20-1 New NSF Grant Proposal Guide (NSF)

The National Science Foundation has issued a new release of its Grant Proposal Guide which incorporates policy changes such as the cost sharing policy, inclusion of merit review criteria in the Project Summary, etc. This revision is effective June 1, 2003.

GENERAL

20-2 DEPSCoR Program (DOD)

The State of Kansas DEPSCoR Director has announced the FY04 competition for the Department of Defense Experimental Program to Stimulate Competitive Research. The FY2004 program will be similar to the FY2003 program, continuing the large grant sizes (minimum $500,000) and a focus on infrastructure development. The program typically provides single investigator project funding for projects of interest to divisions at the Army Research Office, Office of Naval Research, Air Force Office of Scientific Research, or the Missile Defense Agency. Applicants must contact a program officer who is willing to champion the proposed research project.

20-3 Developing and Improving Institutional Animal Resources (NIH)

The National Center for Research Resources (NCRR) encourages the submission of individual animal resource improvement grant applications from biomedical research institutions. The major objective of this program is to upgrade animal facilities to support the conduct of Public Health Service (PHS) supported biomedical and behavioral research. A related objective is to assist institutions in complying with the USDA Animal Welfare Act and DHHS policies related to the care and use of laboratory animals. Support is limited to alterations and renovations (A&R) to improve laboratory animal facilities, and the purchase of major equipment items for animal resources, diagnostic laboratories, transgenic animal resources, or similar associated activities. 20-4 NSF/USDOT Partnership for Exploratory Basic Research on Information and Communications Systems for Surface Transportation (ICSST/NSF)

The Directorate for Engineering of the National Science Foundation (NSF) announces the third year of this program jointly sponsored with the U.S. Department of Transportation (USDOT) for Exploratory Basic Research on Information and Communications Systems for Surface Transportation. Research topics must target innovative strategies for exploiting state-of-the-art information and information/communication technologies in surface transportation systems to meet the challenges and constraints associated with mobility. This program encourages researchers in the scientific and engineering disciplines as well as the social, behavioral, and economic sciences to pursue basic research ideas aimed at meeting long-term future needs for surface transportation. 20-5 Mind-Body Interactions and Health; Exploratory/Developmental Research Program (NIH)

The National Institutes of Health (NIH) invites applications for infrastructure grants in support of research on mind-body interactions and health. Mind-body interactions and health refers to the relationships among cognitions, emotions, personality, social relationships, and health. Applicant institutions may request funds to support infrastructure and research designed to 1) enhance the quality and quantity of mind-body and health research and 2) develop new research capabilities to advance mind-body and health research through innovative approaches. AGRICULTURE

20-6 Professional Development Program/Regional Travel Scholarship Program (USDA)

The purpose of this program is to support the participation of educators in professional development opportunities in the area of sustainable agriculture. The intended outcomes are educators that are knowledgeable about sustainable agriculture, develop partnerships with farmers and ranchers, and provide educational programs and activities that enhance the sustainability of agriculture and rural communities in the North Central Region. NCR-SARE will also support multi-state conferences and workshops that provide professional development in sustainable agriculture to educators in the North Central Region.

20-7 Research and Education (USDA)

The Research and Education (R&E) Grant Program is currently one of four NCR-SARE grant programs. The R&E Grant Program provides funds to collaborative teams of scientists, farmers, institutions, organizations, and educators who are exploring sustainable agriculture through in-depth research projects or education/demonstration projects. Preproposals need to address issues of sustainable agriculture of current and potential importance to the North Central Region. Successful projects should contribute to two or more of the following NCR-SARE broad-based outcomes: Improving the profitability of farmers and associated agricultural businesses; Sustaining and improving the environmental quality and natural resource base on which agriculture depends; and Enhancing the quality of life for farmers/ranchers, rural communities, and society as a whole.

20-8 Functional Genomics and Animal Biosecurity (USDA)

This RFA supplements the existing NRI program, which is administered by USDA's Cooperative State Research, Education and Extension Service (CSREES). Priority will be given to projects that are multistate, multi-institutional or multidisciplinary or to projects that integrate research, extension and education. The supplemental RFA targets five new programs: functional genomics, human nutrition and obesity, air quality, animal and plant biosecurity and training for agricultural homeland security.

