18-1 NIH Small Research Grant Program (R03) (NIH)

This announcement redefines the National Institutes of Health (NIH) Small Grant (R03) mechanism. The R03 award supports small research projects that can be carried out in a short period of time with limited resources. Examples of the types of projects that ICs support with the R03 include the following: 1) Pilot or feasibility studies; 2) Secondary analysis of existing data; 3) Small, self-contained research projects; 4) Development of research methodology; and 5) Development of new research technology. Investigators wishing to apply for an R03 grant should be aware that not all ICs accept investigator-initiated R03 applications and that the different ICs may have specific purposes for which they use this funding mechanism. 18-2 Tibet Professional, Education, Cultural Exchange (State)

The State Department's Bureau of Educational and Cultural Affairs is soliciting applications for development, professional, education and cultural exchange projects to promote understanding between the U.S. and people of the Tibetan ethnic group living in China. Projects may involve a range of activities, such as: internships, study tours; short-term, non-technical experiential learning; extensive seminars in the U.S. or on site; capacity-building; seed and small grants to indigenous nonprofit organizations for community-based education projects; site visits; and content-based internet training, among other formats. 18-3 Underground Railroad (ED)

The Education Department is seeking applications for projects that research, display, interpret and collect artifacts relating the history of the Underground Railroad. Applicants must have: facilities to house, display and interpret artifacts; substantial private support; resources to create an endowment to fund shortfalls in the cost of operation; ability to establish a network of satellite centers; and capacity to establish the capability to electronically link the facility with other collections. 18-4 Teacher Quality Enhancement Grants (ED)

The Education Department is inviting applications for partnership projects to promote improvements in the quality of new teachers and ultimately increase achievement of K-12 students. Activities include strengthening the role of educators in the design and implementation of effective teacher education programs and increasing collaboration among educators, higher education institutions and departments of arts and sciences. ED will give competitive preference to applicants also proposing a significant role for private business in the design and implementation of the project. (FR 04/21/03)

18-5 Lumina Foundation for Education (Lumina)

Lumina Foundation for Education, an independent foundation endowed by the proceeds of the sale of The USA Group's student loan services, seeks to help people achieve their potential by expanding access and success in postsecondary education. The foundation supports programs that address the issues of financial access to postsecondary education as well as academic, social, cultural and institutional barriers; educational retention and attainment once students undertake postsecondary education, and opportunities for nontraditional learners, including adults. Funds can support research; innovative practical programs; leadership development; information sharing among education leaders, policymakers, media and the public; and public policy initiatives.

18-6 Highway Improvements to Aid Older Road Users (DOT)

The Transportation Department's Federal Highway Administration seeks cooperative agreement applications to evaluate the effectiveness of FHWA older road user guidelines, designed to improve safety, comfort, ease of use and operation for older and all road users. Each recipient will be required to conduct a carefully planned demonstration applying selected guidelines; identifying corridors or specific road segments under their jurisdiction that can benefit from application of the guidelines; implementing appropriate guidelines; and determining costs and benefits, including measures related to safety, comfort and operations. 18-7 Advanced Aluminum Aerostructures Initiative (A31) (DOD)

Air Force Research Laboratory, Air Vehicles Directorate (AFRL/VASM) solicits research proposals for the Aluminum Aerostructures Initiative (A31). The Air Force is soliciting technical and cost proposals to develop, demonstrate, transition, and integrate into the DOD aerospace community an improved collaborative design methodology for producing low cost advanced aluminum aerostructures. 18-8 Research Opportunities in Space Science (ROSS)- 2003 (NASA)

On or about May 2, 2003, Amendment No. 5 to NASA Research Announcement "Research Opportunities in Space Science" (NRA 03-OSS-01) will be posted that establishes a new Program Element A.2.20 in Appendix A. entitled Mars Exploration Program Advanced Technologies. This new Program Element solicits proposals for technology development needs of missions to be launched to Mars during or after the 2009 launch opportunity. In particular, the following technology areas have been identified as of highest priority for this solicitation: subsurface access, rover technology, telecommunications and navigation, planetary protection, advanced entry, descent, and landing (EDL), and technologies for low cost missions. The Defense Advanced Research Projects Agency (DARPA) is soliciting proposals for research in the area of cognitive information processing technology. 18-12 Emerging Technologies for the Study of Reproductive Neuroendocrinology (NIH)

The National Institute of Child Health and Human Development (NICHD) and the National Institute of Neurological Disorders and Stroke (NINDS) invite applications dealing with nervous system control of reproduction. The purpose of this PA is to stimulate the development of new technologies and the application of existing innovative technologies to answer questions regarding the neuroendocrine control of reproduction that, up to this point, could not be answered due to limitations in technology. Answers to these questions are particularly critical for human reproduction given the increased evidence for altered neuroendocrine function as an etiological underpinning for certain reproductive diseases and disorders. 18-15 Treatment of Adolescents with Alcohol Use Disorders (NIH)

The National Institute on Alcohol Abuse and Alcoholism (NIAAA) seeks research grant applications to develop and assess efficacious behavioral and pharmacological treatments for adolescents with alcohol use disorders (AUD). The purpose of this program announcement is to invite applications for adolescent treatment research projects that will illuminate and resolve concerns in five areas: more effective treatments for adolescent alcohol use disorders (AUD); more effective treatments for AUD adolescents with psychiatric comorbidity; improved maintenance of recovery through extensive relapse prevention interventions; identification of contextual effects on treatment response and outcomes; and ways to narrow the gap between efficacy research and practice. 18-17 Human Rights (State)

The State Department is seeking applications for programs and activities that foster democracy, human rights, a free press, women's political development and the rule of law in Central Asia. The program will support innovative programs in countries with a significant Muslim population and where such projects would help address, deter or prevent acts of international terrorism. Examples of key issues and activities are development and strengthening of: an independent judiciary and legal defense assistance; independent media; and support for civil society. Ref.
