The goals of the Partnerships for Innovation Program are to: 1) stimulate the transformation of knowledge created by the national research and education enterprise into innovations that create new wealth, build strong local, regional and national economies and improve the national well-being; 2) broaden the participation of all types of academic institutions and all citizens in NSF activities to more fully meet the broad workforce needs of the national innovation enterprise; and 3) catalyze or enhance enabling infrastructure necessary to foster and sustain innovation in the long-term. Academic institutions may participate in no more than two Partnership proposals and may submit only one Partnership proposal as the lead institution. Because there are several potential proposals for the PFI, an internal competition may be necessary. The mission of the Defense Advanced Research Projects Agency's (DARPA) Defense Sciences Office (DSO) is to identify and pursue the most promising technologies within a broad spectrum of the science and engineering research communities and to develop those technologies into important, radically new military capabilities. To this end, DSO is soliciting proposals for advanced research and development in a variety of enabling technical areas. Proposals may be either basic or applied research. However, in all cases, proposers should demonstrate that their proposed effort is aimed at high-risk/high-payoff technologies that have the potential for making revolutionary rather than incremental improvements to national security, including emerging threats and operational challenges. The National Science Foundation and the Agriculture Department are seeking applications to support high-throughput sequencing of the genomes of microorganisms, including viruses, bacteria, archaea, fungi, oomycetes and protists. All organisms, except strict human pathogens, are candidates for genome sequencing, but applicants should justify organism selection on the basis of biological interest or agricultural importance. Factors to consider include: metabolic potential; novel biochemical, structural or developmental features; phylogenetic affiliation; ecological or evolutionary significance; economic importance and relevance to national security. The Kansas Arts Commission has released its Grant Guidelines for Fiscal Year 2004. There are two program changes in the FY 04 guidelines: a new Kansas Visual Arts Program (KVAP) offered to enable arts organizations to mount visual art exhibitions by Kansas artists, offered as a component of the Operational Support Program; and a new category in the Arts In Education Program which offers Arts Based Early Education grants. The Kansas Arts Commission is offering a grants program workshop February 4 from 9 am to 10:30 am in the Florentine Room of the Jayhawk Towers which will be followed immediately by a KVAP Exhibition Development Workshop. The museum priorities of the National Leadership Grants encourage: innovation in providing public service and meeting community needs; widespread and creative use of new technologies; model projects to be replicated throughout the field; greater public access to museum collections; and an extended impact of federal dollars through collaborative projects. The purpose of the NSF Middleware Initiative (NMI) is to design, develop, deploy and support a set of reusable, expandable middleware functions and services that benefit many applications in a networked environment, and which will, a) facilitate scientific productivity, b) increase research collaboration through shared data, digital libraries, computing, code, facilities and applications, c) support the education enterprise, d) encourage the participation of industry partners, government labs and agencies for more extensive development and wider adoption and deployment, e) establish a level of persistence and availability so that researchers and other applications developers and disciplines can take advantage of the middleware, f) encourage and support the development of standards and open source approaches, g) enable scaling and sustainability to support the larger research and education communities, and h) encourage international coordination for interoperability. The National Science Foundation (NSF), through the Directorate for Engineering and the Directorate for Computer and Information Science and Engineering, announces a broad interdisciplinary program of research and education in the area of advanced sensor development. This solicitation seeks to advance fundamental knowledge in the areas of sensor design, materials and concepts, including sensors for toxic chemicals, explosives and biological agents, sensor networking systems in a distributed environment, the integration of sensors into engineered systems, and the interpretation and use of sensor data in decision-making processes. NIAID is establishing a Broad Agency Agreement (BAA) to solicit proposals to address the Institute's need for research programs focused on the discovery of targets for potential candidates for the next generation of vaccines, therapeutics and diagnostics against microogranisms considered agents of bioterrorism or responsible for emerging and/or re-emerging diseases using proteomic technologies. The primary goal of these programs is to characterize the pathogen and/or host cell mechanisms of microbial pathogenesis, innate and adaptive immune responses that contribute to microbial pathogenesis. It is anticipated that the research programs will discover targets for potential candidates for the next generation of vaccines, therapeutics and diagnostics using existing proteomics technologies, augmentation of existing technologies, and/or the creation of novel proteomics approaches and performing early stage validation of these targets. The National Cancer Institute, Division of Cancer Prevention (NCI/DCP) is seeking proposals from qualified organizations that have the ability to evaluate the toxicology and pharmacology of potential cancer preventive agents and to establish collaborative groups to conduct these studies. The studies will include, for example, evaluation of mutagenicity, acute and subchronic and chronic toxicity, carcinogenicity, teratogenicity and reproductive effects, pharmacokinetics and supporting analytical methods validation, pharmacological effects on gene and protein expression, and specialized studies such as immunological, neurological, and other assessments as necessary. The AMTA Foundation advances the knowledge and practice of massage therapy by supporting scientific research, education and community service. The National Institute of Child Health and Human Development (NICHD) is planning to award a contract for a program entitled Designing New Models for Explaining Family Change and Variation. Based on a thorough interdisciplinary analysis and assessment of relevant research, theory, and scientific methods, NICHD seeks to develop a model (or models) for a coordinated research and data collection program reflecting an integrated approach to the study of family change and variation. The model research and data collection program will integrate previously disparate streams within family research, including research on fertility, marriage and cohabitation, sexual behavior, and parenting, and will have the potential to significantly advance understanding of the factors and processes that drive family change at both the individual and societal levels. The purpose of this RFA is to provide a mechanism for developing and conducting research which requires rapid funding in order to address unexpected and time-sensitive research opportunities to address drinking on college campuses. An over-arching goal is to establish ongoing partnerships between college administrators and established alcohol research scientists for the purpose of exchanging information, and designing interventions to prevent or reduce alcohol-related problems among college students. Applications submitted in response to this RFA should propose research plans for innovative and effective interventions, and should demonstrate the qualifications of the research personnel and adequacy of facilities and resources to achieve the stated goals of the project. Study designs should address a hypothetical situation of alcohol abuse and/or associated problems among college students, and propose practical solutions and interventions that can be implemented immediately.