EDUCATION

20-9 Arts in Education Model Development and Dissemination (ED)

The Education Department seeks applications to develop, document, evaluate and disseminate innovative models that integrate the arts into core elementary and middle school curricula through partnerships of arts and education specialists. Grantees will: further development of programs designed to improve or expand the integration of arts education in elementary or middle school curricula; develop materials designed to help replicate or adapt the program; document the program's outcomes and benefits; and develop products and services that can be used to replicate the program. Applicants must propose to work with at least one elementary and/or middle school with no less than 35 percent of its students from low-income families. CFDA #84.351D (FR 05/15/03)

20-10 Individuals with Disabilities: Proposed Priorities (NIDRR/ED)

The Education Department's National Institute on Disability and Rehabilitation Research has requested comments related to a batch of proposals to seek grant applications for research, demonstration and other projects to improve services and outcomes for individuals with disabilities. ED plans to fund one or more grants under the following categories: Development projects for stabilizing and improving lives of persons with disabilities; Research infrastructure capacity-building; Rehabilitation research and training centers; Disability and rehabilitation research projects; Technical assistance resource center on parenting with a disability; Rehabilitation Research and Training Centers; and Disability demographics and statistics center. 20-11 Foreign Language Assistance Grants (ED)

The Education Department is inviting applications for model approaches to establish or expand foreign language study for K-12 students. ED will award additional points for meritorious applications that propose to establish, improve or expand foreign language learning in grades K-8 for Russian, Chinese and/or Arabic; and those that propose to establish a foreign language program in underserved schools (i.e., a school that does not have a foreign language program during the school day and has not had one since 2001). ED also prefers proposals that: include intensive summer foreign language programs for professional development; link non-native English speakers in the community with schools to promote two-way language learning; promote the sequential study of a foreign language, beginning in elementary school; make effective use of technology, such as computer-assisted instruction, language laboratories or distance learning; and include innovative activities, such as foreign language immersion, partial immersion or content-based instruction. 20-12 Exxon Valdez Oil Spill (DOC)

The National Oceanic and Atmospheric Administration is issuing a BAA on behalf of the Exxon Valdez Oil Spill Trustee Council requesting monitoring and ecosystem-based research proposals concerning factors affecting the recovery of resources injured by the Exxon Valdez oil spill. The request encompasses categories identified in the "Gulf Ecosystem Monitoring & Research Program Invitation Booklet for FFY 04" that was issued by the Trustee Council on May 1, 2003. 20-13 Dual Use Science and Technology (DUS&T) Program (DOD)

The Air Force Research Laboratory (AFRL) announces the release of a Broad Agency Announcement (BAA) for the FY04 Dual Use Science and Technology (DUS&T) Program seeking proposals on selected topic areas of interest to create and/or develop new products or process technologies on a cost share basis. The DUS&T Program requires that the proposed technology have both military relevance and potential benefit (cost, performance, or sustainability of defense systems) and sufficient potential commercial (non-defense) applications to support a viable production base. 20-14 Neurobiology of Complex Regional Pain Syndrome/Reflex Sympathetic Dystrophy (NIH)

The National Institute of Neurological Disorders and Stroke (NINDS) invites applications for research programs designed to advance our understanding of the neurobiological mechanisms and epidemiology of Complex Regional Pain Syndrome (CRPS)/Reflex Sympathetic Dystrophy (RSD). A major goal of this initiative is to facilitate the development of novel collaborative research programs among physiologists, neuroscientists, behavioral neuroscientists, imaging specialists and clinicians in order to develop integrative research programs to accelerate progress in CRPS/RSD research. This PA is intended to encourage cross-disciplinary research focused on a mechanism-based diagnostic classification of CRPS/RSD, which might lead to mechanism-based therapeutic strategy for this chronic condition. 20-15 Biodefense and Emerging Infectious Diseases Research Opportunities- Addendum (NIH)

The National Institute of Allergy and Infectious Diseases (NIAID) is amending PA-03-080 at http://grants.nih.gov/grants/guide/pa-files/PA-03-080.html to include basic research on the newly recognized Severe Acute Respiratory Syndrome (SARS) Coronavirus. NIAID is amending PA-03-080 to include support for basic research on SARS as an emerging infectious disease. This amendment permits the submission of proposals to conduct basic research on SARS coronavirus including, but not limited to, the following areas: pathogenesis, immunity, treatment, prevention and diagnosis. 20-16 Applied Research on Anti-Microbial Resistance (CDC)

The Centers for Disease Control and Prevention is inviting applications for applied research on antimicrobial resistance, specifically to characterize strains of community-associated methicillin-resistant staphylococcus aureus (MRSA). Grantees will assemble a network of partners to: identify and access a population with community-associated MRSA disease and data that is adequate for analysis; obtain strains of S. aureus causing disease in the population and ensure a sufficient variety and number of strain types to allow comparison; and characterize strains and/or the relationship between them using a variety of molecular and biochemical research techniques.
