9-1 International Research Experiences for U.S. Undergraduates in Central and Eastern Europe and the Newly Independent States
With funding from the National Science Foundation (NSF), the Office for Central Europe and Eurasia of the National Research Council (NRC), the operating arm of the National Academies, announces the INTREU Program, which offers grants to individual U.S. specialists who would like to initiate an international Research Experiences for Undergraduates (REU) site program in the CEE/NIS region. This grant is intended for the U.S. principal investigator who is interested in applying to NSF for a larger, multi-year REU site support but first must work out the international logistics and research plans required to build a solid foundation for future collaboration with foreign counterparts at the international location. The INTREU Program is designed to offer planning and initiation grants to enable U.S. principal investigators to carry out smaller-scale trial runs of international REU site programs involving approximately five U.S. students for two to three weeks in preparation for applying to NSF for the multi-year REU grant. Projects proposed to INTREU should be designed to make full use of opportunities offered by staging the program in the CEE/NIS region, including unique expertise, field sites, data, or facilities. Proposed topics for exploratory INTREU site programs may involve only those fields funded by NSF, including archaeology, anthropology, astronomy, biochemistry, biological sciences, biophysics, chemistry, computer science, earth sciences, economics, engineering, environmental sciences, genetics, geography, history and philosophy of science, linguistics, mathematics, physics, political science, non-clinically-oriented psychology, science and technology policy, and sociology. Interdisciplinary projects involving a combination of any of these eligible fields are also accepted.
The Program for Cultural Cooperation is designed to promote closer ties between scholarly Hispanicism in the US in the areas of humanities, social sciences, and cultural and academic developments of Spain. Projects oriented toward the dissemination of Spanish culture throughout the academic systems of the US are reviewed for subsidy. Priority is given to those proposals of high scholarly quality which will have an important impact upon the field of Hispanicism, both regionally and nationwide. Since its conception, the program has granted a considerable amount of subsidies supporting a variety of events. Proposals encompass visiting professorships; the publication of scholarly journals, translations, and literary texts; symposia, film series, and exhibitions; and dissertation scholarships.
Research proposals are sought from educational institutions, nonprofit organizations, and commercial organizations for research in chemistry, electronics, environmental sciences, life sciences, materials science, mathematical and computer sciences, mechanical sciences, physics, computational and information sciences, sensors and electron devices, survivability/lethality analysis, and weapons and materials research. Proposals shall be evaluated only if they are for scientific study and experimentation directed toward advancing the state of the art or increasing knowledge and understanding. The purpose of this grant program is to provide financial assistance to affected local community-based organizations to support projects that examine issues related to a community's exposure to multiple environmental harms and risks. Projects must be of a research nature only, i.e., survey, research, collecting and analyzing data which will be used to expand scientific knowledge or understanding of the subject studied. The EPA has interpreted "research" to include studies that extend to socioeconomic, institutional, and public policy issues, as well as the "natural" sciences. (FR 3/1/04)
The Rural Utilities Service (RUS) announces its Distance Learning and Telemedicine (DLT) Program grant application window for funding during fiscal year (FY) 2004. Distance learning and telemedicine loans and grants are specifically designed to provide access to education, training and health care resources for people in rural America. The Distance Learning and Telemedicine (DLT) Program (administered by the DLT Branch of the Rural Utilities Service (RUS) funds the use of advanced telecommunications technologies to help communities meet those needs. The Corporation for National & Community Service announces the availability of funding for Special Volunteer Program grants for the purpose of strengthening community efforts in support of homeland security. Awards will be made to organizations proposing well-planned activities and ongoing roles to engage community members, especially those age 55 and over, as volunteers to strengthen the nation's ability to mitigate, respond to, and prepare for emergencies and disasters, both man-made and natural. The Education Department seeks applications to design and implement character education programs that consider consumer's views. Priorities are character education programs that can be integrated into classroom instruction and aligned with state academic content, standards and other reform efforts. ED is especially interested in programs that are based on rigorous scientific research methods to assess effectiveness of