The W.K. Kellogg Foundation has announced that it will award grants to foster entrepreneurship across rural America. Four grants of up to $2 million each will be awarded to four rural regional entrepreneurship development systems to promote entrepreneurial activity in their region, produce entrepreneurial models for other communities, leverage significant investment, and stimulate national and state interest in rural entrepreneurship policies and strategies. Each of the four regional systems will be organized and lead by a collaboration of organizations that will develop and implement products and services to encourage and stimulate entrepreneurship.
The National Fish and Wildlife Foundation, in partnership with the Plant Conservation Alliance, is accepting applications for the second cycle of the Native Plant Conservation Initiative (NPCI). Through this initiative, grants of federal dollars will be provided to nonprofit organizations and agencies at all levels of government to promote the conservation of native plants. To be eligible for consideration, a project must directly address plant conservation priorities established by one or more of the federal agencies who provide funding for the grant program. There is a strong preference for n-the-ground projects that involve local communities and citizen volunteers in the restoration of native plant communities. Projects that include a pollinator conservation component are also encouraged.
The Rural Business-Cooperative Service (RBS) announces the availability of competing Rural Cooperative Development Grant (RCDG) funds for fiscal year (FY) 2004. The primary objective of the RCDG program is to improve the economic condition of rural areas through cooperative development. RCDG grants are used to facilitate the creation or retention of jobs in rural areas through development of new rural cooperatives, value-added processing and other rural businesses. (FR 6/9/04)
23-4 Technical Assistance and Dissemination To Improve Services and Results For Children With Disabilities (ED)
This program provides technical assistance and information that 1) support States and local entities in building capacity to improve early intervention, educational, and transitional services and results for children with disabilities and their families; and 2) address goals and priorities for improving State systems that provide early intervention, educational, and transitional services for children with disabilities and their families. The purpose of the RRTC program is to improve the effectiveness of services authorized under the Rehabilitation Act of 1973, as amended (Act). For FY 2004, the competition for new awards focuses on projects designed to meet the following priorities: Priority 1 -- Recovery and Recovery-Oriented Psychiatric Rehabilitation for Persons with Long Term Mental Illness; Priority 2 -- Developing and Implementing Integrated Systems of Care for Child and Adolescent Mental Health; or Priority 3 -- Strengthening Family and Youth Participation in Child and Adolescent Mental Health Services. The Cottrell Scholar Awards are designed for institutions and faculty members who wish to excel at both teaching and research. They enable recipients to implement their plans to become outstanding scientists and educators as well as tomorrow's academic and scientific leaders. The awards also seek to reinforce faculty mentoring, communications, and heightened appreciation for instruction in university science departments. Awards are made to U.S. and Canadian universities to further the teaching and research of faculty members in Ph.D. - granting astronomy, chemistry, and physics departments. Applicants must be in the third full calender year of their first tenure-track position (i.e., faculty who assumed their tenure-track positions anytime in 2002 may apply only in 2004, observing the September deadline).
The National Geospatial-Intelligence Agency (NGA) solicits proposals for the award of procurement contracts for research in Semantic Markup and Exploitation of Geospatial Products. The National Aeronautics and Space Administration (NASA) is announcing opportunities to participate in Earth Science Enterprise research and development activities focused on Energy and Water-cycle research. NASA's Earth Science Enterprise's Research and Applications divisions are supporting this opportunity. Proposals are invited in multiple science research categories. For independent, discovery-driven projects there are four critical areas: 1) Energy and Water-cycle; 2) Terrestrial Hydrology; 3) Land Cover Land Use Change; and 4) Water Management. The Defense Threat Reduction Agency (DTRA) plans to release a Broad Agency Announcement (BAA) in June 2004. Research and Development is being sought in the area of Chemical and Biological Agent Destruction Technologies. Multiple awards are anticipated. The objective is to research and develop methods of rapid destruction for chemical and biological materials. For biological materials, methods are being sought that either neutralize microoganisms (including viruses, bacteria, toxins, fungi and dormant forms of bacteria and fungi) or render them ineffective for their intended use. For chemical materials, methods are required to render toxic chemicals ineffective for their intended use. 23-11 High Efficiency Clean Combustion and Waste Heat Recovery for Internal Combustion Engines (DoE)
Approximately 20% of the fuel's thermodynamic availability is lost in the exhaust processes. In a simple energy balance, the exhaust accounts for almost 33% of the available energy. The technical path should seek to recover and utilize as much of this loss as feasible, with the important result being a measurable increase in engine efficiency (as opposed to merely transferring the loss elsewhere). Applications submitted under this Area of Interest shall focus on components, technologies, and methods to recover the energy normally exhausted as waste heat from internal combustion engines. Acceptable approaches include, but are not limited to: new approaches to expansion processes of exhaust gases that can be turbine-based, or approaches that use compression/expansion ratio control (should not be merely a repeat of commercial technology such as current Miller Cycle). The Department of Defense is moving towards platforms and weapons systems exploiting electrical power in new ways. To reach envisioned capabilities in electric propulsion and weapons in a tactical configuration, advances are deemed necessary in the solid state power electronics used to distribute, condition, and regulate the electrical power. In support of these thrusts, under phase II and III of the Wide Bandgap Semiconductor Technology High Power Electronics (WBST-HPE) program DARPA is interested in receiving innovative research proposals that drive high power electronics component performance to levels deemed enabling for DoD applications. The research area of interest is focused on high voltage (greater than or equal to 10 kV) components where the benefit of SiC technology is most evident. The National Institutes of Health invite applications for studies on the characterization, behavior and plasticity of human and non-human stem cells, regulation of their replication, differentiation, integration and function in the nervous system, and the identification and characterization of normal and tumor stem cells. This Program Announcement, which replaces PA-01-078 (Biology of Non-Human Stem Cells in the Nervous System), encourages applications to study the fundamental properties of all classes of human and non-human stem cells, and to confirm, extend, and compare the behavior of stem cells that are derived from different sources and ages or exposed to different regimes in vitro and in vivo or derived from tumors. The RYKA Women's Fitness Grant Program is designed to provide financial assistance to fitness programs that combine fitness activities and health education to empower and enhance the self-esteem of women aged 25 and older, including those recovering from health and/or emotional challenges. Proposals must demonstrate that the grantee will conduct education programs, produce educational materials, provide fitness participation in fitness activities.
The Office of Population Affairs (OPA) announces the availability of fiscal year (FY) 2004 funds for a cooperative agreement program for family planning research. Changes in Health Care Financing and Organization (HCFO) is an initiative of the Robert Wood Johnson Foundation that supports policy analysis, research, evaluation, and demonstration projects. Projects may be initiated from within many disciplines including health services research, economics, sociology, political sciences, public policy, public health, public administration, law, and business administration. Funded projects should provide public and private decision makers with usable and timely information on health care policy and financing issues.
