The Office of Research and Sponsored Programs is announcing the Fall 2004 Faculty Development Award (FDA) and University Small Research Grant (USRG) grant competitions. FDAs support travel to international meetings, participation in foreign exchanges, and meetings with program officers of potential external sponsors. USRGs provide seed funding to support early research, scholarly activity, and other creative efforts. A new opportunity for matching funds for USRG awards is now available from the Center for the Understanding of Origins, a KSU Targeted Excellence Initiative. USRG proposals that address the Origins theme (e.g., physical or biological evolution of the Earth or universe, social scientific examinations of the creationism-evolution debate, and humanistic inquiries on attributes such as language and consciousness that uniquely define humans) can be sent electronically to the Origins Center by September 27, 2004 requesting matching funds if a USRG is awarded.
The Rural Utilities Service announces its Community Connect Grant Program application window for funding during fiscal year (FY) 2004. The purpose of the Community Connect Grant Program is to provide financial assistance in the form of grants to eligible applicants that will provide, on a "community-oriented connectivity" basis, broadband transmission service that fosters economic growth and delivers enhanced educational, health care and public safety services. RUS will give priority to rural areas that it believes have the greatest need for broadband transmission services. Only entities legally organized as one of the following are eligible for Community Connect Grant Program financial assistance: a) An incorporated organization; b) An Indian tribe or tribal organization; c) A state or local unit of government, d) A cooperative, private corporation or limited liability company organized on a for-profit or not-for-profit basis. The program seeks to broaden the participation of girls and women in all fields of science, technology, engineering, and mathematics (STEM) education by supporting research, dissemination of research, and extension services in education that will lead to a larger and more diverse domestic science and engineering workforce. Typical projects will contribute to the knowledge base addressing gender-related differences in learning and in the educational experiences that affect student interest, performance and choice of careers; and how pedagogical approaches and teaching styles, curriculum, student services, and institutional culture contribute to causing or closing gender gaps that persist in certain fields. The Office for Central Europe and Eurasia of the National Research Council (NRC), operating arm of the National Academies, is accepting proposals for two-year collaborative research projects that link individual U.S. scientists with their counterparts in Bulgaria, Estonia, Latvia, Lithuania, Poland, or Slovakia. The goal of the Twinning Program is to foster the development of new international research partnerships whose participants will subsequently apply to the National Science Foundation (NSF) for longer-term support. Eligibility will be limited to partnerships involving U.S. researchers who have received the PhD within the past 10 years. These beginning researchers may serve as either principal investigators (Pis) or co-investigators with more senior U.S. scientists. Only proposals in fields of basic science and engineering normally supported by NSF will be considered.

The Institute of Education Sciences announces a FY 2005 competition for grants to support Predoctoral Interdisciplinary Research training in the Education Sciences. This notice announces the availability of funds and solicits proposals that enhance scientific assessment capabilities to better understand how changes in air quality and atmospheric deposition impact entire ecosystems. The successfully funded proposal will present a methodology for developing: 1) ecological indicators of air quality (that measure air quality in relation to aquatic and terrestrial ecosystem conditions) and 2) a measurement system for using these indicators to evaluate progress in improving ecosystem condition. The DARPA Information Processing Technology Office (IPTO) is soliciting proposals under this BAA to perform research, development, and testing to support the Advanced Soldier Sensor Information System and Technology (ASSIST) program. The main goal of the program is to enhance battlefield understand via exploration of information collected by on-soldier sensors. The program will demonstrate an integrated system and advanced technologies for digitizing, processing and communicating key observational and experiential data captured by warfighters. The program is composed of two consecutive phases. The Office of Naval Research seeks white papers describing the development of innovative research tools to address future Naval/DoD capabilities and needs. A research tool is broadly defined as a methodology, model, instrument or fundamentally new concept that will shape how the scientific community approaches future research problems, develops experimental approaches and/or implements new ideas into practical systems. The purpose of this program is to strengthen the National Institute of Environmental Health Sciences' (NIEHS) and the National Institute for Occupational Safety and Health's (NIOSH) support of research aimed at achieving environmental justice for socioeconomically disadvantaged and medically underserved populations in the United States. The National Institute on Deafness and Other Communication Disorders (NIDCD) invites applications to study protein interactions involved in auditory and vestibular development. While advances in gene identification and regulation have been made in the auditory/vestibular systems, understanding how the complex orchestration of specific signaling events translates to protein function remains elusive. The availability of molecular technologies that allow specific protein targeting and tagging to address function provides new opportunities for protein analysis in auditory and vestibular function. The Career Awards in the Biomedical Sciences is an award program intended to foster the development of biomedical researchers who are early in their careers and to help them make the critical transition to becoming independent investigators. Awards provide $500,000 to bridge advanced postdoctoral training and the first three years of faculty service. Candidates must have completed at least 12 months but not more than 48 months of postdoctoral research training by the October 1 deadline. This PA is intended to encourage the submission of investigator-initiated research grant applications in biodefense. The goal is to expedite research leading to the diagnosis, prevention and treatment of diseases caused by potential bioterrorism agents. In response to growing concerns about the use of biological agents in acts of terrorism, NIAID has expanded its biodefense research program. The goal of this Program Announcement is to increase scientific understanding of the nature of health literacy and its relationship to healthy behaviors, illness prevention and treatment, chronic disease management, health disparities, risk assessment environmental factors, and health outcomes including mental and oral health.