interventions, particularly experimental designs. The Education Department seeks applications to develop curricula and programs to improve the quality of civic education through cooperative exchange programs with emerging democracies. In addition to recruiting participants from eligible countries, the grantee will provide: seminars on the basic principles of U.S. constitutional democracy; visits to school systems, higher education institutions and nonprofit organizations conducting exemplary civics and government education; translations and adaptations of U.S. civics and government education programs for students and teachers; and independent research and evaluation assistance to measure the effectiveness of cooperative education exchanges. The Department of Energy (DOE), National Energy Technology Laboratory (NETL), on behalf of the Office of Energy Efficiency and Renewable Energy (EERE) Building Technologies Program (BT), is seeking applications for applied research in the Solid State Lighting (SSL) Core Technologies Program. The National Science Foundation seeks cutting-edge phase I feasibility proposals on topics that promise high-payback and likely eventual commercialization under the multi-phase Small Business Innovation Research (SBIR) program and the Small Business Technology Transfer (STTR) program. NSF will fund projects to develop innovation in information-based technologies in specific subtopics under broad categories of organizations and processes, human computer interaction, applications, platforms, infrastructure, and education applications; and projects that use two of three advanced technologies-nanotechnology, biotechnology and information technology-to address national security in the specific areas of prevention, detection, treatment, remediation and attribution, i.e., tools and systems that can be used for forensic analysis after the fact.
NASA/GRC plans to issue a Request for Proposal (RFP) for research and development of a liquid metal pump. The National Aeronautics and Space Administration (NASA) Office of Exploration Systems (Code T) and the Jet Propulsion Laboratory (JPL) are investigating technology options for potential Nuclear Electronic Propulsion (NEP) space missions such as the Jupiter Icy Moons Orbiter (JIMO). NEP-based spacecraft generally include a fission reactor to produce heat, a power conversion system to convert the heat to electrical power, and an electric propulsion system to generate thrust. The NASA Glenn Research Center (GRC) at Lewis Field is supporting Code T and JPL in the areas of power and propulsion systems. The goal is to raise the Technology Readiness Levels of potential NEP components by conducting analytical design studies, hardware development, and laboratory-base performance testing. The National Institute of Diabetes and Digestive and Kidney Disease (NIDDK) invites applications supporting the development of close collaborations between basic and clinical researchers focused on obesity. The goal of the Request for Applications (RFA) is to encourage productive partnerships between basic and clinical researchers to investigate the biological mechanisms controlling energy balance in humans. The ultimate goal of these investigations is to obtain the necessary knowledge of the different biological pathways regulating energy homeostasis so that new biomarkers of overweight, obesity, and associated metabolic changes can be identified, and novel therapeutic targets developed. Asthma exacerbations are a major cause of morbidity and mortality in asthma and a significant concern for the clinical management of the disease. The National Heart, Lung and Blood Institute (NHLBI) and the National Institute of Allergy and Infectious Diseases (NIAID) invite applications, in clinical and basic research, that will elucidate the biological mechanisms of asthma exacerbation pathobiology and resolution and their impact on lung function, physiology and disease state. The Education Department seeks applications to promote economic and financial literacy of K-12 students. Applicants must explain how they would use: 25 percent of funds to strengthen and expand relationships with state and local personal finance, entrepreneurial and economic education organizations; support training of K-12 teachers in economics and economic education organizations; support training of K-12 teachers in economics and economics teaching; support research on effective teaching practices and assessment of learning; and develop and disseminate appropriate materials to foster economic literacy. The Fulbright Visiting Specialists Program: Direct Access to the Muslim World will support 20 to 25 grants for visits of between two and six weeks by scholars and professionals from abroad. This program will enable American colleges and universities to enrich their programs and courses on issues related to the Muslim world by providing opportunities to invite a Visiting Specialist from the Middle East, North Africa, South Asia or from selected countries in central Asia, East and West Africa and Southeast Asia. The Visiting Specialists may present lectures or short courses, team-teach with American colleagues, or assist in program and curriculum development in colleges and universities. They will also participate in public outreach programs, by speaking to community groups, service clubs, and religious and school groups.
