In FY 2000, the NSF Information Technology Research (ITR) program focused on IT fundamental research and education; in the second year, a focus on research and education activities that sought to apply information technology to science and engineering challenges at large was added; and in the current year, the program will expand further to enable research and education in multidisciplinary areas, focusing on emerging opportunities at the interfaces between information technology and other disciplines. This program seeks innovative projects in research and education that elucidate, expand and exploit IT. In FY 2002, NSF's ITR investments will be focused in three multidisciplinary areas: software and hardware systems; augmenting individuals and transforming society; and advancement of the frontiers of science via information technology. As a collaborative, interagency effort, the Cooperative State Research, Education, and Extension Service (CSREES) of the U.S. Department of Agriculture (USDA) and the National Center for Environmental Research (NCER) of the U.S. Environmental Protection Agency (USEPA) are soliciting proposals for the Nutrient Science for Improved Watershed Management Program. CSREES and NCER seek proposals for research that will provide scientifically defensible methods for integrated management of nutrients within a watershed. The nutrients of interest for this solicitation are nitrogen and phosphorus. The focus of this research should be on methods to identify and integrate all significant sources and sinks of nutrients within air-sheds and watersheds, across a variety of land cover types and land management activities. Methods are sought that will permit evaluation of linkages among nutrient sources, processes for nutrient removal, and the overall quality of water resources within watersheds. In addition, the research should result in methods for determining how air, water and land management strategies for managing nutrients complement or negate one another within a specific watershed with respect to meeting water quality objectives.
The ACLS has announced a new competition, the Charles A. Ryskamp Research Fellowships. These fellowships support advanced assistant professors in the humanities and related social sciences whose scholarly contributions have advanced their fields and who have well designed and carefully developed plans for new research. Funds provide time and resources to enable these faculty members to conduct their research under optimal conditions. Appropriate fields of specialization include but are not limited to: anthropology, archaeology, art history, economic history, geography, history, languages and literatures, law, linguistics, musicology, philosophy, political science, religion, and historical sociology.
With support from the National Science Foundation (NSF) and the National Center for Education Statistics (NCES), the American Educational Research Association (AERA) Grants Program announces its AERA Fellows Program. The program provides opportunities for senior researchers at various professional levels (tenured or at lest 7 years past the doctorate) to focus on policy-related research while in residence at either NCES or NSF. AERA Fellows will work with the agency's professional staff and serve as a resource for agency planning and staff development. Each AERA Fellow will be expected to undertake an independent research project related to the agency's mission. Minority researchers are strongly encouraged to apply.
The Defense Advanced Research Projects Agency (DARPA) is soliciting research proposals in the areas of Electronic Textiles. The focus of this program is on developing enabling technologies, fabrication techniques for the economical manufacturing of large-area flexible, conformable information systems and demonstrations of functional prototype systems. The Electronic Textiles program is focused on development in two major technology areas: physical hardware and information technology. Tasks specific to physical hardware development are: 1) Basic Yam Component Development, 2) Textile Circuits, and 3) Device Manufacturing CAD and Device Stimulation. Tasks specific to information technology development are: 4) System Stimulation, Design, and Modeling, 5) System and Micro Architecture, and 6) Application Analysis and Concept Demonstrations. Designers need guidelines for aesthetic treatments of concrete barriers and additional options for see-through bridge rails. The objectives of this research for the National Cooperative Highway Research Program are to: 1) assemble a collection of examples of longitudinal traffic barriers exhibiting aesthetic characteristics; 2) develop design guidelines for aesthetic concrete roadway barriers, and 3) develop specific designs for see-through bridge rails. To maximize the use of limited resources in transportation agencies and to help agencies comply with regulatory requirements, an improved decision-making process is needed to guide state Department of Transportation practitioners on the most economical and effective use of runoff control measures. The focus of this project is on improving the scientific and technical knowledge base for the selection of BMPs and on the improvement of the decision-making process through a better understanding of BMP performance and education. The U.S. Department of Energy (DOE), Idaho Operations Office (ID) is seeking applications for research and development projects from U.S. colleges and universities with nuclear engineering programs or options or licensed, operating research reactors. Applications should be directed to state-of-the-art research that contributes to any of the following eight areas: reactor physics, reactor engineering, reactor materials, radiological engineering, radioactive waste management, applied radiation science, nuclear safety and risk analysis, and innovative technologies for next generation reactors, space power and propulsion, or radiation sources. The Embedded and Hybrid Systems (EHS) program supports research in scientific principles and technology to revolutionize the design and development of embedded systems for a broad range of applications. The goal of the EHS program is to create and unify the foundation for managing interacting physical and computational systems and to supply the technologies needed for building reliable software- and network-enabled embedded systems. The program draws on control theory, modeling, software generation, real-time software systems, and formal methods. Relevant research includes areas such as: hybrid (discrete and continuous) modeling and control of physical systems; domain-specific design, programming, and software synthesis approaches for embedded systems; verification and analysis technology for checking and certifying correct operation of embedded software and systems; real-time open systems; middleware, and virtual machine strategies for embedded system. The Biotic Surveys and Inventories Program supports basic research and collecting activities that are designed to discover and document the biological species diversity of all forms of life on Earth. The Program supports collecting, identifying, vouchering, and naming the biota of a substantial geographic region, including oceanographic areas, as well as expeditionary work to discover and describe biotic diversity in poorly known areas. The Parker B. Francis Fellowship grants are awarded to institutions for the purpose of providing stipends, fringe benefits and modest travel expenses to support qualified postdoctoral fellows or newly appointed assistant professors who plan careers in pulmonary research. Fellows supported by a Parker B. Francis Fellowship must be assured of having at least 75% of their time available for research.
The Directorate for Biological Sciences (BIO) invites proposals for the construction and arraying of Bacterial Artificial Chromosome (BAC) libraries, from a broad phylogenetic spectrum of organisms, for the purpose of addressing fundamental question in developmental, evolutionary and comparative biology. Awards will be made to support the construction and arraying of libraries, and the maintaining, archiving and dissemination of these libraries. The organisms selected should be justified in terms of their utility in addressing specific scientific questions, their phylogenic significance, and their tractability for further studies. NSF 01-145

The Justice Department's National Institute of Justice is soliciting proposals for research on the sexual assault of women age 12 and older by strangers and non-strangers. Major research categories include innovations in the criminal justice system; prevention of sexual assault by understanding the context of sexual violence; and sexual violence in specific populations. Examples of topics are: the impact of evidentiary and statutory reforms in the processing and disposition of criminal sexual assault cases and on the perceptions of judges, jurors and the community; the effectiveness of sexual assault prevention programs targeted to men; the prevalence of sexual assault within intimate relationships; and the best prevention and treatment interventions for women who identify with specific racial/ethnic group.
The U.S. Environmental Protection Agency (EPA), as part of its Science to Achieve Results (STAR) program, is offering Graduate Fellowships for master's and doctoral level students in environmentally related fields of study. The EPA invites pre-applications for graduate fellowships in academic disciplines including physical, biological, and social sciences and engineering. A pre-application provides the information needed for the review of its merit. Top ranked applicants following the merit review will be required to submit a brief formal application.
Ford Foundation Fellowships for Minorities are available for predoctoral, dissertation, and postdoctoral study. Eligible applicants are U.S. citizens who are Native American Indians, Mexican American/Chicana/Chicanos, Alaskan Natives (Eskimo or Aleut), Native Pacific Islanders (Polynesian or Micronesian), Black/African American, or Puerto Ricans who are planning a career in teaching and research at the college or university level.
