by supporting the development of new and emerging rangeland science methodologies which specifically address the interrelationships between multiple disciplines. The primary purpose of RRP is to provide U.S. agricultural producers, rural landowners, and land managers with integrated science strategies to make informed land management decisions with an emphasis on enhancing the restoration and sustainable integrity of rangelands. Communications technology that can provide seamless, robust, connectivity is at the foundation of the Sea Power 21 and FORCEnet vision...to have the right information, at the right place, at the right time... The performance of Command and Control (C2) systems and decision making at all levels of command depend critically on reliable, interoperable, survivable, secure and timely communications and networking, and the availability of high capacity multimedia (voice, data, imagery) communication networks is fundamental to nearly all Department of Navy missions. The current evolution of naval warfighting from a platform-centric to a network-centric paradigm depends on successfully meeting the implied need for significantly enhanced communications and networking capabilities, extending both to fixed shore facilities and to highly mobile air, surface, land and subsurface platforms, including the so-called disadvantaged user, e.g., small-deck combatants, submarines, unmanned air vehicles (UAVs), dispersed ground units in urban and radio frequency (RF) challenged environments. The goal of the Communications and Networking Program within the Office of Naval Research (ONR 312) is to support the FORCEnet vision by developing measurable advances in technology that can directly enable and enhance end-to-end connectivity for mission-critical information exchange among such widely dispersed naval, joint and coalition forces. The National Aeronautics and Space Administration (NASA) Headquarters is releasing a NASA Research Announcement (NRA) for foundational research in support of the Aeronautics Research Mission Directorate (ARMD). This NASA Research Announcement (NRA) solicits fundamental research proposals for the four programs within ARMD: The Airspace Systems Program, the Aviation Safety Program, the Fundamental Aeronautics Program and the Aeronautics Test Program. The Airspace Systems Program will directly address the Air Traffic Management (ATM) research needs of the Next Generation Air Transportation Systems (NextGen) initiative as defined by the Joint Planning and Development Office (JPDO). Hewlett-Packard announced a new strategy for partnering with university researchers around the world as part of the company's recently announced effort to leverage its own research by focusing on a short list of priorities. The Palo Alto tech giant is inviting universities to submit proposals for grants to fund research in five areas, which the company identified earlier this year as the primary focus for its HP Labs division: information analysis, cloud-based computing, transferring content between formats and devices, creating intelligent infrastructure, and reducing environmental impacts.
The Fiscal Year 2008 (FY08) Defense Appropriations Act provides $10 million to the Department of Defense Gulf War Illness Research Program (GWIRP). The GWIRP challenges the scientific community to design innovative research that will improve the health and lives of veterans who have Gulf War Illness (GWI), which refers to the complex of chronic symptoms that affect veterans of the 1990-1991 Gulf War at an excess rate. The illness is characterized by persistent symptoms such as chronic headache, widespread pain, cognitive difficulties, unexplained fatigue, gastrointestinal problems, respiratory symptoms, and other abnormalities that are not explained by familiar medical or psychiatric diagnoses. USAID Regional Development Mission for Asia (RDMA) plans to issue a Request for Applications (RFA) on technical assistance activities to be implemented in China relating to global climate change.
