The purpose of the Universities Rebuilding America Partnerships (URAP)--Community Design program is to provide funds to schools of architecture, urban planning and design, or construction at accredited two and four year colleges and universities to establish and operate partnerships with and for communities affected by Hurricanes Catering or Rita (or both) to: 1) Develop long-range neighborhood designs and plans for local communities that address both reconstruction and future growth needs within a municipality or established neighborhood(s) within a larger municipality; or 2) Develop architectural design assessment and rehabilitation/reconstruction planning for housing and community amenities damaged or eliminated by the hurricanes to address resettlement needs. The Directorate for Biological Sciences (BIO) of the National Science Foundation (NSF) announces its intention to continue support of research to determine the function of all genes in the model plant Arabidopsis thaliana by the year 2010. The award is used to support the scholar over the course of one year. This year the Fellowship is for French language or literature. The Defense Department's Defense Advanced Research Projects Agency seeks proposals to develop a prototype of a portable ultra-sensitive chemical sensor capable of determining chemical, biological and explosive threats by sampling the atmosphere. Interests range from technologies and systems to fabricate a portable chemical sensor; spectroscopic detection techniques; and signal processing and analytical technologies to enable detection and accurate identification of samples of threat gases. The Science of Design (SoD) Program at NSF is soliciting proposals for projects that will bring creative, scientific advances to design as it pertains to computer-based artifacts, especially software-intensive systems. The focus of this program is on the design of software-intensive systems. However, importing and adapting ideas from other design fields (engineering, urban planning, architecture, economics and the arts, for example) is encouraged. Similarly, it is critical that software design researchers work across different areas within computer science to insure that design includes interdependencies of software with other systems artifacts. SoD solicits proposals in three categories: Team Projects (TEAM), Community Building Activities (CBA), Highly Creative Exploratory Research (HCER). The Directorates for Engineering, Geosciences, and Mathematical and Physical Sciences of the National Science Foundation and the Office of Science/Office of Fusion Energy Sciences of the Department of Energy are continuing in FY2006 the joint Partnership in Basic Plasma Science and Engineering. The goal of this three year (FY06-FY08) program initiative is to enhance plasma research and education in this broad, multidisciplinary field by the coordinating efforts and combining resources of the two agencies. The initiative will address fundamental issues in plasma science and engineering that can have impact in other areas or disciplines in which improved basic understanding of the plasma state is needed. This PA solicits innovative basic or applied research applications that will advance prevention opportunities to reduce transmission risk or minimize neuro-cognitive impairment in persons with recent HIV infection (i.e., 0-6 months post-exposure). Principal Investigators are urged to develop new research that extends knowledge of the basic biological processes of acute and early HIV to address the specific prevention needs of highly infectious, newly infected persons who may account for a disproportionate share of secondary HIV transmissions. The Whitaker Foundation and the Institute of International Education, a world leader in international exchange programs, are launching an international fellows and scholars program for American biomedical engineers early in their careers. There will be one competition each year for fellowships and scholarships. Whitaker Fellows will have a bachelor's or master's degree (but not a doctorate) in biomedical engineering or bioengineering when they begin their fellowship. Whitaker Scholars will have a doctorate in biomedical engineering or closely related field and will use the award to conduct postdoctoral work. Overseas experiences are expected to vary from studying at a university, to conducting research at an institute, to working as an intern at a policy-making organization.
